MEETING OF THE PLANNING AND ZONING COl1KISSION April 11, 1961 The regular llIl!eting of the Planning and Zoning Co1llllliuion c_ to order at 7:45 P.M. on April 11, 1961. Present were: John Doremus, Herbert Bayer, Willi. J_s, William Beyer, members of Commisaiou; and Fred Braun The minutes were read by John Doremus, Chairman, and were approved as read. Iluder old businese the subject of the purchase of John Doremus I \llAp of I I Aspen and vicinity by the city and county was again discussed. Doremus stated that now that the new annexation law has been passed and only needs the Governor's signature to become law, much work could be accomplished but a good map is needed. There was SOllll! discussion on its accuracy and the fact that it has only one reference point. lIowevar, it was felt that for general purposes of planning and zoning it was accurate enough. The County Commissioners have stated that they are not interested in pur- chaaing the map as they feel that they paid for the original. Herbert Bayer suggested that if the city will take up this mat tar and make a decision on it, perhaps they can get the county to lIlOVe. Leon Wurl will bring up this subject in the next City Council meeting. In regard to the map of the City of Aspen which is being corrected and brought up-to-date by Eleanor Brickham, John Doremus stated that she has not yet completed it but told him that it would be done this week. Upon comple- tion it will be reduced and will replace the old map in the zoning ordnance book. The new ordnance and a new face pase will also be stapled in the book. Jim Markalunas is handling this. On the subject of annexation, Doremus stated that Leon Wurl has been advised by the Muaicipal League that the new law is close enough to start planning on. Another meeting of the Annexation Committee was held and the - 2 - members read the law ovsr several tilllllS. They can atart designating fringe areas which the city can begin immediately to annex. No popular vote is needed and requirements are simple. Now a map is needed to work with in designating additions. The approach,of the collllllittee will be to draw areas they feel are the beat to annex. Within these are.. they will get a..e..lIlllnt of every pieca of improvement. With the help of Leon Wurl and an eng!neer they will find out cost of bring water system up to par, cost of REA electric system, etc. They will advise city what costs will be to annax, and what the city can expect to get in taxes. Doremus stated that electricity is the best monay maker and where it is sensible and feasible the electric system should be taken up by city. Iluder new business, Doremua stated that Kenneth Moore is acquiring property contiguous to city bordering on Uta and near Bauedict's property which he is interested in developing, and ha would be interested in annexation. Koore had impression that city would put in water distribution system. Bill Bayer stated that city would only put in water main to property if good return could be expected, and ..ked Doremua to advise Moore that the city does not put in water distribution systell8 or roads, but would service those which are in and properly done. The next itelll of new business was in reaarel to a request to the Board of Adjustment by the Aspen Playhouse to erect a tent for a s_r theater on Mr. Rubey's property which is used as tha Aspen Ski School meeting place in winter. Part of the land would be used for tbe tent, the rest for off-street parking. After discussion it was decided that the secretary should addre.. a letter to the Board of Adjustment, copy to building inspector, stating that if this meets with fire regulations, a tamporary permit could be granted for - 3 - this sU1lllll8r season only, to erect a tent to be used solely for a summer theater by the Aspen Playbouse only, subject to the epproval of the Planning and Zoning Commisaion of the general appearance, locations and specifications to be submitted. It should be atated that this is an exper1lllllntal venture and does not set any precedent for renewal or for other iasu.e of this kind. The Board of Adjustment should take into consideration the attitude of surrounding land owners, and if they have strong objections a permit should not be granted. In Karkalunae' absence, John Doremua mada the report for the Street and Sidewalk Committee. They had IIlllt with Trafton Bean, going over all of their ide.. with him. Mr. Bean was asked to put his ide.. in writing, with considerstion for the committe.'s work. The committee will meet soon and go over Bean's report and will maka reCOlllll8ndations. The Commission then discuned Bean's report, "Suggested Standards for Street Design". Doremus stated that he disagreed with two points: abandon- ment of the Main Street median, and abando_t of trees on east-west atreets. It was believed that eut-west streets could be planted on the north side only. Those present also felt that Main Street should be planned so that a planting strip no more than 10' wide could be put in later, if desired. the two '~ravel streets" were discussed and it was thought that it would be aood if Spring Street were used to alleviate conj.stion in the downtown area. The state ahould be urged to reroute 82. It was sgreed that work should be concentrated within the business dis. trict firat. There only the city will pay for curbs and gutters. Owners will pay for Bidewalks d planting areas. After the busine.. district the highest ..sesaed areas could be paved firat. There was discussion regarding - 4 - 88se..1ll8nt for curbs and gutters or the possibility of a bond iasue. It was not believe! that the city should pave the streets unle.. the curbs and gutters are in. After the Street and Sidewalk CoIlllIIittee have gone over the Bean report and completed their plana and recommendations, the city can give this infor- I114tion to the enginetrr. wbo are to be engaaed by city for arading and drain88e studies, so that work will not be duplicated and they will have a plan to work from.
