ASPEN CITY PLANNING COMMISSION - SPECIAL MEETING
OCTOBER 7, 1964
ASPEN CITY HALL
Present were: Jack Walls, Chairman; Francis Whitaker, Secretary; Henry Thurston,
Building Inspector; Richard Lai.
Also present were: Citizen's Advisory Committee: Rev. iftn. R. Shannon, Rep. Clergy;
Janet Gaylord, Rep. Aspen Civic Assn.; Roy Reid, Rep. Realtors; John
Wen::it, Citizen at Large; E. F. Armstrong, Rep. Restaurant Owners
Assn.; Bill Beyer, Rep. Lodge Owners Assn.
The meeting was called to order at 8:20 P.M.
The questionnaire for the Density Control Survey, which was a suggested procedure
to gather information, was discussed with the Citizen's AdVisory Committee. The
questionnaire was read and a few suggestions for additions were made. Mter much
discussion, the Committee met in the Planning Commission office to elect a Chairman
and to discuss among themselves the best way in which to proceed. At the completion
of this meeting, John Wendt, having been elected Chairman, made a report to the
Commission, He stated that this Committee would prepare a cover letter for the
questionnaire which would be sent out to all the lodge owners, apartment owners,
etc. The information will be returned to the Committee, and this Committee will
compile it and attempt to arrive at a knowledgeable opinion which will then be
discussed with the Planning Commission. There was further discussion by Mr. Wendt
regarding the existing Zoning Ordinance. He suggested that a readoption procedure
be undertaken to correct procedural deficiencies in the original Ordinance. He
also indicated that to correct these deficiencies an alternate method might be
employed whereby the City Attorney asks for a declaratory judgment to sustain the
Ordinance in the District Court.
The Planning Commission brought up the prOblem of appointment to fill the vacancy
which now exists on the Planning Commission. The names of a number of individuals
were mentioned by the Commission members, and it was felt that a closer tie should
be worked out with the City Board of Adjustment. It was noted that there was a
vacancy at present on the Board of Adjustmant. It was finally suggested that King
Woodward, a member of the Board of Adjustment, be seriously considered for appointment
to the Planning Commission, which would maintain liason between the two groups. At
the same time, it was suggested that an existing member of the Planning Commission
be seriously considered for the appointment to fill the vacancy on the Board of
Adjustment.
The Building Inspector discussed a revised wording in the Sanitation Section of the
Sub-division Regulations, which are now under consideration. He felt that this
Section should be much more strict both in the City and County. He indicated that
a letter will be written by him recommending these changes.
Richard Lai made a brief report to the Commission regarding a meeting of the members
of the Sanitation District and interested parties. This meeting was for the purpose
of discussing the possible formation of a new Sanitation District.
Discussion followed regarding future planning consultants for the Aspen Area Master
Plan. After much discussion, it was moved by Mr. Wendt, seconded by Mr. Lai that
a:ny planner who appears qualified should be interviewed after discussion with the
County Planning Commission. The motion carried. It was suggested that the litera-
ture and letters from the various planning consultants be reviewed by each member of
the Commission before having a joint meeting with the County Planning Commission.
The meeting was adjourned at 10:15 P.M.
