With the passage of the ADA (Americans with Disabilities Act) public awareness of this problem is at an all-time high. We are sure that you as a preservationist have realized the added challenge of protecting history while at the same time providing equal access to all. MEMORANDUM To: Aspen Historic Preservation Committee From: Roxanne Eflin, Historic Preservation Officer Re: Minor Development extension of conditions: Pitkin County Courthouse temporary wheelchair lift device Date: November 11, 1992 ' ,. ..,;.=.-t· i SUMMARY: The County is requesting an extension of the Minor Development approval conditions given by the HPC for the construction of a temporary wheelchair lift at the west elevation of the Courthouse. DISCUSSION: Funds have been reserved in the 1993 budget to apply to a partial appropriation already made toward the construction of the interior elevator for the Courthouse, as required by the ADA. In lieu of the permanent elevator, the HPC previously reviewed and granted approval for a temporary lift last year, with the condition of a one year deadline date. That date has passed, and the County is seeking HPC's extension of this deadline condition until next year, when it is anticipated that the new elevator will finally be constructed. RECOMMENDATION: The Planning Office recommends that the HPC approve the County's request for a one year extension of the deadline condition for the temporary lift at the Courthouse, effective the date of the extension approval. memo.courthouse.cond.ext , t ? MEMORANDUM To: Tom Newland, Assistant County Manager Building Department Zoning Officer ~ Bill Poss, HPC Project Monitor From: Roxanne Eflin, Historic Preservation Officer Re: Conditions of approval for Building Permit: Pitkin County Courthouse temporary wheelchair lift devise Date: January 9, 1991 The following additional conditions of HPC approval for the temporary wheelchair lift device for the Courthouse shall be met by the applicant and contractor: 1) The window in the stairway shall be protected by a wood covering. 2) Concrete paving shall be removed, lawn area restored, once devise is removed, which shall occur no later than one year from installation. Colored tinting is not required for this temporary paving. 3) Sandstone blocks and capstones to be removed and stored shall be numbered inconspicuously, in such a manner than when original stone work is restored, the markings are not visible. 4) West wall of the courthouse, where devise will be shall installed, shall be protected with wood. Pitkin County October !9, 1992 Roxanne Etlin Aspen Historic Preservation Committee Aspen/Pitkin Planning Office 130 South Galena Street Aspen, CO 81611 RE: PITKIN COUNTY COURTHOUSE Dear Roxanne and Committee Meinbers; This is to discuss with you two proposed improvements to the Pitkin County Courthouse, located at '605 East Main Street. 506 Temporary Wheelchair Lift. It has come to my attention that the temporary placement and use of the wheelchair lift on the west side of the Courthouse, a project approved by you, has expired. The proposal calls for the use of the lift for handicap access to the main floor of the Courthouse until an internal elevator can be placed. Through the 1992 budget process, the Board of County Commissioners allocated $80,000 for placement of the internal elevator. I hired a local architect, Gibson and Reno, to develop plans and determine costs for the elevator. A local contractor familiar with elevator installation estimated the total project cost at about $180,000. I submitted a capital project request for the additional $100,000 through the 1993 budget and hope to have this item approved by the Board. If approved, I can begin construction on the elevator in January, 1993. This is to request that the Historic Preservation Committee consider granting an extension of the use of the temporary wheelchair lift until the internal elevator is operational. At the earliest, the internal elevator will be ready by March, 1993. If the additional funding is not approved, placement of the elevator will have to wait until the next budget cycle (1994). Relocation of the Flagpole. The flagpole is currently located on the roof of the cupola of the Courthouse, and is a serious safety hazard. The precarious location of the flagpole has prohibited county staff from raising and lowering the tlags on a daily basis, and the flags are only lowered and raised when replacement is warranted. Even then, county staff is forced to place a ladder on the roof of the Courthouse and change the flag on the top of the ladder, exposing themselves to a potential (and deadly) fall. Needless to say, this task is done only when absolutely necessary. There are two possible solutions to this unsafe condition. One is to place a permanent ladder and scaffold on the Courthouse cupola. This permanent access, along with fall prevention devices, would enable county staff to access the ttagpole in a relatively safe manner. However, these improvements would almost certainly change the existing character of the cupola by introducing modern facilities to the outside of a historic structure. There appears to be an anchor for a tlagpole adjacent to the main (south) entrance of the Courthouse jllSt to the west of the entry walkway. This existing anchor could be rehabilitated to support a modest flagpole. This location would be easy accessible, allowing county staff to raise and remove the flag on a daily basis without exposing themselves to an unsafe condition. Although this proposed relocation would alter the existing appearance of the Courthouse by removing the tlagpole from the roof, I don't believe that such an action would be counter to historic record. Enclosed with this letter please find an excerpt from a book I found in the public library entitled Aspen's Early Days. A Walking Tour. A photograph of the Courthouse on Page 20 shows the cupola with6iit a tlagpole. I am concerned about the unsafe condition of the tlagpole and would like to address this situation in the near future. Therefore, I am requesting that the Historic Preservation Committee consider this item and render an opinion as to possibility of 1) improving the cupola to permit safe access, or 2) pursuing the relocation of the tlagpole to the location described above. For the past several years it has been patched due to leakage. It has continued to get worse each year. It is to the point now that it needs to be completely reroofed. I propose doing the flat section with Burkline single ply rubber roofing system. Normal color is white which is the color that is there now. For the pitched part I propose using Prestique premium laminated shingles. I would like to use the thickest with a 40 year warranty. My suggestion for color would be barkwood. I can live with any of the color choices however. I understand that these are the same two types of roofing systems that were used on City Hall.
