MINUTES OF NOVEMBER 21, 2007
Chairperson, Bill Dinsmoor called the meeting to order at 8:30 a.m.
Commissioners in attendance: Shae Singer and Terry Butler. Excused were
John Stan, Mark Goodman and Don Sheeley.
Staff: Kathy Strickland, Chief Deputy City Clerk
Kathy pointed out that the request for fund regarding the 12 days of XMAS
had to go to city council to receive funding from the general fund per Steve
Barwick, City Manager. They reviewed it in advance but there was not
enough time or information given. They needed an outline of the costs.
Such as how many hours, when, times etc. Did CCLC or anyone get in
contact with neighbors? Did CCLC involve the ACRA etc? The council
was willing to approve the funds but needed more information. They
wanted a concise budget.
Bill said council should just give us some money to work with.
Terry pointed out that CCLC has always done what they need to do. Her
concern with the interviews was that there was no personal time to talk to
Council members.
Shae said she feels John should be the alternate since he is not here for six
months.
Kathy pointed out that the board works better if more people are on it. You
receive more ideas and collectively can decide what is best.
Shae said her term on the ACRA board of directors ends in April and she is
not sure she will continue on the board. Businesses and people are joining
Basalt ACRA because it is cheaper and you get all the benefits. Aspen's
ACRA is slated to advertise Aspen.
Terry said she feels the chamber is very ineffective. Bill agreed.
Lights
Terry said she visited the Hyman mall to look at the lights and some of them
are out. It looks like they were just hung up without thinking about what
was going on.

Terry and Shae said there are four trees icy blue then multicolored lights
then mixed colors. The lights are harsh and cold.
Terry suggested a decorator be hired by the Parks Dept.
Unfortunately the lights are not tastefully done.
Shae said she offered information to the Parks Department last year. She
had Michael Carter, Mr. Christmas put in a bid and the Parks Dept. never got
back with him.
Bill said the lighting is not good enough and staff needs to relay that to the
Parks Department.
Down lighting:
Staff e-mail and handed out the letter from Scott Chism regarding the down
lighting. The Parks Dept. has no money budgeted for down lighting. Robert
Singer lighting was to put in a bid for the Parks Dept. to review and they
never did.
Bill said Scott needs to call a different purveyor for the down lighting and
get it budgeted. Down lighting is the way to go.
Terry said when she was walking in London in the fog that the reflective
down lighting was wonderful. We need to go forward with down lighting.
Saturday Market
Bill said he bought a Bonsai tree and was contacting that person to see if
they would be interested in our Saturday Market. Bill felt that the bonsai
trees would be a good vendor to add.
Shae talked about her Winter market and right now there are ten vendors.
People want to do it but it is around the holidays.
Bill asked about the sales tax reported and if Staff knew how much was not
being reported. Kathy said she had no idea. Bill said maybe next year we
should request a gross sales receipt after each Saturday so that we can keep
track of the sales tax reported. Bill asked the board to think about it.

Kathy said Steve Barwick, City Manager wants bathrooms in Conner Park
within the next two years. Kathy said she is working on estimates for a tuff
sheds to be placed on the wooden palate in Conner Park for storage of tents
etc. for the market.
