Galena Street- Minor DATE: January 10, 1996 = SUMMARY: The applicant requests HPC approval to add a new entry door on the south wall of the existing "Crazy Shirts" store in order to provide an at grade entrance for the disabled. The new entry door will also require the existing window to be replaced with a smaller unit. The existing store sign is to be removed from the Galena Street facade and mounted to project from the building corner. The building is not historic, but lies in the Commercial Core Historic District. APPLICANT: The Mainland Company, represented by Rynerson-O'Brien Architects, San Francisco. LOCATION: 314 S. Galena Street. PROJECT SUMMARY AND REVIEW PROCESS: All development in an 'H, Historic Overlay District must meet all four Development Review Standards found in Section 7-601 of the Aspen Land Use Code in order for HPC to grant approval. 1. Standard: The proposed development is compatible in general desigir, massing and volume, scale, and site plan with the designated historic structures located on the parcel and with development on adjacent parcels when the subject site is in an "H," Historic Overlay District or is adjacent to a historic landmark.... Response: The construction involves a building which is not historic and the affected facade is not adjacent to any historic structure. The proposed work is appropriate for addressing actess concerns. 2. Standard: The proposed development reflects and is consistent with th e character of the neighborhood of the parcel proposed for development. Response: The proposal places a new door onto the plaza, which is consistent with the surrounding shops, but also retains a door on the Galena Street frontage. 3. Standard: The proposed development enhances or does not detract from the historic significance of designated historic structures located on the parcel proposed for development or on adjacent parcels. Response: This modification has no impact on the historic significance of a designated structure. 4. Standard: The proposed development enhances or does not diminish from the architectural character and integrity of a designated historic structure or part thereof. Response: There is no impact on the architectural character or integrity of any historic structure. ALTERNATIVES: The HPC may consider any of the following alternatives: • Approve the Minor Development application as submitted. • Approve the Minor Development application with conditions to be met prior to issuance of a building permit. • Table action to allow the applicant further time for restudy. (Specific recommendations should be offered.) • Deny Minor Development approval finding that the application does not meet the Development Review Standards. 1 RECOMMENDATION: Staff recommends that HPC approve the minor development application as submitted. GALENA ST. - ASPEN, COLORADO Design Review Application Project Description , The application is for approval of a new entry door at the existing Crazy Shirts - store in the Vol Building which will provide an on-grade entry for handicap access. The existing doorway, which is two risers below interior finish floor level, will be retained. =XI The proposed work consists of replacing the store window on the south-facing exterior wall with a new entry door, brick column and infill display window. Some exterior paving will have to be re-worked to create a slope to the new entry door. A bronze cylindrical light sconce matching the one at the existing entry will be mounted on the new brick column. All materials, colors and details of the new work will match the existing construction, including door style and hardware. The existing projecting sign will be relocated to the southwest corner of the store, projecting at a diagonal. MOTION: Les moved to add 820 E. Cooper to the agenda; second by Roger. All in favor, motion carries. INVENTORY ROUND III Amy: The Historic Inventory included 925 and 935 King St. to the inventory. It is actually one parcel but there are multiple buildings on that property and they each have their own street address for emergency purposes. I want to remove the reference to 925 King Street because that dwelling has no importance. That is what this resolution does. MOTION: Roger moved that HPC adopt resolution 96-2; second by Les. All in favor, motion carries. 314 S GALENA - MINOR Amy: This is Crazy Shirts shop in the Volk Building where Paradise Bakery is and they area proposing to add a second entrance on the courtyard area for the disabled so that it will be at grade. They will retain their existing door next to Planet Hollywood. With the new door it will require removing an existing large window and putting a smalier window in next to the door and they are also going to remove their sign and put it on the edge of the building. Galena Street finding that it meets all the development standards; second by Melanie. AI1 in favor, motion carries. 820 E. COOPER - MINOR DEVELOPMENT Jake stepped down. Susan seated. Amy: A problem occurred today and residential multi-family zone district has a requirement called open space and what it means is that you have to provide a certain amount of your site open to the publics view so that we do not have people building lot line to lot line. We want open space that is available to the public. For the zone district you need 35% of your lot open. While this is a smalllot and that is significant. Jake created a court yard. Possibly that was included in his initial calculations of open space and that is not allowed because it is private space and no one can see it. As a result he can go to the Board of Adjustment and allow a lesser medium of that standard. He would like a comment for the Board of Adjustment from the HPC. HPC did approve the project and this is important as it deals with the way the new masses were arranged and holding back the new addition. Board of Adjustment cannot act without a recommendation from HPC. The property doesn't meet the open space requirements as it stands today. I feel the argument made today to B of A is that the applicant has tried very hard to meet our standards are there is only one bedroom above grade and the rest is below grade. They have tried to create a court yard for themselves. Maybe that is a trade off. Sven: Can he apply for another zone district? Amy: No, that would not be allowed. Les: Are they getting any FAR bonuses? Amy: They didn't but with ordinance 30 with the glass we had discussions that possibly the glass area wasn't what we were trying to penalize. To deal with it they may be requesting a FAR bonus. 2
