SUNMARY OF ACTIVITIES
City of Aspen Planning & Zoning Commission
1960
The present Commission, consists of: John Doremus, Chairman; Herbert Bayer,
Secretary; Fred Glidden 8nd exofficio members Bill Beyer and Bill James
representing the City Council. TheEs men were appointed by the present Mayor
shortly a~ter he took office in 1960. The first meeting of the Commission
vas February 12, 1960 and there has been at least one regular monthly meeting
ever since. James and Doremus attended a Zoning & Planni.ng Conference at
Colorado University February 5 & 6th.
After the Commission had obtained a budget and adopted by-laws, they embarked
on the major job of the year - which ,~s a revision of the Zoning Ordinance
for the City. The special committee ~ppointed to spearhead this revision was
Herbert Bayer and Fred Glidden. After eight months, four drafts of the new
plan and one public hearing, the Amendments were adopted. There were some
i~portant changes and additions in these amendments, such as changes in our
set becks, maximum heights of structures, new sign changes and many others.
A tree committee was established consisting of Herbert Bayer, Fritz Benedict,
Henry Pedersen, Neil Edstrom and Filliam Field. This committee, established
in l'.arch, developed a tree cutting and trimi ng plan and have also beean research
regarding replanting. The results of this work will eventually be set forth in
a new tree ordinance.
A map committee was also appointed. Members are Fritz Benedict, Chairman; John
D0remus, and Herbert Bayer. This committee's immediate objectives >;ere to make
available an official City }~p for purchase, which is now available in the City
Clerk's office; to revise the zoning mep and correct the original errors, (this
"ill be completed in the next few weeks). Further stuoy is being made to pre-
pare a Land Use Map as a guide for future zoning changes and finally, to propose
a joint undertaking for the CIty and County to develop a map of the "Gr'later
Aspen !\:J'ea" including all the platted and developed areas.
Late in the year the City Council asked the Planning Commission to set aside all
other studies for t.he time being and begin a study of the CUy's streets, curbs,
Dnd sidewalks. The Council wishes to step up their street improvement program
and among other matters desired a determincltion of standards for curbs, sidewalks,
greenstrips, and street widths in the v3rious zoned district.s, as >Jell as a con-
sideration of st.reets to be vacated and a schedule of paving. This particular
study is underHay at the present ti'lle ond a proposal "or 2doption by the Council
Hill be ready by early Spring.
The Planning Com;nisdon h<J.s attempted to guide tbe Council in several matt.ers in
1960, among which vere the school with its prOblem of grade and sidewalks, ~nd a
question of ~llo"il1g a four story motel to be constructed on l-bin Street.
C+,udies to be C0nsidered by the Commission in 1961 will include a possible annexa-
tion to the City, the parking :lroblem, ditches and drainage, city parks, 2nd a
st11dy for nddi t.ior,al revenue f0r the city.
