MINUl'ES OF PLANNING & ZONING COMMISSION J.EETING HELD MARCH 15. 1960
A regular meeting of' the Planning & Zoning Commission was called to
order by John Doremue, Chairman, at 7145 P.M. on Tuesday, March 15, 1960,
in the City Council room. Mambere preeent werel Bill Be1er, John Doramus,
Fred Glidden, William James and Herbert Ba;yer.
Minutes of' the previous meeting were read by Herbert Ba;yer, Secretary,
and approved.
Doremus reported that he asked about a budget for the Commission at
the City Council Meeting held on March 7. A $500 appropriation wae granted
which may be used f'or goneral matters concerning zoning and planning. All
expenses are subject to approval by the City Council. Permission was given
to pay an acting Ilecretary $2.00 an hour. The Council healtates to make
expenditures at this time f'or maps but have approved a preliminary inveQti-
gation, especially concerning Falcon Air Maps in Denver. Any expenses f'or
maps f'or the city and surrounding area will be considered at the t1me a cost
analysis ill prellented. The Planning and Zoning Commission was authorized
to appoint a sign committee.
There wall a genaral discussion regarding sign control. Fritz Benedict
will be invited to attend the next meeting to discuss some of the problems
or the sign committee. A decision to appoint a new sign comcittee will be
made at this meeting. The sign committee would help Bayer and Glidden in
f'ormulating better provisions for eigo control.
Doremus pointed out that as Chairman of the Planning & Zoning Commission,
he receives regular requests for information on same. After discussion, it
was decided that this is the duty of' the Chairman and that he should devise
a method of selling existing copies of the present ordinance in answer to
those inquiries.
Bayer mentioned that a concern of' the Planning & Zoning Commission
should be the general debris in the City of' Aspen. He then discussed
briefly Ordinance No. 6 (Series of 1954) concerning same and stated that

thero was no control in this ordinance over littering, particularly by
tourists. The Commission should insist that this Ordinance be enforced
and Doremus is to bring up this mattor with the City Council the next time
he mskes a report.
The Chairman asked for Committee reports. The Hap Committee waived a
report until they have had a meeting. Doremus showed the Commission some
examples of Faloon maps.
Herbert Ba;yer reported that the Tree Committee had appointed Bill Field
as an additionallll8mber. lIeU Edstrom agreed to be Tree Inspector.
The committee to IlIII8nd the zoning regulations, Herbert Ba;yer and Fred
Glidden, met with Markalunas. Building height control was discussed. They
propose a 25' height for ell but the business distriot, where perhapll a :35'
to :38' height might be Bllowed. Set back was the next subject discussed by
the committee. They advised that they are giving consideration to a stronger
set back on the rear yards of south faoing lots in a block, perhaps to 15'
in the residential district and at the same tilll8, consider reducing the set
back of the front yard on the north facing lots. Bayer also said the,.
planned to run a projection of' a north-south eection to show the height
relations to sun as well as view before considering thie subject further.
Also discussed were additional provisions to keep back ,.ards which face
streets screened.
A length,. discussion followed regarding the projected new, four story
motel on Main Street. Bill Be;yer read a resolution 01' Ma;y, 1958, indicating
that special permission was required for any structures planned to be built
over 25' high. Be;yer has been advised that this resolution is of' no value
at this time. The Planning Commission went on record as being strongly
opposed to this project and the Secretar;y is to advise the Cit,. Council by
letter immediately of this feeling. Before the letter is written, Bill
J8IIl811 was to call Gordon Hines, an attorne,.-at-law in Pueblo, to get his
advice about what might be done to prevent this project.
The next regular meeting will be held on April 12. The meeting was
adjourned at 9130 P.M.
