Present were: Jack Walls, Francis Whitaker, Richard Lai, Bill
McEachern, Mayor Pabst, City Attorney Kenneth Balcomb, Miss
Beverly Meeker, and Tommy Thomas.
The meeting was called to order at 8:15 p.m. by Chairman Jack Walls.
Mr. Balcomb was asked if it were possible to limit the powers of
the Board of Adjustment, and establish a procedure whereby any re-
quest for a land use variance would first go before the Planning
Commission. The parking problem of the new skating rink was men-
tioned specifically. Mr. ';'lhitaker suggested that there be at least
three Planning Commission members on the Board of Adjustment, or
that a procedure be established so that the Board of Adjustment
would refer any cases for a land use variance to the Planning
Commission for a recommendation.
Mr. Balcomb stated that he does not feel that it would be right
to limit the'oard of Adjustment, but that the Board should be a
separate entity and independent organization. Xf it is limited,
it loses its usefulness. It is set up to take care of inequities
in the zoning laws. He feels that great care should be taken in
the selection of members, as it is very important to get the
right people on the Board.
The annexation of block 2 in the ::ames Addition was brought up,
and Mr. Balcomb suggested that a situation could be established
whereby the owners of property to be annexed would agree to do
nothing with any structure that may be a nonconforming use until
the area is zoned by the City. The Commission requested Mr. Bal-
comb to prepare the proper resolution for the zoning of the River-
side tract.
Discussed - 'The Building Review Ordinance. 'This was originally
set up as an architectural control, and so that any new construc-
tion plans would be presented to the Planning Commission to be
checked before any construction is begun. (The actual appearance
of the building can not be controlled). Recommendations would
then be made to the owner.
Discussed - Off-street parking. Mr. ~lhitaker stated the need for
action so that land which was considered at the time of construc-
tion to be a part of the building site could not be sold off later,
and suggested that if possible this land be made an official part
of the building site. Mr. Walls read a letter from the Colorado
Municipal League of November 20, 1963, regarding regulation of land
use within commercial districts. Mr. Balcomb is going to study
these issues and make a reDort at a later date.
Also, in regard to off-str~et parking, Mayor Pabst stated that
Gary McFadden, City Engineer, has made a map and list of open areas
in the Business Zone which might be considered for off-street pack-
ing. Mr. vJalls asked ~ayor Pabst about the possibility of under-
ground parking under the Park, but this will have to be discussed
at a later date with the ~ City Government at that time.
rlr. ~ralls mentioned the meeting held January 17, 1964 with the City
Board of Adjustment in regard to signs, and the revision of the
ordinance pertaining to this. He stated that Mr. Harkalunas should

be asked to go over the Zoning Ordinance to find any discrepancies
which should be changed. Mr. \lhi taker stated that i1r. ~Jiener
should be brrJ\lght in on any major ordinance change.
Discussed - Letter from Mr. Miles in regard to the request for
nayment. The Council is holding UD oayment subject to the recom-
mendation of the Planning Commission. A Dortion of the Dreliminary
draft and of the contract was read (with regard to the Da~ent).
Mr. Walls suggested that he should call Mr. Miles, with another
Commission merylber listening on anothRr extension, and ask his recom-
mendation as to payment.
tenort on setbacks - Richard Lai. Mr. Walls asked him to have some
renort for the next meeting.
Election of officers. Jack Halls was nominated for Chairman, and was
duly reelected. Francis \Jhitaker was nominated for Vice-Chairman and
was duly elected. He was also nominated for Secretary, and elected.
Future meetings will still be held on the second Tuesday of each month.
An agenda for each meeting will be on record before each meeting, and
a CODY sent to each member.
The meeting was then turned over to Miss Meeker, who is from Mr.
Wiener's office in New York. Jhe presented a man showing the present
land use. l'here is a general feeling that the land along the river
should be kept as a greenbelt. Discussed was the access to the green-
belt, and the road along the river. Also discussed was the motel
strip develonment along '1ain Street, and State Highway ',2, which the
Commission feels should by-pass the town. The logical nlace for it is
along the river, and this would help to avoid a strip development on
the nresent highlvay just west of town. Bill HcEachern mentioned the
possibility of the ne,'l high school site being on Castle Creek, as an
offer of a donation of 40 acres has been received. lhis would increase
nronerty values in the area.
'fiss Meeker mentioned the nossibility of shopDing centers outside of
town, but it is generally felt that the downtown area should be better
develoDed. Uhderground narking was again brought up, with wagner Park
being considered as a nrime location. The need for a downtown traffic
connt, as well as knowing the number of cars which can be accommodated
in the downtown area, was mentioned. Mr. ;,Ialls suggested that the
Citizen's Advisory Committee help }.jiss Heekpr in her traffic counts.
Mr. \-'hitaker mentioned the possibility of the business man contributing
toward nublic narking, and Mr. Halls mentioned the nossibility of
future civic facilities in combination with narking underneath,
public as well as employee.
Discussed - Financing of parking, greenbelts, etc.
Discussed - ~'nnexation. 11ayor Pabst stated that he would like to
see the area next to the ski hill and cei~ta in other areas annexed,
as this would straighten out County boundaries which cut through
blocks. Mr. vJhitaker stated that he felt thateconomically speaking,
subdivisions don't nay because there is no revenue other than prop-
erty taxes.
Discussed - City dump. A site on the road to Snovmass has been
suggested because there is a high clay content and the sanitary
landfill method could be used.

Mayor Pabst mentioned a land trust which has been proposed by an
ecological society. By this plan, certain land would be dedicated
to a scenic easement so that it may never be built upon.
Discussed - The Hallam Lake Game Preserve, and the commercial
(warehouse) area along the river. Also discussedwas the situation
with the electric win.s, which is far better than the previous one.
The new system has just been finished. The cost is too great to
put the wires underground.
Miss Meeker is to consider the views and wishes of the Commission
in view of what was discussed tonight in helping with the final
Master Plan.
Meeting was adjourned at 11:00 p.m.
