COMMERCIAL CORE & LODGING COMMISSION
MINUTES OF OCTOBER 3, 2007
Shae Singer called the meeting to order at 8:30 a.m.
Comissioners in attendance: Don Sheeley and Bill Dinsmoor. Bill was
seated at 8:40 a.ill. Excused were Terry Butler, Mark Goodman and John
Starr.
Shae pointed out that City Council requested CCLC to change their mission
statement at the worksession.
Mission Statement:
Shae: To increase vitality in the core area for visitors and residents alike.
Kathy: Pursue programs, project and events that will enhance the downtown
commercial core.
Don: CCLC acts as a catalyst and sounding board between downtown
business, visitors and citizens alike.
Market
Shae suggested that the market discuss the selling of prepared food for next
year. Agriculture vendors would be offered first choice. They could sell a
prepared food at their booth. They would have to comply with our
guidelines. For example homestead meats could sell a prepared food that
they have frozen. They could get the buns from Louis Swiss. They would
also have to comply with all the Environmental Health regulations and pay
the additional fees. Louis Swiss sells approximately 30 Panini's each
Saturday.
Shae said we also discussed the use of Conner Park. Perhaps have a second
category where a new vendor could purchase two Saturday's for $100. in
Conner Park. They could be vendors that do not quite comply with our
guidelines such as organic chocolate and organic coffee. Non-profits could
also sell items etc. as fund raisers in the park. The park could also be used
as a place to get out of the shade. Possibly street musicians could play there
also.
Shae said she felt that the jewelry vendors are being morphed into the same
look. Perhaps a letter should go out saying that all jewelry should be
different.

Kathy explained that restaurants were offered the chance to do food
demonstrations and sell their product but restaurant owners said it is difficult
to get help in general and they could not commit to Saturdays.
Shae suggested we explore raising booth fees.
Don said he is reluctant to do us unless there is good reason. Don would like
to know what the business licensee fee is used for.
Don also mentioned that a Hyman and Cooper mall in the middle where
there is only shade is a mud pit. The Parks Dept. should sod that area or use
flagstone or rock.
Discussion:
Shae said she is trying to locate space for vendors of the Saturday Market so
that they can have the opportunity to sell their wares in the winter. She
conversed with the owners of the Isis but they felt that the space is not a
space to incubate small businesses. They could not hold the rent of half a
million. The Isis space is for film fest etc.
Bill said that space was used to be used for mid level retail.
Commercial Core Mix:
Bill and Shae attended the worksession. Bill said none of the modeling has
been researched. After incubation of a business what do you do to get into
retail?
Bill said high priced realestate is not a place for incubator businesses.
Maybe the SCI zone by Clark's should be explored.
Bill said as an owner you charge as much as the market will bare.
Shae said it is like low hanging fruit. There are little fixes that can occur and
should be explored.
Don pointed out there is never a consensus in this town.
Bill said maybe CCLC should reach out to people regarding prescriptive
retail use and have them come to our meetings.

Shae said it was 50/50 whether the government should be involved in the
decision of commercial mix. Shae said she personally feels government
should not intervene.
Don said it doesn't make sense that a restaurant has to be a restaurant.
Bill requested that someone from the parks department be at the next
meeting to discuss XMAS lighting and that a survey be sent out to the
Saturday market vendors.
