MEMORANDUM TO: Design Review Appeals Committee ~ THRU: Stan Clauson, Community Development Director Julie Ann Woods, Deputy Planning Director FROM: Amy Amidon, Historic Preservation Officer DATE: June 25, 1997 RE: 315 Lake Avenue-Appeal from Design Standards SUMMARY: The applicant proposes to complete construction of this single family house, which was left unfinished by the original developer. Modifications are to be made to some materials and the entry columns will be wrapped with wood. Additionally asecond-story balcony will break up the perceived height of this element. Under the floor area definition in effect when the house was constructed, there is a small amount of square footage left which the new owner would like to use to build a 30 square foot airlock entry. Under the new definition of floor area ratio, there is no square footage available due to many windows which are in the "no window zone." The applicant requests a waiver of this standard for the purpose of creating the airlock. Some of the oversized windows will be reduced to a clerestory window, but they will still not meet the ordinance. PROJECT REVIEW PROCESS AND STAFF EVALUATION The Committee may grant an exception to the design standards for any of the following criteria: a) yield greater compliance with the goals of the Aspen Area Community Plan; b) more effectively address the issue or problem a given standard or provision responds to; or c) be clearly necessary for reasons of fairness related to unusual site specific constraints. APPLICANT: Robert Colman, represented by Sven Alstrom and Richard Klein. LOCATION: 315 Lake Avenue. ZONING: R-6 STAFF COMMENTS: I. Background - The project was begun prior to Ordinance #30 and was not completed by the original developer. II. Site Description -The property is a 6,689 feet corner lot. III. Waiver requested- Standard: Volume. For the purpose of calculating floor area ratio and allowable floor area for a building or portion thereof whose principal use is residential, a determination shall be made as to its interior plate heights. All areas with an exterior expression of a plate height greater than ten (10) feet, shall be counted as two (2) square feet for each one (1) square foot of floor area. Exterior expression shall be defined as facade penetrations between nine (9) and twelve (12) feet above the level of the finished floor, and circular, semi circular or non-orthogonal fenestration between nine (9) and fifteen (15) feet above the level of the finished floor. IV. Recommendation - Staff recommends that DRAC grant the waiver ~~ ~ dC~orn based on criteria C, finding that the owner wishes to complete the abandoned project, which is in substantial incompliance with Ordinance #30, and wishes to improve its relationship to the streetscape. Staff further recommends that all streeffacing windows be~modified if possible to avoid or encroach less into the "no window zone" than they currently do. ALSTROMGROUP P.C. We have been asked to help the new Owner modify the entry in a fashion that is more compatible with the Neighborhood than the present abandoned consfruction. We are eager to finish this project and landscaping as soon as possible. The Owner is removing the hot tub area and the "kitsch" fence which was formerly on the east side of the house. Many extraneous details, weathervanes, cupolas, etc. are being removed. We will embark upon a color scheme later but for now are focusing on a redesign of the front entry. The Owner is also replacing the existing roof of the entire house. PROJECT DESCRIPTION /REVISED ENTRY DESIGN Our design proposal will bring down the scale of the awkward freestanding columns by extending the second floor deck to form a complete balcony which helps to bring down the apparent height of the columns. This balcony and the additional detail help to make the new revised entry read more like a porch than an oversized and gauche entry facade. Useable area helps to make this read as a purposeful entry addition rather than a decorative and out of scale element. We are now using the structure for a real purpose. DRAC DESCRIPTION 315 LAKE AVENUE 181UNE 1997 P2 The large window above the second floor balcony doors is changed to a more craftsman /cottage like transom window grouping with a Flat soffit to also bring down the apparent height of the construction. In our pre application conference with Amy she seemed pleosed with this proposed design. Stan Clawson in an informal session has also seemed pleased with this modification to an existing structure. Richard Klein, Architect is also helping me with this project. Mr. Colman the new Owner, Richard and I are pleased with this new entry design. WE ASK DRAC FOR VARIANCES AS NEEDED TO COMPLETE THIS PROJECT. WE FEEL THAT OUR ENTRY MODIFICATIONS AND OVERALL PROJECT SUPERVISION WILL BRING A MUCH MORE COMPATIBLE INTERPRETATION TO THE APPEARANCE OF THIS RESIDENCE. ROBERT COUv1AN THE NEW OWNER HAS ASSURED US THAT HE WISHES TO COMPLETE THIS PROJECT WITH PAUL RASMUSSEN CONSTRUCTION AND OUR FIRM AS SOON AS POSSIBLE TO COMPLETE THE CONSTRUCTION OF THIS HOUSE.
