CITY COUNCIL CHAMBERS PRESENT WERE: FRED BENEDICT EDWARD MORSE JACK WALLS FRANK HUMPHREY SAM CAUDILL BILL I1cEACHRN FRANCIS WHITAKER MIKE GARPJSH KEN MOORE INTERESTED PARTIES: MR & MRS DUNAWAY Mr. Mc Eachm read the minutes of two previous meetings. Mr. Whitaker moved the minutes be approved as corrected, Garrish seconded-motion passed. The following letters were read byMr. McEachm: copy here/ from Richard L Brown " / to Richard L Brown Walls reviewed the contract items as stated in Brown's letter. Mc Eachm read a letter from FW in which W stated his opposition to Mr. Wiener's concept of Aspen's Master Plan. Walls agreed with FW, adding that a MSR Plan was essential, that Wiener had a good plan, however, it was, in Walls' opinion, "fed to us" without proper research or proper consideration for improvement upon the existing Image of Aspen. Walls outlined the fu~ction of the newly formed City Advisory Committee: the three sub-committees, l-Tourist, Residential & Business, 2-Park,Recreation & Education, 3-Streets, Highways & Parking were to combine their findings in a paper wfdch would e<press the views of the committee in regard to the future needs of Aspen: 1his would not be a critique of Wieners plan, but a result of research. Mr. Whitaker stat.d that the committees' function should be to gather info, project same into the future in order to find the needs ~undamental to a Master Plan for Aspen, Walls said the important factor is an express'on of views and ideas on the part of Aspenites, whether these vietl1l are accepted or rejected; it is necessary that they be stated. Mr. Dunaway pointed out that few peop~e are fully imformed of Mr. Wiener's plan and said if the maps were available, Mr. I~addy of the Bank of Aspen offered to hang them. He added that the plan is difficult to intej1pret without the maps. 2 Mayor Garrish - "This whole thing hLs been a crock--an utter dissapointment as a preliminary plan. Wiener didn't sell 10 per-cent of the people. I have been accused of being against planning in this town, but so help me God, if you use this as a master plan for Aspen, you'll ruin the collllIllinity." Mr. Whitaker said we should reject the plan and that the plan sh01:.ld have had researcho Mr. Lai stated that the plan as it is looked lik~ it didn't need any research. A discussion followed regarding payment to Mr. Wiener. Mr Whit suggested we refuse payment on the grounds that he didn't /;114 perform per contract. Walls suggested that we give Wiener a chance to perform. Garrish pointed out that this is not up to the Planning Commission--the three entities invilved should arrive at a decision ie- the City of Aspen, the Aspen Institute and Pitkin County. Walls suggested the Plannirg Commission write to Wiener. Mr. Whit thought that' at this point, it would be more effective to deal with the State of Colorado Division of Co~mmerce & Develooment. Mr. Morse said we're "off the pad before the rocket is even fired"'--we must be decisive and we must know what we want before we proceed further. Mr. Whit moved that the Planning Commission reply tothe letterfrom the State Planning Office. Caudill 2nd--mot:i.on pasJed. Walls suggested that the Planning Commission advise the chathnan of the City Advisory Committee, Ed Stanton, to suspend action until the matter is settled. Mr. Morse said it would be useful to collect the data anyway. Walls suggested that the Planning Commission suspend Mr. Wiener's proposal as of now. All present agreed. McEachproposed a change in the bylaws for the Planning Commission--that of electing a vice-chairman. Mr. Whit suggested that each member receive a copy of the last minutes preceeding each meeting. It was agreed that 12 copies would be sent to members plus one copy to Mr. Dunaway. Several items in the b,,'laws were discussed--Garrish moved that the bylaws be approved, whit 2nd--mtn passed. ~~#)I Garrish suggested that the regulation of off-street parking be coordinated by City and County to avoid "across the street" differences. Whit suggested that the existing setback ordinance could be improved, Garrish sug,.ested that a hearing be held to amend the ordinance on setback. 3 , A discussion followed regarding the improvements needed within the Sanitation District to provide adequate facilities for the L' growth of Aspen--Benedict cited the ~ '/sewer line used by a t trailer court as inadequate. Humphrey suggested the Planning Commission refer the matter to the City Council. Benedict sm>;gested the Planninss Commission contacj- the Eagle County Planning Commission in regard to sign control in the Frving Pan Dam Area. A discussion regarding would-be zonin~ violations extended into Colorado's Primative Area were allowed by the Department of Forestry. Caudill stated that a district ranger may move a Primative Area Boundry without a public hearing--he suggested that the Planning Commission find out about the Department's future plans. Garrish pointed out that when Aspen's surrounding area is destroyed, the entire area is ruined. Walls suggested that Benedict extend a formal invitation to the State and Local Forestry Rangers, Taylor and Howell, to attend the next joint meeting of the Planning and Zoning Commissions.
