The meeting "'as called to order at 8:00 P.N. by Chairman, Jack '...JaIls. lfT.
TITalls opened the meeting by saying that ;'Jr. Harry Taylor talked to him
regarding future plans for a forestry survey. He wishes to meet with the
Commission to discuss the items that have been planned for the future,
perhaps at the last meeting of this month. eJr. Taylor stated that the plans
are ",ell along the "'ay for this year, but that the future plans of his
Office could be discussed with the members.
l-lr. "'JaIls reminded the members of the meeting ,:ednesday, Hay 13, 1964,
wi th the City Council at 4: 30 ? I:. at City Hall.
A general discussion ensued regarding changing future meeting times to
8: 00 P.II., instead of 7: 30 P. H. Er. v.fhi taker moved to change the time
to 8: 00 je. Ii. This motion Has seconded and passed.
,Jr. '..Jalls passed out lists of the Citizens Advisory Committee to the
members. }.Jr. c"Ieiner Hill be here in July with the final drafts for a
master plan for Aspen, and IeI' .i:,Jalls thought it 'JQuld be an excellent
idea to form a Citizens Advisory Committee and place educational material
in their hands so that they could be Hell informed before Hr. '"einer
arrives. It '.ras felt to be imnortant that the Citizens Advisory Committee
should contain a good cross-section of people so that not just one class
of interests are represented. The former Citizens Advisory Committee
1-.ras broken dOHn into tourist, residential, business, parking, recreation,
education, streets, highway, and parking. The members of the nrevious
Citizens Advisory Committee, as the list stood, Here passed.
I':r. l.'alls said that he had gotten no response to his letters to !'Jr. ',~einer
for six ",eeks. I.Jr. Eerrigan stated that Er. '.:einer was in ",Urope at the
present time on a speaking tour. A discussion followed as to leI'. ::; 3' ~ ,.' s
capabilities in presenting 0. .""?r plan for Aspen. It ",as stated that
he has been paid $13,5'10.00 to date. It lr,THB decided to tablef'urther

Fritz Benedict introduced a model and map sho',.iir~g the Aspen Alps and its
environs. Plans have been made by the !1.s,)8n Alps to construct another
sixteen u,~ts on land on the other side of Ute Avenue. They ",ill provide
off-street parking for 20 cars, and ~ish ]e~ssion to pave a 25' ,Jidth
of Ute Avenue and landscape it for use as a circulation street Hith no
parking. They also plan to make a bridle path parallel to ute Avenue.
The total length of the street is approximately 60 feet. :Jr. Lai felt
this might take aHay too much parking area. He also felt that ",hile this
was a gooa idea, it should be made conditional and not set a precedent for
fear that the parking facilities on other streets might b8 usurped in this
maTh~er. i~. Kerrigan stated the street shoul8 be made ~nde enough to allow
:for future parking. 111' .:,'hi taker moved that the Planning COTnmission
reco~~end this type of use of the street ,Jith the conditional clause that
it Hould revert back to parking on the sides of the street, should the
need ever arise. }~. Lai seconded this motion and introduced an
m'~endment to have the matter brought up every 4 or 5 years. This arr~8nd-
ment 1,ras not seconded. T'lr. ~,'Thi taker's motion was seconded and carried.
The members felt that the street should be 26' l~de and that the City
Council should decide on Hhat materials ",ould be used for paving. It

ruction to the same materials used on the rest of the City's streets, i.e.,

T:r. Stanton brought up the problem of City and County boundary lines going
through property, arbitrarily, and not by blocks. He cited the problem
of the property at 6th and Hopkins as an example. One-half of this block
is zoned in the City as Tourist, and the other half lies in the County and
is zoned Residential. This works a hardship upon the O"Jner as he is
governed by b,ro sets of rules. l:r. Kerrigan said this annexation had
been brought up before City Council, but that they were not interested
in changing just one-half block. He did not know what the County thought
about the matter. I,:r. \ialls stated that the Planning Conmlission had
recommended to the City Council that they annex the property.
Ix. \~alls called a recess for five minutes and discussion on the above
matter continued.
T)1e meeting was again called to order by lJ1'. ,} aIls, who introduced the
petition of Block 70, Aspen To"~site, in regard to two dormatories, as
the necessary procedure had been followed by the City Attorney, and they
are now petitioning again for annexation. It Has stated that the old
City Council had looked favorable upon this annexation, but that formal
annexation had never taken place. ;,:r. ';.fhi taker suggested that the Planning
Commission go out and look over this property first before taking any action
as there might be some difficulty Hith a density problem here. I'Jr. '...falls
also suggested action be delayed in order to check on the 26' height of
the property. He advised the members to look at the property and then
return to this petition for annexation at the Hay 26th meeting.
Hr. Hhi taker said that he had attended a regional planning commission
the previous evening, but there had been no quorum. This meeting Has in re-
gard to zoning for the Frying Pan. There had been some talk about the
possibility of a Federal grant that Hould cover 2/3 of the cost of this zoning.
Eagle County Has most agreable and Hould like to check further into the
matter. This would include 3agle and Aspen Counties and the Cities of
Aspen and Basalt. 1.Jr. Horse asked if this plan could include Narble in
Gunnison County. Hr. Hhitaker said he would discuss this matterl,Jith
