MINUTES OF FEBRUARY 6.2008
Chairperson, Terry Butler called the meeting to order at 8:30 a.m.
Commissioner in attendance: Bill Dinsmoor, Mark Goodman, Shae Singer,
Don Sheeley and John Starr. Excused were Fred Ayarza and Roger
Haneman.
Public Comments:
Toni Kronberg talked about the recycling in Aspen. She supports recycling
but is not in favor of the building that was proposed. The issue at hand is
having Lift 1 come down to Dean Street. Our current council would like to
see that happen.
Toni also talked about "The power of four" and now it is time to connect the
four mountains. We will ask for funding when we go to council to request
funds for the Entrance of Aspen.
Don commended Toni for her efforts. Don pointed out that the requirement
is to have 30 feet on either side of a lift.
Shae asked Toni to explain her concept. Toni said we would link projects;
Snowmass to Buttermilk and Buttermilk to the Highlands.
Andrew Kole, public. Andrew said the developer Chaffin Light and John
Saraa want to bring the lift down and they will do it. Connecting the
mountains will cost a billion dollars. It is a great idea but the Skiing Co. can
not financially ever afford to do it. Andrew said he would like to know who
is on the list financially supporting this proposal.
Toni said this is a grass roots effort.
Don said connecting the mountains is fabulous. There are a few hurdles that
need handled. You have the Buttermilk homeowners who are opposed and
the wet lands are an issue. The area is also in the elk migration pattern
which is a problem.
Recycling Ordinance
Sarah Laverty, Environmental Health stated that the recycling ordinance was
passed in 2005 and the sunset provision is 2008. The ordinance will go to
council sometime in the spring. Staff is contacting the haulers, business and
citizens to get their opinions and suggestions and experiences regarding
recycling.

Bill said in 2005 there was to be data on how the recycling is working. Bill
asked what was used as a base line. Sarah said they did not use a base line at
that time. The data is available for 2006 and 2007.
John pointed out that tuck data is necessary. In his alley there are 11 extra
truck trips with recycling per week.
Bill said he gets charged by the tilts not pounds whether the truck is full or
not.
Sarah explained that the haulers are looking at their routs and tickets. They
get weighted at the landfill and charged per tonnage and cubic yards.
Bill said since the snow storm the recycling haulers have not been picking
up and he has been doing his own recycling.
Bill said he feels the industry nationwide is ignoring single stream. Bill
encouraged Sarah to respond and investigate single stream. Sarah said they
have been in close contact with Denver who does single stream. Sarah said
her research indicated that truck trips have not significantly increased.
Andrew Kole pointed out that basically recycling is done and paid for by
businesses. Andrew said the City should take some of their money to work
with city market and get rid of the plastic bags. Sarah said we have been
looking at that for a couple of months.
Terry said Whole Foods just came out with using paper bags only. When
the City passed the recycling ordinance the CCLC felt that questions and
answers had not been provided to the board.
Bill wanted to know what measurement tools are they using in applying the
data. The CCLC would like to see that data.
John requested all the data that Environmental Health has on record.
Bill said recycling haulers have financially done very well. They love the
mandate. Sarah said she has been working with businesses to lower their
rates when they feel it is unfair.

Sarah addressed single stream. The recycling program is not competing
with single stream. Recycling is based on the market. The County is
working on a landfi1130 year master plan which will go to the BOCC in the
spring. Bill said Environmental Health should attend that meeting and
report back to the CCLC.
Terry and Bill told Sarah that their recycling bins are plowed in. Sarah
pointed out that businesses are responsible to clean around their bins. Bill
and Mark said it is the City's responsibility to clean the alleys.
Don said he called the City Manager a few times because there is so much
glass in the alley he has had flat tires. No one wants to take the
responsibility. Don asked Sarah to contact the haulers to discuss the glass
issues particularly in the Aspen block and Hyman alley. Glass on the
ground is a safety issue. It is the city's responsibility to make sure the
hauler is aware of it.
Terry agreed that it is the city's responsibility. If the city contacts the hauler
and says if we find glass we are changing haulers they will be concerned.
Shae inquired about construction mitigation and how is it done. Sarah said
when vehicles gave dirty emissions you can call and report it to our smoking
vehicle hot line. The Environmental Health Department received two diesel
retrofit grants. One will be used for RFTA buses and the other for in town
shuttles. Shae asked what is being done to test emissions on trash haulers.
Sarah said they are working on all City vehicles to have testing. The police
and CMO's are being certified in order to enforce the 40% opacity.
Bill said he gets charged and then he gets a fuel service charge. Sarah said
she would like businesses to give her that data. Bill also said the city should
look into establishing a trash district and see what kind of benefits there
would be in having one.
Mark asked if the recycle ordinance addresses residential. Sarah said yes
and the figures are separated out.
Bill said he feels the recycling ordinance is a pure windfall for the haulers.
Shae said the city should go back to the haulers and get the data. The haulers
should be able to provide the exact information.

Sarah said in some cities trucks have a weight scale. Fort Collins is
presently talking about having haulers with weight scales.
Terry said she was pro compactor. We measure our town by the square
inch. We have the compactor plus dumpsters and recycling bins and we
have extra trucks picking up the recycling. It seems we have complicated
the situation.
John said the city need to start looking how development can start paying for
impacts due to their development. The City might want to explore a BID.
Public Comments:
Andrew Kole said the sidewalks are awful. The City should clean all the
sidewalks. Sidewalks from a visitor's point of view are important.
Winterskol report:
Don indicated that he brought up the Winterskol parade. The ACRA is
trying to make the parade better. Don also said the ACRA was not
supportive of incorporating gay ski week in with Winterskol. A committee
has been appointed to work on improving the parade.
Mark remarked that the Cooper Street lights have been out for a few days
and the Electric Department should be notified.
MOTION: Terry moved to adjourn; second by Shae. All in favor, motion
carried.
