Ordinance No. 36 vesting the rights of the CBS Subdivision and
Final Plat approval of the CBS SUbdivision. There were no
outstanding conditions of approval,
The CBS Subdivision was encouraged by City council to include on-
site employee housing although there is no requirement for that
at this time,

The townhouse units are proposed to be similar in design and
will each contain approximately 2,500 - 3,000 sq. ft which is
within the allowable FAR. The parking is proposed to access off
the existing alley. Two spaces for each unit will be provided in
covered garages and two spaces will be provided on the paved
aprons of the two car garages. Thus four parking spaces are
provided per unit. Sidewalks will be built along the property
lines on spring and Hopkins street pursuant to the regulations of
the Code. Curb and gutter will be replaced along those streets
where necessary. A handicap access ramp will be provided at the
corner of spring and Hopkins. Two dumpsters will be provided in
two enclosed trash areas adjacent to the alley at the rear of the
site.
As noted in the above chart, no open space is required . The
applicants are, however, providing approximately 62-63% of open
space on each of the lots. The proposal includes landscaping and
partial fencing of the parcels. The applicant states that this
fence will be a low fence perhaps of a wrought iron type.
BACKGROUND: The Planning Commission reviewed the Preliminary
Plat Submission on July 5, 1988. The request was approved with
conditions. On August 30th the Council gave the CBS Subdivision
exemption from the Administrative Delay since the application was
already in the Planning process. The Final Plat is now before
City Council for review.

REFERRAL COMMENTS:
1. ENGINEERING: The Engineering Department has the following
comments on the Final Plat submitted by Fifty-seven, Inc.:
1. As was noted in my memo of May 12, the size of the two
covered parking spaces is not shown, we need to approve
of the dimensions of all parking spaces.
2. The final plat must show existing utility sources and
meter locations.
3. The costs of the site improvements are correct.
STAFF COMMENTS:
The Final Plat documents and Plat meet the requirements of the
Code with the exceptions which were pointed out in the
Engineering Department memorandum.
The Planning Office would like to note, however, in light of the
employee housing needs of the community and the impacts of this
project on that problem, that an effort by this applicant to
incorporate employee housing is desirable. We note that the
project is being built to less than the maximum FAR allowed on
the site but that a duplex is the maximum density presently
allowed on each of the three lots, since the minimum lot area per
unit in the zone is 3,000 s. f. We anticipate that density
bonuses for on-site employee housing will emerge from our current
displacement code amendment process and therefore encourage the
applicant to consider providing small employee units on this site
in recognition of the displacement caused by the prior demolition
once such units are permitted by the Code.

Dear Cindy:
Please consider this letter an application for final plat
approval for the CBS Subdivision. The application is
submitted pursuant to Sections 20-14, 20-15 and 20-16 of
the Municipal Code by Fifty-Seven, Inc. and Aspen Con-
solidated Venture Corporation, the owners of the property.
The Applicants also request that the development rights
which result from this approval be vested pursuant to
Section 6-207 of the new Land Use RegUlations.

respectively. These dimensional changes result in slight
increases in the areas of these two lots (approximately
200 square feet each) and a corresponding decrease in the
size of Lot 2.
Inasmuch as FAR was not a consideration of the project's
approval (i.e., the maximum allowable FAR was utilized), I
believe that this minor adjustment in lot area should not
pose any particular problem. In fact, the resulting
reduction in the size of the center duplex should enhance
the visual impact of the project.
With respect to the Subdivision Improvements Agreement,
please note that Section I" Project Construction Sche-
dule, has been left temporarily blank. A specific
schedule will be provided prior to City Council review.
Also note that an agreement has been reached with the
Aspen Consolidated Sanitation District with respect to the
repair of the District's sewer main (see letter from Heiko
Kuhn, Manager, ACSD). The required contribution, and the
Applicant's park development impact fee will be paid prior
to issuance of any building permit. The park development
impact fee has been computed based on the requirements of
the new Aspen Land Use Regulations.

We have reviewed our previous requirement that the CBS Subdivision
repair the downstream 8" sewer main prior to connection and now
feel that a cash contribution of $475 toward the district's main-
tenance program is sufficient in this situation, The cash contribu-
tion should be paid to the district at the time of final plat. The
district will repair the downstream 8" sewer main in preparation
fqr your connection.

Please let this letter serve as a report and detailed discussion re-
garding the drainage requirements for the above-referenced developnent.
The proposed developnent will actually encompass rots 10, 11, 12, 13,
14, 15 and 16 of Block 28 of Fast Aspen Townsite. 111e existing condi-
tions on the site are inclusive of twu1-story wood structures, three
3-story wood structures and one 2-story ~JOOd structure.. Also, there
are twu sheds on the site. The remaining p:>rtion of the site is undev-
eloped with the exclusion of driveway and sidewalk areas. vie have
calculated the oomposite runoff coefficient from the site (for the
existing condition) to be as follows:

The developed condition will introduce three buildings OITerall of which
roof, parking and patios will introduce JT"Ore impervious area upon the
lots. The oornposite runoff coefficients for the developed condition

developed and historic flows from the sites:

The floWs listed above are for the site as a whole. We have utilized a

tention volume for the site is equal to 382.8 cubic feet. Therefore, a
total of 135.3 cubic feet will ce allowed to leave the site.

The Drainage Plan is proposed to have three' 4' diameter drywells
located underneath the drainage grates in the parking areas. Drainage
trenches for the grates will need to be 1-1/2 foot wide by 12" deep by
lR feet long each. The 4' diamet.er drywell will need to be 6'8" deep
(water depth).
The afore-mentione<:l Lots 10, 11, 12, 13, 14, 15 and 16 of Block 28
(existing) will be re-plattedto lots 1, 2 and 3 (see accompanying Site
Development Plan). The remainder of this letter will refer to pvoposed
Lots 1, 2 and 3.
The overall intention of the Drainage plan is to allow the drainage to
flow naturally towards Spring Street on the south side of the site.
This drainage will be intercepted in two different areas. Onearea
will be located along the lot line of Lots 1 and 2 where it will be
drained to the north to the drainage grate located on lot 2. The
second area where the drainage will be intercepted will be on the lot
line of Lot 1 and Spring Street, and will be drained to the north to
the drainage grate located in Lot 1. Lot 3 will have a drainage swale
or an appropriate water course intercepting the small amount Of flow
which flows east from Lot 3. This swale, or appropriate water course
will flow north to the 4' drywell or to the drainage grate located in
Lot 3. All the roof drains for each unit will be drained to each
drywell located in front of each respective unit.
I have specified the dimensions of the trench drains, specifically,
from the standpoint that the trench drains will need to be those list-
ed. The 4' diameter drywell is designed strictly for the volumes of
recharge. The trench drain dimension are given to specify the proper
size for detention. The controlled outlet will need to be installed in
the trench drain directly above the drywellforthe detention volumes
to leave the site. These controlled outlets will need to be located in
further detail during the construction drawing process to ensure they
will drain to the alley north of the site.
Sidewalk drainage located outside each lot line should be allowed to
drain toward both Hopkins Avenue and Spring Street, and not allowed to
enter the site. If this drainage plan is. constructed as outlined in
this letter, and if detailed. as outlined in this letter, ~ feel this
Drainage Plan will be compliance with the drainage requirements out-
lined in the City of Aspen's Municipal Code.
