HomeMy WebLinkAboutresolution.drac.001-95RESOLUTION OF THE ASPEN DESIGN REVIEW APPEAL COMMITTEE FOR THE APPROVAL OF VARIANCES FOR THE RESIDENTIAL DESIGN STANDARDS FOR ... PARCEL A OFF OF PARR AVENUE, COLAS INVESTMENT, ASPEN, COLORADO. Resolution No. 95-1_ WHEREAS, pursuant to Division 3 of Chapter 24, Residential Design Standards, an applicant must comply with the Design Standards or seek a variance from the standards via a review by the Design Review Appeal Committee (DRAG); and WHEREAS, Jan Darrington, representing Colas Investment, requested several variances from the design standards contending that the parcel was not located on a public street and the standards that directed design oriented to the street did not apply; and WHEREAS, variances are requested for the following standards: 1. Building Orientation - --the orientation of the primary mass parallel to the street and street oriented entrances; --the width of the house must be 5 ft. greater than the width of the garage along its street facing frontage; --the garage must be set back 10 ft. further from the street than the house. 2. Building elements - --all residential buildings must have a one-story street facing element at least 200 of the building's overall width. 3. Build-to-lines - --if 75% or more of the residential buildings on the face of a block are within two feet of a common front setback line a minimum of 600 of the project's front facade must also be within 2 feet of that front setback. 4. Inflection to a one-story element - the applicant has complied. 5. Garages and Driveways - --all portions of the garage shall be recessed 10 ft. behind the front facade. 6. Areaways - all areaway on the street facing side of a building must be entirely recessed - the applicant stated that no lightwells are within the "front yard" which is the east side of the parcel facing the Bibbiq residence. WHEREAS, the applicant only submitted packet material that was relevant for the above variance requests, therefore staff was unable to review the application to determine compliance with all ,, the Design Standards; and WHEREAS, at a public meeting on November 9, 1995, DRAC reviewed the development proposal and staff's recommendation; and WHEREAS, in consideration of staff's comments and the applicant's presentation, the Committee voted unanimously to approved the requested variances with conditions. NOW, THEREFORE BE IT RESOLVED by the Design Review Appeal Committee that it approved the variances requested for Parcel A, off of Park Avenue, with the following conditions: 1) The applicant shall orient the development to the southwest and consider the river and Garrish Park public ways. 2) The applicant shall consider using grass Crete or other alternative driveway material to reduce the amount of pavement and provide more green space. 3) The applicant shall submit a completed application for review by staff to confirm that the proposed development complies with all the Residential Design Standards that were not considered during this review. ~t_ ~,, ve et ow hairma~ Date Signed
