Attached are: 1. the original proposed design approved by HPC 11. the AS BUILT condition with an added easement window 111. the proposed double hung window which shows a vertical emphasis and expresses a more compatible character with the adjacent building and addition. although required to be five feet from the property line as an unprotected opening the proposed window is also close to the center line of the gable end and ridge line above which helps to complement the architecture. the design intent here is to place the double hung so that the horizontal division between the sash pieces lines up with the top of the door. we believe this imparts a "shaker like" quality to both the interior and exterior. Please advise us immediately in writing of your findings so that we may complete the project as soon as possible. We recommend a site visit with the attached drawings. -7 Sincerely, 29/n 437* . Item 3: No. A ridge board concept is not acceptable. The plywood gusset plates indicated by detail 8/S2 is critical to load path. The 16d nails of this detail can be changed to 12d at builder's option. Pay close attention to nail placement and quantity. Item 4: The steep rafters over the stair can bear on the cantilever ends of the low slope kitchen rafters. See clarification C1 for wood floor to concrete slab detail with wood placed first. Item- 2: Washed rock has been placed as backfill. It is critical that this not be placed high against foundation wall, since top of walls are not yet braced by floor structure. Foundation corners can handle higher depths. Terry reports that a 4000 psi concrete mix has been used at walls. Item 3: A full height foundation wall has been placed in lieu of cantilevered low wall on south side. This is acceptable. It was noticed that steel shims are used under the 2x wall sill plate along this wall. All of the voids between this plate and concrete wall will need to be grouted tight. Item 4: The intersection of the new foundation south west corner, with the existing concrete foundation appears under supported. Fill this void with concrete to provide bearing. Item 5: The concrete walls and lower floor slabs are in place. The wood floor framing is in progress. Washed gravel backfill is in place at the east side, where discussion has raised the possibility of placing a new foundation wall to provide a day-light well. - Preliminary Conclusions: A - Footing placed on backfill may be sized for day-light well. Having footings on different soil materials is risky for future building loads. Not recommended 8 - Placing this footing down at the same level as other footings creates high lateral soil pressures. Not enough footing width is provided to resist this over turning force with the top of wall unbraced. Further discussion is required with Architect. Hopkins Avenue, Howling Wolf- Minor DATE: April 10,1996 SUMMARY: HPC approved a patio and below grade expansion for the Howling Wolf on March 13,19907*t that time the applicant was asked to return to HPC in a public hearing to request waiver of on-site parking. Currently four spaces exist. All four will be removed to accomodate the patio dining. The building is a local landmark and is located within the Commercial Core Historic District. APPLICANT: Warren Ryan, owner, represented by Sven Alstrom. LOCATION: 316 E. Hopkins Avenue, Lot O, Block 80, City and Townsite of Aspen. ZONING: Commercial Core. PROJECT SUMMARY AND REVIEW PROCESS: All development in an "H," Historic Overlay District must meet all four Development Review Standards found in Section 7-601 of the Aspen Land Use Code in order for HPC to grant approval. 1. Standard: The proposed development is compatible in general design, massing and volume, scale, and site plan with the designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in an "H," Historic Overlay District or is adjacent to a historic landmark. For Historic Landmarks where proposed development would extend into the front yard, side yard and rear yard setbacks, extend into the minimum distance between buildings on the lot or exceed the allowed floor area by up to five hundred (500) square feet or the allowed site coverage by up to five (5) percent, HPC may grant such variances after making a finding that such variation is more compatible in character with the historic landmark and the neighborhood, .. than would be development in accord with dimensional requirements. In no event shall variations pursuant to this section exceed those variations allowed under the Cottage Infill Program for detached accessory dwelling units, pursuant to Section 26.40.090(B)(2). Response: The outdoor deck which has been approved by HPC allows the applicant to expand dining space with minimum impact to the historic structure, therefore staff supports waiver of the on-site parking spaces. 2. Standard: The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. Response: The property is located within the Commercial Core and has access to public transportation. No on-site parking is available for customers at this time. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels. Response: There is no impact on the historic significance of the parcel. 4. Standard: The proposed development enhances or does not diminish from the architectural character and integrity of a designated historic structure or part thereof. Response: There is no impact on the architectural integrity of the structure. ALTERNATIVES: The HPC may consider any of the following alternatives: • Approve the Minor Development application as submitted. • Approve the Minor Development application with conditions to be met prior to issuance of a building permit. • Table action to allow the applicant further time for restudy. (Specific recommendations should be offered.) .. • Deny Minor Development approval finding that the application does not meet the Development Review Standards.
