REGULAR .IEETING OF THE PLANNING AND ZONING COMMISSION
March 14, 1961
The regular meeting of the Planning and Zoning Commission
came to order at 7.40 P.M. on Maroh 14, 1961. Present were.
John Doremus, Fred Glidden, William James, Ted Mularz, William
Beyer, Herbert Bayer, Fritz Benediot.
The minutes were read by John Doremus, Chairman, and were
approved as read.
Under old business John Doremus disoussed the map which
he made and which he said he would like the city or oounty to
purchase. lie stated that the oounty says the map is not acourate
enougb. 110 has writton to Warren Folta to add more control
points. Mr. Doremus will continue to improve and augment this
map and it will be availabletto the city or county at any later
date, if they wish it.

The new city zoning map is being worked upon and will be
reduced to 8" x 11" size and will be made as soon as the parties
are able to get to it.
John Doremus appointed a committee to study annexation,
this committee comprising Leon Wurl, Fred Glidden and John
Doremus. This oommittee met on March 7, 1961 to study the develop-
ment of a tract east of town intthe area of the Dixon Ranch,
part of which is owned by the county. The oommittee was to
study the maximum development of this property under the present
zoning and Fritz Benedict's projected plan for clustered lots
settlements. This area comprises apprOXimately '0 acres. Fritz
Benedict was to set forth a plan for rezoning and present it to
the city. Leon Wurl is to project cost differences as to
utilities and taxes in the county as against being in the city
area. This committee will meet with Mr. Bean next week in Aspen.
Costs to the landowner. are a great stumbling block of annexation.
Cost. for oounty and city taxes, fire insurance rates, water and
trash disposal were oompared on an appraised $,,000 residence

and it was found that it would be $41.68 per year cheaper to
remain in the oounty. The city oould not offer paved streets in

return for annexation for some time, as there are streets in the
city whioh must be given priority. Fritz Benedict then described
plan for oluster planning in the area which he would like to see
annexed. The area is mostly unbuilt. Under the present zoning
a great deal of his plan would not be allowed and would require
rezoning. Annexation would be of finanoial benefit to the city,
but would oost the landowners more in taxes, insurance. eto. A
disoussion of possible water connections with the city followed,
and it was estimated that 1800 to 1900' would be necessary to
bring the main to a point from which Benediot would distribute.
the water. There are a possible 47 residences which might want
city water, with a potential of 200 houses in the future. If
city water would be supplied it is more probably that the area
would develop. Leon Wurl is to project costs and have the figures
for the next meeting. The plans presented by Fritz Benedict would
safeguard a beautiful and useful development of a large area east
of the present oity. It would be beneficial to the city if the
area would be annexed. The Zoning Commission is greatly in favor
of these plans.

As Jim Markalunas, Chairman of the Street and Sidewalk
Committee, was in Denver, Doremus made the report for this
oommittee. This committee spent time with Mr. Trafton Bean.

Proposals were mado for the city which will be contained in a
written report and distributed to members of the Planning and
Zoning Commission within the next ten days. After full des-
cription by John Doremus of the projected plan, the matter was
tabled until receipt of the written report.
Mr. McGillis and Mr. Campbell of the Ken n. White Company,
Denver engineers, were introduced to the CommiSSion. Mr. McGillis
stated that they had come to offer help with city planning but
that the city has already engaged a consultant. They had hoped
to be able to help with the paving problem, but that, also,

seemed to be under control. Mr. McGillis oongratulated the
Commission on its excellent work.

Zoning amendments are available now to all builders and
architects in the oity. The new zoning ordinances will be
available, incorporating the amendments, as soon as the new map
is available.
The meeting was adjourned at 9.'0 P.M.
