MINUTES OF THE PLANNING 10 ZONING COMMISSION MEETING
November 30, 1960
The regular meeting of the Planning ~ Zoning Commission came to order at
7:30 p.m. on Wednesday, November 30 in the City Council Room. This meeting was
in lieu of the regular Tuesday meeting for November as most of the members
were on vacation at that time. Those present were: John Doremus, Bill Beyer,
Leon Wurl and Fritz Benedict.
In the absence of Herbert Bayer, John Doremus read the Minutes of the
October meeting. The minutes were approved except for a change of paragraph 2
to read as follows: Mr. Doremus reported that the budget submitted to the City
Council was not approved in full, but that a $700 budget would be available to
the Planning Commission.
Bill James provided the Street and Sidewalk Committee with a booklet
concerning curb s, gutter s, and sidewalks from the Colorado Municipal League.
The Chairman 'luoted from some parts of the new amendment to the County
Resolutions, providing for standards and re'luirements for mobile homes. Fritz
Benedict, a member of the County Zoning Commission entered into the discussion
of this resolution and stated as far as he knew most of these re'luirements came
from the Mobile Homes Association bulletin of suggested rules and regulations.
It was noted that paragraph 16, sub-paragraph B, Section 3 allowed trailers in
the Agricultural and Forestry district of the county. It is Herbert Bayer's
opinion that something similar to this should be adopted by the city, and that
it should be placed on our agenda to be considered in the near future.
Some suggestions were made by the Chairman regarding possible solutions
to the parking problems for the committee making the parking study (Bill Beyer
and Fred Glidden) to consider.
The main topic of the meeting was discussion of annexation to the city.
Leon Wurl talked in general terms and stated the primary 'luestion is "How
far can the city expand with its facilities and services?" In other words,
there would be no point in annexing Red Mountain for example, if the city
were not in a position to provide city water, sensibly and economically,
to provide police services, maintain and eventually up-grade the streets.
Doremus 'looted Herbert Bayer as saying, "the 'luestion of a sensible,

well proportioned, and contiguous area is a primary concern in the process of
annexing outside areas to the city."
The discussion then related to the tract of approximately two acres on
the east side of town owned by Fritz Benedict. After observing the maps in
relation to the city boundaries, etc., it ,ms decided that the adjacent land
owners should be given first consideration. It was noted that the Benedict
property lines were very crooked and irregular. It was further noted that
Pitkin County is the largest land owner adjoining Mr. Benedict's property.
It was decided that Leon Wurl and Fritz Benedict should go to the next
County Commissioners meeting to ascertain their interest in this particular
annexation possibility, as well as their general attitude towards the city
annexing some of the fringe property around the city limits. The meeting
was adjourned at approximately 9:45 p.m.
