JOINT MEETING OF THE CITY AND COUNTY PLANNING
AND ZONING COMMISSIONS
May 29, 1962 12:00 Noon Hotel Jerome
Present were Sam Caudill, Frederic Benedict, Herbert Bayer,
Jack Walls, Ken Moore, Henery Stein, Fred Glidden.
The meeting was opened at 12:30 by Mr. Bayer. The minutes
were approved.
Mr. Bayer first inquired of Mr. Walls whether or not any
further action had been taken on the directional signs for
Maroon and Castle Creek. Mr. Walls stated that he is not done
sO,as yet.

Mr. Bayer stated that it is now too late for the ~ree Planting
Committee to utilize the money granted it, due to lack of
action by the City Council. There followed a lengthy discussion
between Mr. Moore and Mr. Walls regarding the liaison between
the City Council and the Planning and Zoning Commission. Mr.
Walls specifically mentioned the problem concerning the streets
and curbs, and that since the plan had been presented to the
6ity Council for approval the Commission had not received any
word as to whether this plan had been approved. It was also
mentioned that the City Administrator, Mr. Humphreys, had made
ohanges in this plan and had not consulted withe the Commission
on these changes. Mr. Walls stated that the job of Liaison
between the Council and the Commission was the job of Mr. Moore,
and that the two bodies should work closer together. At this
point Mr. Bayer brought up the meeting that took place in his
office with Mr. Moore. Those present at that meeting were:
Mayor Garrish, Jack Walls and Herbert Bayer and Ken Moore. This
meeting, Mr. Bayer said, was called to see if the parties
concerned could iron out their differenoes. During this meeting
Mr. Moore stated that the Zoning Commission was not doing any-
thing on important issuees such as taking care of the old trees,-
or the idea of covered sidewalks,etc.. And at the same time he
continuously contradicted himself in accusing the Zoning
Commission of paying attention to concrete pending problems such
aSlthe street plan instead of establishing a library on Zoning
literature. At this mesting Mr. Bayer said that Mr. Moore had
offered his resignation, but it was not accepted. After Mr.
Bayers had related the events of this meeting the discussion
continued, and at this point Mr. Moore offered his resignation
to the Commission again. Mr. Bayer stated that he felt that
since Mr. Moore did not wish to work with the Commission he would
accept his resignation. Mr. Moore stated that he would submit it
to the Mayor.

Mr. Moore stated that he thought the Zoning Commission should
investigate buildings, like the Brand Bldg., whioh are in unsafe
oondit~on and eTaluate them and antioipate their futures. Mr.
Bayer thought this is not properly part of the duties of a
Zoning Commission, as it conoerns saftey and should belong to the
Building Inspector.
With relation to oovered sidewalks, Mr. Bayer gave a bit of back-
ground, and stated that it needs a lot of study. He said at this
time one oan go without oovered sidewalks, or they can go to
the BGard of Variance until the matter is worked through. Mr.
Moore oritioized the Zoning Boards for not approaohing these
problems before they come up, rather than after the faot. Mr.
Bayer then asked M~. Moore to draft an amendment for the Zoning
Commissions aotion on oovered sidewalks. Mr. Moore stated that
this was too technioal and should have aesthetio consideration.
Mr. Bayer again charged Mr. Moore with the duty of drafting this
amendment, but Mr. Moore rsfused on the basis that he had alread1
resigned. Mr. Moore brought up the matter of irrigation ditohes.
He also said the Tree Planting Committee should be interested
in replanting after the oity outs trees dowa. Mr. Bayer stated
that the replaoing of trees is a matter for the 6ity Council,
and that an ordinance covers this.
The meeting was adjourned at 1:20 PM
