HomeMy WebLinkAboutapz.gmc.res.01-00 RESOLUTION OF THE ASPEN/PITKIN COUNTY GROWTH MANAGEMENT COMMISSION RECOMMENDING CITY COUNCIL NOT APPROVE THE EXEMPTION OF THE ACCESSORY COMMERCIAL SQUARE FOOTAGE DESCRIBED AS A "CORNER STORE" AT THE 7TM AND MAIN STREET AFFORDABLE HOUSING PROJECT FROM THE SCORING AND COMPETITION PROCEDURES OF THE GROWTH MANAGEMENT QUOTA SYSTEM, LOTS A, B, AND C, BLOCK 19, CITY AND TOWNSITE OF ASPEN. Parcel No. 2735.124.46.801 Resolution No. 00 - 01gmc WHEREAS, the Community Development Department received an application from the City of Aspen, owner and applicant represented by the Aspen/Pitkin County Housing Authority for an exemption from the sconng and competition procedures of GMQS for 650 square feet of commercial space for a comer store to be developed appurtenant to the principal multi-family residential use of the proposed 7a~ and Main Affordable Housing Project; and, WHEREAS, the subject parcel is located at the southeast comer of 7th and Main Streets, within the Main Street Historic District, and is legally described as Lots A, B, and C, Block 19, City and Townsite of Aspen; and, WHEREAS, pursuant to Sections 26.304 and 26.470 of the City of Aspen Land Use Code, land use applications requesting an exemption from the scoring and competition procedures of growth management for allocations of accessory commercial square footage in a mixed-use development may be approved by the Aspen City Council at a duly noticed public hearing after considering recommendations by the Community Development Director, the AsperffPitkin County Growth Management Commission made at a duly noticed public hearing, and members of the general public; and, WHEREAS, during a duly noticed public hearing on January 25, 2000, the Aspen/Pitkin County Growth Management Commission considered testimony offered by the general public, considered a motion to recommend approval of the commercial exemption, and the motion to recommend approval failed by a zero to seven (0-7) vote resulting in a recommendation that the Aspen City Council not approve the exemption of 650 square feet of accessory commercial space for the purpose of a comer store appurtenant to the pnncipal residential use of the proposed 7~ and Main Project. NOW, THEREFORE BE IT RESOLVED by the AsperdPitkin County Growth Management Commission that City Council should not exempt the accessory commercial space at the 7th and Main Street Affordable Housing and Comer Store ProjeCt. RECOMMENDED FOR DENIAL by the Aspen/Pitkin County Growth Management Commission at its regular meeting on January 25, 2000.
