Cooper Avenue, the northerly portions of Lots A, B, and C, Block 90, City and Townsite of Aspen. The property is located in the Commercial Core Historic District; and WHEREAS, all development in an "H," Historic Overlay District or development involving a historic landmark must meet all four Development Review Standards of Section 26.72.010(D) of the Aspen Land Use Code in order for HPC to grant approval, namely: 1. Standard: The proposed development is compatible in general design, massing and volume, scale and site plan with designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in a "H," Historic Overlay District or is adjacent to an Historic Landmark. 2. Standard: The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels. 4. Standard: The proposed development enhances or does not diminish from the architectural character or integrity of a designated historic structure or part thereof; and WHEREAS, Amy Guthrie, in her staff report dated February 28, 2001, performed an analysis of the application based on the standards, and recommended approval of the project; and WHEREAS, at their regular meeting on February 28, 2001, the Historic Preservation Commission considered the application, found the application to meet the standards, and approved the application. .. Attachment 3 7. The proposed remodel to the 401 Cooper Avenue Building involves design and material changes to its 5 show windows and 2 entrance doors. One window (contiguous to McDonalds) will be relocated (to be contiguous to North window on West wall). Additional lighting is designated. The width of the window and door penetrate into the walls is unaltered. Present windows are of bay window shape protruding into the walkway. They consist of 3 pieces of glass and 2 wood mullion setting on a wood base and rising from ground to ceiling. The new windows are a rectangular box (Same width) with 2 anodized aluminum mullions and trim, protruding the same depth into the walkway, and have reveals top and bottom so that they appear to float. Down lighting is designated to wash the brick walls along the perimeter of the Building. The new entrance doors and sidelight are primarily glass with anodized aluminum trim, replacing the old oak and glass doors. The final changes is the window on the S.W. corner of the Building facing Mill Street will be replaced to the North, contiguous to the existing window immediately South of the corner entry door. The former window opening will be filled with matching brick. The 401 Cooper Building was originally built in the mid 1950's to house the Aspen Country Store. It was the home of the Aspen Leaf retail store in the 1970's. Pitkin country Dry Goods (PCDG) moved there in 1982 after an extensive remodel to suit its needs. At that time, the original two, large, nondescript windows were replaced by the existing windows to suit PCDG's decor. As PCDG experienced, there were several functional problems the new design intends to correct. The windows were not tall enough to accommodate mannequins. The angled bay windows reflect light at certain times of the day (see pictures) as to hinder viewing into the windows. The proposed new display window will improve the retail function of the Building, at the same time continuing to honor the nature of design and history in the context of its environment on the Cooper Avenue Mall. .. Attachments 4&5 1. The proposed development involves only minor changes to the fagacle of 401 Copper, consisting of alterations to the shape and materials of its 5 show windows, material and design changes to its 2 entrance doors and a change in location of one window. Therefore, it should not compromise its already existing compatibility in general design, scale, site plan, massing and volume with designated historic structures on adjacent parcels. Also, the only historic structure, The Red Onion, is a half a block away and across the Mall. 2. The proposed development is consistent with the neighborhood character. The new materials and design are similar to those already used at McDonough's at 419 E. Cooper, Sam Goody's at 414 E. Cooper and Pam Driscoll Gallery at 416 E. Cooper, which is adjacent to the Red Onion, a Historic Landmark. All are of brick, anodized aluminum and glass, as is this proposal. In fact, McDonough's shares the 401 Cooper boardwalk. 3. The proposed development does not detract from the historic significance of designated historic structures in the block. Most buildings on the Cooper Avenue Mall are of 50's and 60's vintage and more recently remodeled. The 1982 remodel of 401 cooper and the currently proposed changes are enhancements to the original structures and compatible with the commercial character of the neighborhood. The new changes are minor. In fact, the boardwalk canopy is a continual historical reference to Aspen's past. 4. Finally, the proposed development does not detract from the architectural character and integrity of the only designated historic structure on the block. The 401 Cooper Building's quiet materials of brick, dark bronze aluminum and wood, and its sensitive attention to architectural details are created to function well commercially and to live in harmony with other contemporary buildings on the block as well as with the one designated historic structure, which is the brick and wood, a half a block away, The Red Onion. Response: The existing building will remain essentially unchanged. The proposal only involves switching out existing bay windows to bays of a different style. One window will be relocated. The existing wood doors will be replaced by glass doors. New fixtures that wash the building walls with light will be added. This one story building is a "quiet" structure that does not reflect the architectural characteristics of the Victorian era downtown. It would not be appropriate to require the new door and windows to match the 19th century model, with a kickplate, transom, etc.. because these features are unrelated to the overall design of 401 E. Cooper. The project will meet the following design guideline: 13.16 Develop the ground floor level of all projects to encourage pedestrian activity. b. The proposed development reflects and is consistent with the character of the neighborhood of the parcel proposed for development. The proposed remodel to the 401 Cooper Avenue Building involves design and material changes to its 5 show windows and 2 entrance doors. One window (contiguous to McDonalds) will be relocated (to be contiguous to North window on West wall). Additional lighting is designated. The width of the window and door penetrate into the walls is unaltered. Present windows are o f bay window shape protruding into the walkway. They consist of 3 pieces of glass and 2 wood mullion setting on a wood base and rising from ground to ceiling. The new windows are a rectangular box (Same width) with 2 anodized aluminum mullions and trim, protruding the same depth into the walkway, and have reveals top and bottom so that they appear to float. Down lighting is designated to wash the brick walls along the perimeter of the Building. The new entrance doors and sidelight are primarily glass with anodized aluminum trim, replacing the old oak and glass doors. The final changes is the window on the S.W. comer of the Building facing Mill Street will be replaced to the North. contiguous to the existing window immediately South of the corner entry door. The former window opening will be filled with matching brick. The 401 Cooper Building was originally built in the mid 1950's to house the Aspen Country Store. It was the home of the Aspen Leaf retail store in the 1970's. Pitkin country Dry Goods (PCDG) moved there in I 982 after an extensive remodel to suit its needs. At that time, the original two. large, nondescript windows were replaced by the existing windows to suit PCDG's dacor. As PCDG experienced, there were several functional problems the new design intends to correct. The windows were not tall enough to accommodate mannequins. The angled bay windows reflect light at certain times of the day (see pictures) as to hinder viewing into the windows. The proposed new display window will improve the retail function of the Building, at the same time continuing to honor the nature o f design and history in the context of its environment on the Cooper Avenue Mall. .. Attachments 4&5 1. The proposed development involves only minor changes to the fa~ade of 401 Copper, consisting of alterations to the shape and materials of its 5 show windows, material and design changes to its 2 entrance doors and a change in location of one window. Therefore, it should not compromise its already existing compatibility in general design, scale, site plan, massing and volume with designated historic structures on adjacent parcels. Also, the only hiSIOriC structure, The Red Onion, is a half a block away and across the Mall. 2. The proposed development is consistent with the neighborhood character. The new materials and design are similar to those already used at McDonough's at 419 E. Cooper, Sam Goody's at 414 E. Cooper and Pam Driscoll Gallery at 416 E. Cooper. which is adjacent to the Red Onion, a Historic Landmark. All are o f brick. anodized aluminum and glass, as is this proposal. In fact. McDonough's shares the 401 Cooper boardwalk. 3. The proposed development does not detract from the historic significance of designated historic structures in the block. Most buildings on the Cooper Avenue Mall are of 50's and 60's vintage and more recently remodeled. The 1982 remodel of 401 cooper and the currently proposed changes are enhancements to the original structures and compatible with the commercial character of the neighborhood. The new changes are minor. In fact, the boardwalk canopy is a continual historical reference to Aspen's past. 4. Finally, the proposed development does not detract from the architectural character and integrity of the only designated historic structure on the block. The 401 Cooper Building's quiet materials of brick, dark bronze aluminum and wood, and its sensitive attention to architectural details are created to function well commercially and to live in harmony with other contemporary buildings on the block as well as with the one designated historic structure, which is the brick and wood, a half a block away, The Red Onion.
