DISCUSSION: Staff is pleased to bring Council a deeper and more precise examination of how Aspen's commercial sector has changed since 1992. The City has hired two local residents -Jackie Kasabach and Robert Langley - to help show how the mix of stores and other commercial uses has shifted over the past 16 yeazs. About a yeaz ago, staff presented an inventory of current uses in the downtown. This more current effort took an inventory every four yeazs, dating back to 1992. Jackie Kasabach drew up this painstaking historical inventory, identifying categories of commercial uses such as clothing, sundries, accessories etc. -but also listing the name of each business. By looking over Jackie's charts, one can literally see `what has come and what has gone' over the yeazs. Using this data, we've extracted information such as turnover rates within various commercial sectors, as well as net increases and net decreases. Commercial broker Robert Langley has worked with this information to provide commentary on trends, informed by his expertise during this time period. This is much like the document staff drafted for Council last yeaz on the Service/CommBrcial/Industrial Zone District, literally showing which businesses were present there over a certain time period -and how the commercial profile has changed over time. The overall intent is to gain a better understanding of how the commercial sector, particulazly in the downtown azea, has morphed and changed over time. This can help Council make informed decisions about whether to adopt commercial mix regulations, and furthermore, which type of regulations may have the desired impact.
