Calculating by the slope reduction formula we find 175 feet oveer 10% slope which contarifls 60 feet of elevation change; This equals a slope of 34%. Therefore, a slope reduction of 24,000 square feet is indicated. . MEMORANDUM TO: Aspen Planning Commission FROM: Planning Staff (HC) RE: Park Circle Condominiums - Conceptual Subdivision and Outline Development Plan DATE: February 12, 1976 This is a revised request by Jack Jenkins for conceptual approval for fourteen (14) dwelling units (all 3 bedroom units). The proposal consists of 7 lots, five of which are presently located in the City and zoned R-15, P.U.D. Two additional lots (in Anthony Acres) are in process of annexation to the City and are zoned R-15 in the County. A duplex is allowed by right on each of the seven lots, however, the zoning requires 10,000 square feet per unit. The total gross acreage for the property is 134,736. Dividing this by the 10,000 square foot requirement leaves only 13 units. The Planning Office supports the use of fourteen units on the property. The comments of the Planning Office are as follows: 1. We support the basic concept of transferring development from Lots 3, 5, and 7. These lots are extremely steep and traversed by the Salvation Ditch. 2. The Planning Office received the revised plat on Monday, February 9, 1976, and distributed it to agencies on Tuesday. This is not sufficient time to analyze this proposal. - 3. The Engineering Department is recommending tabling of the project until compliance is obtained with the P.U.D Outline Development Plan submittal requests and the Conceptual Subdivision requirements. Specificially, certain of their verbal comments to me were the following: a. No north access on the property. b. Park Circle Drive appears to be located further into the hill than engineering data shows. c. Lots 3, 5, and 7 should be shown as common area. d. The name Park Circle Condominiums conflicts with the existing Park Circle Condominiums. The buildings on Lot 6 conflict with the proposed Smuggler Mountain Plan extension of Park Circle. 5. Anthony Acres has not been annexed as yet to the City and technically the zoning for the property has not been decided. The existing zoning allows 14 dwelling units - a duplex on each lot. These figures assume annexation of the two lots in Anthony Acres and zoning of R-lS PUD. Before proceeding further with a detailed analysis of this development proposal the Planning Office feels that since the density requested exceeds that allowed by the R-lS zoning, a rezoning of the property should be pursued by the applicant. Rezoning applications by private developers by city law can only be considered during the fall of each year. MEMORANDUM TO: Aspen Planning Commission FROM: Planning Staff (HC) RE: Park Circle DATE: January 27, 1976 This is a request by Jack Jenkins representing the Park Circle Condominiums for Conceptual Subdivision and Outline Development Plan approval. The proposal consists of 7 lots, five of which are presently located in the City and zoned R-15, PUD. Two additional lots (in Anthony Acres) are in process of anexation to the City of Aspen and are zoned R-15 in the County. The contiguous surrounding zoning in the County is R-15 and R-15, PUD. The adjacent City zoning is RMF. Each of the seven lots consists of a minium of 15,000 square feet. The gross square footage for the property is 134,736 square feet. Under the present R-15, PUD zoning in the City a duplex would be allowed on each of the seven lots (assuming annexation of the Anthony Acres two lots and zoning of R-15, PUD) for a total of 14 units. Ironically, development under P.U.D. procedures would allow a maximum of 13 units. This figure is developed by dividing the gross square footage of 134,736 square feet, substracting 4,200 square feet for slope reduction (Jenkins figure) leaving 130,536 square feet ~nd dtviding by 10,000 square feet per dwelling unit required by R-15 zoning. The proposal is for 26 dwelling units consisting or 16 two-bedroom units and 10 one-bedroom units. To accomodate this density a rezoning to RMF would be required. While the initial Park Circle Condominiums were developed in cooperation with the Housing Authority, we understand that this proposal is not involved with any Housing Authority program. The comments of the Planning Office are as follows: 1. We cannot support a rezoni~of this property to R-MF to accomodate the additional 12 units. We feel strongly that significant circulation and access problems exist in the Smuggler Mountain area which precludes additional upzonings allowing increased densities and resulting increased transportation impacts. . . I. ..... ^ ,....." . 2. The Planning Office has proposed plans for circulation improve- ments which are currently under consideration by the County and City Planning and Zoning Commissions. Such plans will require significant public expenditures for road and bridge construction, especially Mill Street and the bridging of the Roaring Fork River. We feel it is putting the cart before the horse to encourage additional density in the Smuggler Mountain area until these severe transportation problems are resolved. 3. Our density reduction calculations based on slope are significantly different from those of Mr. Jenkins. Our figures based on a lot by lot analysis indicate square footage reductions of 63,000 square feet leaving only 71,736 square feet left for density calculation purposes.
