MINUTES OF PLANNOO &: ZONING COi-iMISSION HEETOO HELD APRIL 12. 1960 A regular meeting of the Planning &: Zoning Commisdon was called to order 111 John Doremus, Chairman, at 7145 P.H. on Tuesday, April 12,1960, in the City Council l'Dan. Memberll present werel W1ll1am Jamos, John Doremus, Herbert Ba;rer and Fred Glidden. Also present was J!IIII6B Markalunns. The minutes of the last regular lDeeting and a epecial meeting were read 111 Herbert Bayer, Secretary, and approved. DorOJ:lUB reported that ha made an official protest to the City Councll on April 4 regarding their decision on March 22 to Hr. Teno Roncall1o regarding a request to obtain a permit to build a hotel on l'JSin Street 38i' high. The City Councll indicated that they did want good zoning and wanted good proposals so they wouldn't be faced with having to make such decisions in the future. Bayer aaked if the City Council indicated how the Planning & Zoning Commission stands. James said he thought the idea of the protest was to obtain a vote of confidence. Tho Council and Mayor should know more about zoning. Herbert Bayer said good zOning ill a question of prinoiples based on the welfare of the oommunity. At the same City Councll meeting, the matter of parking for commercial vehicles was taken up. A letter addresoed to tha City Councll fran Herbert Bayer, Chairman or the COIlIlllittee on Zoning Amondlllento, was read. There appeared to be so:ne confuDion regarding the deadline given to the Planning &: Zoning CClImIIission as well ao the !:leaning of their letter. The lettor implied that there was property owned 111 the County in the unrestricted distriot which the City might designo.te for the parking of cOlllJllercial vehicles. The City Councll replied that they did not know this was true. Doremus aaked James if he would take this up with Glidden and report to the next City Councll moeting. Ordinance 6 was also discussed at this meeting. The Councll acknowledged that thay intended to enforce thia ordinance. James was asked if he would recommend that, since the ordinance does not cover the streeto, the city clean the gutters. Further, James was to dote1'llline from the City , - . . ;"'II> "- ...~ ..) Fritz Benedict ",ill be aaked to attend. There followed a lengthy discussion regarding the.A fr!llll6S located just south of the Bowman Block. Should there be a provision in tho revised zoning ordinance to protect the city against construction which doell not conform to the permit all iOllued or for construction which ceased and was not completed. Markalunas determined that there wao 0 provbion in the building code. Bayer was aakod if he would check with Trafton Bean to see if this was the proper way to handle the matter or whether additional provisions should be in the zoning ordinance. Doremus reported that Wll1'1'en Fultz or Falcon Air Maps called at h1s office. The total price for everything requested was $850. DorelllUll asked for a breakdown of this oost. Herbert Bayer, Chairman of the Committee on Zoning Amondments, read the proposed amend/llants which the Committee has beon working on, a copy of which is attached to thelle minutes. Bayer stated that he had contacted Trafton Bean who has not yet had time to make a written reply of cOllllll6nts to these proposals. Regarding the height of buildings, some Commission members felt that they would like to take additional time to consider these heights and that perhaps 21' high would be more satiafactory in tha residential zone and 27' in the tourist zone. Doremus suggested that members make an inspection of general boights of existing buildines 8S a comparison 00010. Bayer commented that he felt off street parking could not be included w1th this propooal and should be taken up at a later date. He iDlplied that study or this problem will take more time. DorelllUll raised the question or signs behind windowll. Bayer will discuss this matter with Trafton Bean to see if we have legal rights to control such signa. In the present zoning ordinance there is no provision for projecting signs which the COlMll1ttee feels should be permitted in the .... '..... .. ~ w ,. .... - - :3 - buaineSll district. It was lluggollted that a 41 projection be allowed. Markalunas brought up two additional points which had come to his attention recently. (1) How to control the light and air in buildings in the business district with no set backs and the possibility of new construotion closing in window openings of older existing buildings. (2) Set back between principle buildingll on property under 003 ownership. Bayer asked DorelJlUll to contact Trafton Bean to see when he could cOllle to Aspen and meet with the Planning & Zoning Comm1soion.
