MEYRING, Chief Building Inspector Date: November 5, 1975 RE: PRE-APPLICATION REVIEW & APPLICATION REVIEW OF BUILDINGS IN THE HISTORIC OVERLAY DISTRICT. Late yesterday Andre Ulrych of Andre's of Aspen submitted a drawing to me that showed a proposed change to the front of his restaurant and stated to me that he had approval from the Historic Preservation Committee. This was a surprise and somewhat embarrassing to me since the procedure outlined in Sec. 24-9.10 of the Zoning Ord. had not been followed. Sec. 24-9.10 basically requires property developers, owners, or agents to submit preliminary scale drawings to the building inspector. If the building inspector determines from the drawings submitted that no change will result to the exterior appearance the building inspector may exempt the applicant from review. In cases where exterior changes will result, the building inspector must notify the committee promptly and set a meeting date for pre-application review. In practice I have notified you and you have set the date of meeting which I believe meets the intent of the requirement.
