HomeMy WebLinkAboutresolution.council.152-00 RESOLUTION # 152 (SERIES OF 2000) A RESOLUTION OF THE ASPEN CITY COUNCIL AUTHORIZING EXPENDITURES OF FUNDS GENERATED THROUGH THE RENEWABLE ENERGY MITIGATION PROGRAM WHEREAS, on December 13, 2000, City Council approved Ordinance No. 55 adopting the Asper~Pitkin Energy Conservation Code; and WHEREAS, the Aspen/Pitkin Energy Conservation Code allows that the funds be spent in accordance with a joint resolution by the Aspen City Council and the Pitkin County Board of County Commissioners; and WHEREAS, pursuant to the Agreement, the Board of the Community Office of Resource Efficiency approved a number of spending proposals; and WHEREAS, the spending proposals meet the screening criteria of affordable housing, cost-effectiveness, public visibility and education, environmental benefits, energy efficiency, leverage, unique opporttmity, new technologies and green design; and WHEREAS, the Renewable Energy Mitigation Fund has a balance of approximately $432,000 and the total of the proposed expenditures equals $166,100. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ASPEN, COLORADO: Section 1: The Aspen City Council does hereby authorize the Community Office for Resource Efficiency to negotiate and secure contracts and manage the installation and/or implementation of the following projects: I. Capstone Turbine, Iselin Pool. Install a co-generator to produce electricity and hot water at the pool and rink. This turbine will save the City $5000/year on Iselin energy bills. It will also keep more than 500,000 pounds of carbon dioxide out of the air each year. Budget: $55,000. 2. Green Design for Public Buildings. As the City and County prepare to build a-d~litional affordable housing projects and new public buildings, additional funding is requested to incorporate green design into the new Aspen High School, Truscott Affordable Housing project, and Iselin Pool to save energy throughout the buildings' lifetime. Budget: $30,000. 3. Town of Snowmass Village, Brush Creek Affordable Housing. Install solar pre-heat and new energy efficient boilers in 4 buildings with a total of 26 units. The Town of Snowmass will contribute $34,500 to this project. The proposed REMP contribution is $23,000. The project will save 75,000_pounds of greenhouse gases per year. Budget: $23,000. 4. Lighting Retrofit Program. CORE will promote lighting retrofits through a loan/buy- down progrmu to leverage private funding of at least $4 per $1ofREMP funds. Businesses, apartments and government buildings can save electricity through lighting retrofits. This is one of the most cost effective ways to reduce carbon dioxide emissions. Budget $20,000. 5. Energy Efficient Clothes Washer Rebate Program. CORE will initiate a pilot rebate program for energy efficient clothes washers now being built by Maytag, Kenmore and others. Such washers save energy and water, while cleaning better. The washers cost about $700. Our initial rebate will be $100 and limited to properties within Pitkin County. If we reach our 150 washer goal, we will keep 100,000 pounds of carbon dioxide out of the air. Rebate applicants must be full-time Pitkin County residents. Washers can be purchased at area appliance stores. Budget: $15,000. 6. Photovoltaic Demonstration Projects. REMP funds will help purchase and install one new lkW grid-tied PV systems. The system will be installed in cooperation with the Aspen Skiing Company at Snowmass, with an $8,000 match from the Environment Foundation. REMP Budget: $8,000 7. CORE Fees. The REMP legislation authorized CORE to collect up to 10% in fees for developing and reviewing REMP projects. The CORE board recommends to the City and County that CORE get the full 10% fee for the $151,000 worth of projects described above. Budget: $15,100. Section 2: The Conununity Office of Resource Efficiency will report quarterly to the Aspen City Council regarding the progress and completion of the approved projects. 2 INTRODUCED, READ AND ADOPTED by the City Council of the .City of Aspen on the 27th day of November, 2000.
