MINUTES OF
ASPEN PLANNING AND ZONING COMMISSION

Present: Bill Beyer, Bill James, Leon Wurl, John Doremus,
Fred Glidden, Robin Molny
A letter from the Aspen Fine Arts Center, operated by
Ed Cain and Keith Sawvell, was received by John Doremus.
It requested permission to use the city owned land adjoining
the fire station for an outdoor sculptors' work shop and
exhibition area. After discussion, the commission recommended
that they be given permission, subject to the following
requirements:
1. ~~ond to be deposited with the City Clerk
w ~uld be refunded November 1, 1960: the bond
to guarantee that the area would be properly cleaned
up.
2. The petitioners must water the lawn, mow and trim
it.
3. Debris must be cleaned up each day.
4. The stone work must be done on the unseeded part
of the lawn which would be the former site of the
bell tower.
The acting secretary of the commission was requested to
ask the president of the Board of Adjustment to s-t in touch
with John Doremus before the Friday evening meettng of the
board in order that the Zoning Commission would be informed
of the Board of Adjustment agenda and make suggestions, if
necessary.
Doremus stated that he would call a meeting of the
Tree Committee in the near future, while Herbert Bayer is
absent. The Plannin~ and Zoning Commission will submit the
tree cutting plans to the City Council before cutting bids
are advertised.

The Commission felt that Herbert Bayer's letter to the
City Council in regard to off-street parking of building
eouipment was open to misinterpretation. His letter stated
that the city and county could provide parking areas for
11 equipment. Since there is no unrestricted district wi thin
. the city limits, it was felt that his letter could be mis-
construed. The Commission voted that the burcen of proof
that unrestricted land in the county is unavailable should
be placed on the equipment owner and that it is not the
duty of the Commission to hunt out or designate an area for
~~ ,parking equipment.
Doremus reported that Herbert Bayer had called him from
Denver asking that the Commission should seriously consider
the danger of allowing a proposed 38 foot building height
on the south side of the alleys in the business district.
Discussion of this was to be tabled until the Commission met
with the City Council prior to the public hearing,when it
would be discussed.
Councilman Bill Beyer brought up the subject of the
summer paving program, pointing out that the Planning and
Zoning Commission should have a long range plan as to which
streets should receive priority. It was agreed by all present
that the coming summer's paving program should be left to the
judgement of the City Council and would be governed by the
water distribution system replacement schedule. It was also
agreed that because of many projects already blocked out
for planning and zoning consideration that the long range
paving program would have to await future consideration.
