Second tier space is defined and described in Sections 26.104.100, Definitions, and 26.412.080, Second Tier Commercial Space. DETERMINATION: The structure located at 304 East Hopkins Avenue is a three-story building (two stories above grade with basement). See attached plans (Exhibit A). Basement: This floor contains a commercial space that has been utilized as a restaurant but is currently vacant. Access is through a below grade courtyard on the west side of the building. SECOND TIER. First Floor: This floor is currently occupied by a restaurant. Access is from the street level on East Hopkins. NOT SECOND TIER. Second Floor: This floor is currently occupied by a bar and is accessed through a set of stairs off of East Hopkins, additionally there is a second staircase off the back alley providing circulation. SECOND TIER.
