MOECKEL B.B. 8 L. CO. A regular meeting of the Historic Preservation Committee was held at 1:00 in the Council Chambers of City Hall on February 14, 1978. Those members present were Lary Groen, Norm Burns, Jerry Michael, Terry End, Mona Frost, Florence Glidden. Also present is John Stanford of the Planning Office. .t il~ APPROVAL OF MINUTES The minutes of the previous meeting were addressed 1 by the members and approved. b OLD BUSINESS Groen asked if anyone knew the status of the bay window on the Hyman Court. Stanford stated that this would be discussed under the Another Gallery E item of the Agenda. Groen asked about the Holy Cross Building and whether the City was going to have it historically designated. The City cannot take ownership until sometime around September. The HPC would like to request that the City Council designate that building historic. L Larry Yaw, Architect, is present at this meeting to h review an application, and stated that he is a member 1 of the Holy Cross Board, and that they fully intend to research having the building designated, but they would prefer to have it done after the renovation is complete. a TOM THUMB BUILDING Yaw, representing the applicant, stated that this project is finished to the point that they are happy with it. He feels that a great deal of time and energy has gone into this project, and introduced Bill Lukes and Krances Webster who have worked on the design of this project. Lukes stated that several refinements have been made since the last meeting, including the awning on Mill Street; the smaller building has more vertical windows than before, and they have taken out the small skylight window over that entrance and the elevation has been changed. All the inner court elevations have been drawn to give the members a better idea of the inner court area. Materials were discussed, y and Lukes presented samples of the brick and awning ' that will be used. If there should be any metal trim k 9 - it will be of a darker anodized color. The awning will be a dark "forrest green" and the brick a reddish 43 tint. (Somewhat similar to the Paragon) The new building will be one half level above and below grade. ti They have contacted the City in regard to obtaining ;.t mall bricks for the inner court area and Mahoney has stated they will help them obtain these. The colored concrete will also be used. The wood trim will be a gray green and wine red. Stanford asked about their plans for signs and exterior lighting. Lukes stated that each occupant has been requested to submit written statement about their plans 1 for signs. A directory will be on the old building, 4.4 north side, and one on the south mall side of the € .1 building. Signs may be placed on the glass of the 4.- commercial space. The project does not really require 4 any exterior lighting, and the inner court area, because 4' ' it is so small, can virtually be lighted by the com- 2 0 mercial spaces. Stairs or foot lighting going down the Hyman Street side elevation was discussed. There 9 ' will be a small skylight over the doorway there but % it will not protrude above the parapet. There.were no_. Hearing comments from the general public and the hearing was closed. Groen called for a motion to approve the project. Ms. Frost so moved, conditional upon submission of the final working drawings, and that none of the glass be mirrored. Ms. Glidden seconded this motion with all members k in favor, motion carroed. Ms. Glidden commended i the architects on their hard work and a job well f done on this project. 4.f HUTCH Preapplication Gayle Bryant is here today to review the plans for 1 expansion of the Hutch. THis is a proposal for a 12' x 24' extension onto the rear of the existing building. There would be less than two feet between 9 this building and Laeocina next door. The only place it would be apparent is from the rear when Ti J someone drives down the alley or to the Bank of Aspen c drive up window. It is not visible from Hopkins street. This will be for studio work space only, not commercial space. The colors, Bryant stated would probably be to match the existing. There would not be any additional signing for this space. A field trip to the location is recommended. This application will be coming up for Public Hearing i on March 14. However, Ms. Frost asked whether the applicant would have to come back if the purpose for the space were changed into commercial or rental space. They would not, and this board can only go by the intentions stated here by the representative. LA TORTUE Preapplication Ed Hicks is present to once again discuss the proposed - expansion of the LaTortue business on Durant street. The members have in the past been extremely reluctant to approve any such application for various reasons; the presentations made are inadequate and do not show those elevations, etc. as required for a formal application and follow the HPC criteria; The Chuck Wagon is an eyesore and the expansion proposed would come right up to that small business as well as to the Alcapulco Gold business; and the retailing on the sidewalk of furs and other wares is a definite de- tractment and adds to the "carnival atmosphere" of that area. At this time, the drawings being submitted ~ are inadequte and do not show elevations as required. Hicks stated they have since re-negotiated their lease h for another five years. 1 Groen feels that none of the drawings show the ele- i vations and comparisions to the surrounding buildings , in that area and they would like to see a detailed rendering of the proposed expansion. He requested submission of these drawings so that the members can get an exact idea of What is happening in that area. Groen also expressed the concern of this group because of the out dorr display of merchandise, and asked if there were any influence Hicks could use to move the Chuck Wagon. Hicks stated that he would agree to remove the merchandise from outside if they had sufficient room inside for display. Groen stated that this could , be considered at the next meeting if the renderings , and possibly photos were presented. A public hearing will be set for March 14th. 0 K .4/0- Al *~ AM 't// I:. Stanford explained that one bay window has 11] already been added illegally. This faces the i Hyman Court area. This board is now being asked I , to approve the addition of a second window. Photos ji are all that have been submitted of the existing $ conditions. Groen requested the applicant to submit standard 11 drawings of the proposal showing elevations, etc. 3- He also requested that Building Inspector Clayton Meyring be contacted about the illegality of the addition of the one bay window and that something be 9 -* done about it. Groen entertained a motion to Ef deny this application and request the owners to remove 4 the existing window and return the facade to its original state. Ms. Frost so moved. seconded by Ms. End. HOF/KIL •. 0. 4 L. CO. A regular meeting of the Aspen Historical Preservation Committee was held on January 10, 1977 at 1:00 PM in the Council Chambers of City Hall. Those members present were Norm Burns, Mona Frost, Jerry Michael, Terry End, Jon Seigle, Gaard Moses, Sally Parrish, Florence Glidden, and Lary Groen. APPROVAL OF MINUTES The minutes of the November 29th meeting were addressed by the members. This committee did not meet during the month of December. Michaels moved to approve the minutes as presented, seconded by Moses. OLD BUSINESS There was no old business discussed at this time. NEW EUSINESS Tom Thumb This is a preliminary application by the Tom -6 Thumb building for extensive exterior remodeling, 4 represented at this meeting by architect Larry Yaw. The building at the corner of Hyman and Mill, and the building housing Magnifico and the space which used to house the Peppermit Tree candy store will i be effected by this remodel plan. Yaw presented ~~ drawings of the Hyman street view, the Mill street K view, and the interior court areas to the members . a> of the committee. The plantwould eliminate the twoxwl business spaces previously mentioned, and create> 31 open court area space similar to the finger mall by Country Flower. A pedestrian would not be able to walk from the Hyman street mall through to the fl~ alley by Sabatini Sports, but would be able to traverse through to Mill Street. The space housing ...; the liquor store would be eliminated, creating an ~' ~~ open area between the main Tom Thumb building, housin: the U.S. Customs and creating a seperate building. Yaw stated that the developers and owners felt that the space where the candy and liquor stores are are in poor condition, and have no historical significance. The total estimated footage involved is 5300 ft.: adding 3500 sq.-ft. of commercial space and 1800 sq. ft. of employee housing. The ~·: 24. FAR is 1.8:1. A secondary arcade will be created «- relating to the commercial space in the new building.4 A brick masonary work style will be used similar to :fi the Wheeler Opera House, with similar colored brick. -4 Very shallow bay windows will be used. The glass 3.0-- fesestrations are on the south court side. The elevations in this building: go from the four story J: level of the Wheeler Opera building, the three story level of the Aspen Supply buidling to the two storyt::."d i level of the main Tom Thumb Building. The~·seperate . fr,, , building on the Mill Streeteside will have a stairwa¥14 and window. The buildingstslope downward in levels to the *level of the Hyman Street Mall. Yaw feels it blends in very well, and from the pedestrian , 4.a{ level on the mall, ..the second building cannot be »'1 seen. The materials are glass and brick, with painteu wood trim on the glass of a contrasting color. There will be a covered stairway going to the second · + level of the building. The third story of the building will be commercial space, and the second .2 floor will be employee housing. Probably about four .7 units are planned, ·and that area is already plumbed vt: for this type of use. The building closest to the Aspen Supply will be set back about thirty feet from the main building. The chimminhy L on the north end of the building was discussed. 4 Ms. Frost asked if a third level is built, will an elevator be required. Not necessarily, answered ~.» Yaw, depending on the uses in the building and its occupancy. There is a second egress in the building that is required by fire code. Michaels stated that he has a problem with the stairway on the Mill street side and doesn't feel it relates well. Burns, acting as chairman decided it would probably be best to poll each member for their comments: Moses: Asked about signage, and related the 2 & problems this committee has about outside signs. . c. Yaw reported that he will have a plan for this by the Public Hearing. Moses is also bothered by the brick wall on the Mill Street side, but overall he did like the concept. Seigle: Doesn't feel ' 03% t that the Mill street drawing gives an accurate sense of the massing, and would like to see a model. He too has a problem with the wall on Mill Street. Ms. End: Feels that the Mill Street building is too u massive compered with the Sabatini Sports building. The window on the second floor over the stairway there also creates a problem and doesnlt relate. Michaels: Feels that the Hyman Street side is & very nice. The Mill Street side creates a problem f and he feels the second building is very lonely in appearance. Ms. Frost: Agrees with Michaels and . asked if a set back could be incorporated into the : 44 p. building to break up the mass. The second story 9 9 window could cause weather problems. Snow removal on the interior courts was discussed, and Yaw stated - f 4. it will probably be shoveled out. Burns: Likes w The second story building on Mill - two windows . e·AK should be moved to the left. He suggested possibly :; removing the space between the second story window and stairway on Mill Street. Hetasked if the bay ·4?4 %# windows would project out over the property line. Ms. Glidden: Would like to see a model to see hown- ¥ 0, &· f the Mill Street elevations look. Ms. Parrish: Def initely doesn' t like the window on the second _ 2 :37-~ ...i: building is his main concern. 4 The angles and 'A retangles dont set, especially the window. The building on the corner of Hyman and Mill also causes 64 If. a problem with him in the angle of that corner. such as a mellow glazed tile. Yaw stated that there has been some discussion about'M;ni putting<in a restaurant in that building, but it would be a cost consideration since the weight level does- 44 not meet code requirements°.i Stanford stated that' org. he felt the obuilding was comnatible with the surr- 9-6 it - t. ; ounding area, and he has no problem with the stated 4 --1 materials, as long as mirrored glass is not used. at He does not have a problem with the skylight. The '33 ~ horizontal windows on the caurt side do not pose ~ a problem either. Nor does he have a problem with .14, the window on the Mill' Street side.
