ASPEN CITY PLANNING COMMISSION
GUIDO'S SWISS INN

(Special meeting)
Present were: Jack Walls, Francis Whitaker, Richard Lai, Andrea
Lawrence, and Bill McEachern.
The meeting was called to order at 12:15. This special meeting was
called in order to discuss the petition for annexation of Dorothy
Koch Shaw, and decide on a recommendation to make to the City Coun-
cil at their special meeting today. Mr. McEachern stated that the
matter could not be discussed unless it was on the agenda, but the
Commission whishes to decide on some recommendation in case it is
on the agenda.
Mr. McEachern determined from the petition that the area desired to
be annexed extended only to the property line, and none of the street
is included. It was stated that if the City annexes the property,
they will be responsible for the street to the center of it. Mr.
Walls suggested that they recommend to the Council that this property
be annexed under one condition: that it include the street or else
only to the property line; however, Mr. Whitaker doesn't think this
can be done. He feels that the Commission should make a general
recommendation that streets included in an annexation be brought
up to a certain standard set by the City. It was stated that the
Commission should set a policy for recommendation on annexations,
and consider each individual case in the light of thi~policy. Mr.
Whitaker feels that the annexation of small pieces of land to help
straighten City boundaries should be encouraged; but that when lar-
ger pieces are considered, some standards should be set up on
streets, utilities, etc. It was stated that the Shaw property is
for sale, and that this may have some bearing on the wish for an-
nexation.
Mr. Walls stated that Mr. Wiener wired that he would have some sub-
division regulations very shortly.
Mr. McEachern stated that the City Council is favorable to annex-
ation as long as some policy, is established as regards the larger
sections. Mr. Whitaker made the motion that the Commission recommend
to the City Council that the City annex the land as set out in the
petition in order to straighten the City boundaries. This recommen-
dation is to be made formally only uoon finding out from the City
Attorney whether or not it is permissible to make a formal motion at
a special meeting such as this one. Motion was seconded and carried.
It was agreed that the Commission should find out for future refer-
ence what is legal as regards special meetings.
Discussed - The final draft of Mr. Wiener's master plan. This con-
tains only existing conditions, and has no projections for the
future.
Discussed - Tri-County Planning Commission. Mr. McEachern stated
that the City Council is in favor of this, but is not sure if the
County is. Mr. Whitaker stated rhat he doesn't feel thatlit will be
activated, and that oerhaps the County Planning Commission should
enter into it.
Discussed - Starting of orocedure for forming of an R-15 Zone.
Meeting was adjourned at 1:00 p.m. ,
