HomeMy WebLinkAboutcoa.gmc.min.031699 GROWTH MANAGEMENT COMMISSION - MINUTES March 16, 1999 Bob Blalch opened the Growth Management Committee at 5:45 p.m. with the / following joint City/Coun.ty Planning and Zoning Commissioners present: Steve Whipple, Sheri Sanzone, Doug Unfug, Peter Martin, Charlie Tarver, Tim Semrau, Tim Mooney, Steve Buettow, Ron Erickson and Bob Blaich. Jasmine Tygre and Roger Hunt were excused. City staff in attendance were: David Hoefer, assistant city attorney, Julie Ann Woods and Joyce Ohlson, Community Development and Jackie Lothian, Deputy City Clerk. COMMISSIONER, STAFF AND PUBLIC COMMENTS There was a quorum of citY and county commissioners. No public comment. DISCLOSURE OF CONFLICTS OF INTEREST David Hoefer stated there were several commissioners who would recuse themselves due to conflicts of interest. City P&Z member, Steve Buettow, county P&Z members Sheri Sanzone and Doug Unfug had conflicts of interest. PUBLIC HEARING: BARBEE AH GMQS EXEMPTION · Julie Ann Woods, Community Development Director, explained the property was located at the base of Shadow Mountain. She said there was a conservation easement, a remaining single family home and 10 new units (3 free-market and 7 affordable). There was a shared lot line with the duplexes. Woods noted there were plenty of allotments available. Staff recommended approval subject to the conditions and council approval. Sunny Vann, representatiVe for the project, stated the project met the growth management standards and city code. Ron Erickson asked if the affordable units would be under the housing authority. Vann replied that the affordable units would be under the housing authority. A unit would be for John Barbee, if he qualified under the guidelines; a second unit for Reid Haughey, Aspen-Pitkin Employee Housing Inc., if he qualified and the third RO lot would be unencumbered. Vann stated there was an existing lot with a house being retained by Mary Barbee, which would remain separate from this project and not part of the GMQS or subdivision. He explained that the 3 free-market and 7 affordable made up 70-30 mix for PUD. Tim Semrau inquired if there would be an RO price cap or what the deed restriction criteria would be. Vann responded that APE, as a non-profit, agreed to limit the lot sales price to $130,000 with a price cap on the units of whatever the 1 GROWTH MANAGEMENT COMMISSION - MINUTES March 16, 1999 Housing Authority rules and regulations were at the time of building permit issuance. Charlie Tarver asked when housing approved the 70-30 mix. Vann replied that it was about a year ago with the housing authority approval. Tarver asked who APE was. Vann replied Aspen-Pitkin Employee Housing Inc. (APE) was a 501c3 non- profit corporation with Board Members: Bob Oden, Tim Whitsitt Sheri Sanzone, Bob Daniel, Michael Vernon and Reid Haughey. Haughey stated there was not a profit mind set but at the lowest cost possible. No public comment. MOTION: Tim Mooney moved to recommend Aspen City Council exempt from the growth management commission and scoring procedures seven (7) affordable housing units and three (3) AH- Associated Free Market units, via the proposed method, for the Barbee Affordable Housing project, with the four (4) conditions listed in the City Community Development memo dated March 16, 1999. Steve Whipple second. Roll call vote: Erickson, yes; Tarver, yes; Blaich, yes; Semrau, yes; Martin, yes; Whipple, yes; Mooney, yes. APPROVED 7-0.
