REGULAR MEETING OF THE PLANNING AND ZONING COMMISSION, June 13, 1961
The regular meeting of the Planning and Zoning Commission
came to order at 7145 P.M. on Tuesday, June 13, 1961.
Present
~erel Herbert Bayer, ~illiam James, William Beyer, Fred Glidden,
Jim Markalunls and Jack Walls. Jack Walls was welcomed to the
Commission as a new member, and he stated that he believod one of
the biggest problems to be overcome was a public relations one,
and that the town must get enthusiastically behind the Planning

Commission.
Mr. Glidden nominated Herbert Bayer as new Chairman of
the Commission; ~e nomination was seconded and passed. Jack
~alls was nominated as Secretary by Mr. Glidden, and it was

seconded and passed.
The minutes of the meeting of April II, 1961, were read
and approved.

A discussion of the purchase of John Doremus' map
followed. This purchase has not been discussed by the City Council
I
but is to be brought before it by Mr. James. Mr. Glidden will
take up the necessity of the map with the County Commissioners;
the unzoned areas and lack of a master map ties up the Building
Inspector in his work. The County might ask the City to share
the cost. County now has exclusive access and rights to the
original maps which were used to make up this one. Mr. Glidden
thought perhaps the County should hire someone, with its unused
budgeted moneys, to locate points on the map.
A discussion of the Zoning Ordinances followed. The
amendments are to be added; the date of issuance, June 13, 1961,
is to be put on the face sheet; and Ordinance 10 is also to be
added on this sheet, the Table of Contents. The map is to be
inserted when received. Mr. P~yer will ask Eleanor Brickham to
speed up work on this map. The Table of Contents is to refer to
the ordinances which have been changed, for easier referral,
thus "amendment Ordinance No. 10, page 16."
There followed a brief discussion of combining city and
county services, including the zoning Boards. Mr. Glidden is to
talk to a lawyer about this, then talk to Mr. Delaney about his
objections, after which he will get in touch with Dr. Edmundson.

Mr. Markalunas reported for the Street and Sidewalk

Committee. He said that Mr. Balinger stated that vacating certain
streets would not create a drainage problem as the vacated por-
tions of the streets could be used as ditches. Thero should be
crown not V-type streets for drainage purposes. Mr. Markalunas

questioned whether Aspen needed a ditch system, stating that this
is an outdated method for irrigation. There followed a discussion
on ditches. He mentioned the fact that curb walks are not possible
because of existing trees. However, curbs are necessary and tidy.
There was also a question raised on the tightness of the diagonal
parking proposed. Mr. Markalunas stated that he thought Dean
Avenue proposed widths were reversed. The S.ate should be urged
to reroute No. 82 to relieve congestion of the downtown area.
There was an objection to routing the highway down Spring Stroet
because of tho Post Office. Mr. [~yer suggested that the hiehway

be routed from Main Street south on lfunter north from Durant
Avenue to meet traffic on Cooper to go out of town. Mr. l.layer
~
suggested planting trees on Spring Street.
A discussion followed on the closing of streets in

residential aroas, and the report of Trafton Beam was reviewed.
Mr. Glidden questioned whether thore is sufficient parking area

around Wagner Park. There is a need for markings in the winter-
I
time for diagonal parking. No grass strip divider, or median,
is recommended for Main Street, as the State is against it.
Curbs and gutters must be put in at the samo time as streets are
paved. The Commission will go over these recommendations after
the meeting again and see what needs to be changed for presenta-
tion to the City Council. Mr. Bayer mentioned that there is no
mention of closing of streets in the west side of town in Mr.
Bean's report. This was to wait until the grades had been
established. l~r. I3alinger thinJ(s we can go ahead and plan to
vacate streets. We can always provide a drainage ditoh. At the
next meeting there will be a discussion on vacating of the streets
together with the sidewalk problems. Mr. Leon Wurl should be
there.

Tho next meeting is to be held two weoks from this date,
Tuesday, June 27th.
Mr, Markalunas asked if the Stato Planning Commission
had sent out its usual report. as he had not reoeived it.
He also asked for an interpretation for setbaoks vhen
. lodge runs through an entire block. lie had beon interpreting
it as having two front yards and asked if he had been oorrect.
The Commission agreed with his interpretation; that such a lot
would have tvo front yards and would require ,zdning.setbacks.
He also brought up the violations of the sign ordinance
and suggested that oooperation be sought before anything else is
done toward enforcement. lie read a proposed letter to be sent
out to the oil companies. Suggestions were made for the letter,
and the Commission agreed that this vas a good first approaoh.
Mr. Walls brought up the matter of proposed chimes for
Aspen, and the Commission was very muoh against them. Mr. Walls
is to draft a letter to the Chamber of Commerce explaining the
opinion of the Commission on this proposal.
The meeting was adjourned at 10120 P.M.
