JOINT PLANNING COMMISSION MEEI'ING AUGUST 13, 1963 There was a joint meeting of both the City and County Planning Commissions at 8:15 p.m. at City Hall. Those present were: Mr. Henry Stein, Mr. Francis Whitaker, Mr. Fritz Benedict, Mr. Richard Lai, Mr. Jack Walls, and there were as visitors Mr. Lou Lowenstein and Mr. "illiam James. Mr. Lowenstein ~ave a talk to the Planning Commissions on Planning and Economics. He had submitted earlier a paper which he had written on this subject, and he read same to the members present. It was mentioned tha t Mr. Wiener is to come to Aspen on AU'P'st 19. Mr. McEachern is to send out memoes to the Planning and Zoning Members, the Council, and the County Commissioners notifying them of a meeting with Mr. Wiener. The bud~et for the Commission was discussed./ A copy of the rough draft of the Planning Commission Budget was herewith submitted. Discussion followed concem- ing the possibilities of legislation to protect historical buildings. It was brought UP that the main problem concerning legislation involves the cooperation of the neople owning such historical buildings, and their volunteering to sub- mit these buildings under the proposed legislation. It >Ias advised that Mr. James write to the A. S. P.O., Honterey Historical Society, and the Santa Bar- bara Historical Society to obtain infonnation on such legislation. Mr. Stein then br')'~ght up for discussion the probability of the mining industry returning to Aspen, and stated that Mr. Wiener should plan for this prospect. Mr. Stein also deplored the Forestry Service I s action in- the reworkin~ and paving of the Maroon Creek Road without infonning any of the local government groups. Mr. Benedict then presented the plans for the new skating rink, for Mrs. Brown, for the City Commissions' inspection. He showed the Commissions the proposed parking "paces for off-street parking. It was not clear to the Commission whether this proposed parking was to remain in effect for the lifetime of the skating rink.
