Excused were Bill Dinsmoor, John Starr and Don Sheeley. MOTION: Shae moved to approve the minutes of August 15th, second by Mark. All in favor, motion carried. Commissioner comments: Shae requested that the parking director, Tim Ware come to the next meeting to discuss getting signs on the parking meters. The sticker should say paid parking 10:00 to 6:00 Monday through Saturday, free on Sunday. Shae mentioned that she has brought this up to the city council and the ACRA and nothing has happened. Terry said all CCLC members should contact Kathy if they cannot attend a meeting. A quorum is four members. Hopefully City Council will reappoint the board and we will have seven members and one alternate. Peggy Carlson, Risk Manager Peggy pointed out that the CCLC is covered for insurance by the City of Aspen. The Saturday market insurance is separate. If someone sues a board member you would be covered by the City and the City/insurance company would hire special counsel to handle the case. If you would punch someone in the face the city would say you are on your own. In your "capacity" as a board member you would be covered. Peggy said the City would hire a lawyer because you are a member of the board. CIRSA is handing out a new book for reference and I will get Kathy a copy. Mark said law suits are usually settled out of court. If someone threatened how does the city respond? Peggy said in order file a complaint it has to be in writing. Then the letter is turned over to the insurance company. Then CIRSA lets us know. 1 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF SEPTEMBER 5. 2007 Mark said in terms ofliability we are covered unless we do something wrong. Kim Peterson, Global Warming Project manager: Kim pointed out that the ARE day, Aspen Renewable Energy day was a great success. Canary tags were available for $20. to offset carbon. The Carbon offset program is the first one in the country. It is a way for businesses etc. to offset their carbon in their travels. We are launching and getting the web site up to speed. Mark asked where the money goes. Kim said it goes to the Coal methane capture project in Price, Utah. The tags will be an investment to get the program launched. The money goes for developing and investing in wind energy. Shae said the Canary tag costs $20. How much does it off set? Kim -said the $20 offsets one ton of carbon. The average house uses 26 tons per year of carbon. All carbon off setters are for profit. Shae pointed out that she attended ARE day and you get 10% back from the federal government for having bought an electric car. Even though the company is for profit, because the federal government is behind it you get a rebate. Shae said on a personal level we need to figure out a way to have it impact us locally. What can we do right now here in Aspen to offset our carbon. Kim pointed out that there are a lot of low hanging fruits to start with such as lighting. We have the top 20 things to minimize waste of energy in our brochure. Z green is the website for businesses to offset their carbon. Mark said he is looking into a thermal solar water heater. You get discounts from the federal, state, and CORE. There needs to be a way for the city to do incentive or education. Shae said employee housing units should be energy efficient. Terry pointed out that if it stays local you get more support. 2 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF SEPTEMBER 5. 2007 The board suggested that the CCLC in conjunction with the chamber get managements associations together here to get the word out on carbon reduction. Shae said she would like to know if associations can purchase light bulbs at a discount. There are booth openings in the Saturday market and possibly they can be utilized for exposure. Terry moved to adjourn the meeting; second by Mark. All in favor, motion carried. Meeting adjourned at 9:45 ~~-t7$:JLf;l Sf , Kathleen J. Strickland, Chief Deputy Clerk 3
