HomeMy WebLinkAboutcoa.cclc.min.11052008CCLC -November 05, 2008 Terry Butler opened the meeting at 8:40 am in Sister Cities Meeting Room. Commissioners Andrew Kole, Don Sheeley, Bill Dinsmoor and Terry Butler were present. Excused where John Starr, Roger Haneman and Mark Goodman. Jackie Lothian, Deputy City Clerk. COMMENTS Terry remarked on the presidential election. Bill commented on the county roads and how poorly kept they were. The commissioners spoke about the economy and how badly it affects small businesses. Andrew spoke about city employees and the Vision Seminar and how many attended and the public was not encouraged to speak. The commissioners spoke of the entrance to Aspen Highway problems and asked for clarification on the city/county line on the Highway. Was it at Buttermilk? Was it at Truscott? They spoke of the bus lanes and how bad the lanes were and requested Jack Hatfield come to talk to the CCLC about the bus lane and highway and entrance. Parking: Don said that there was a problem with the hanging parking meters being outdated and not being able to be refilled; being replaced by pay-by-phone. Donnie said that the refurbished old hanging meters could be outsourced just like the pay-by- phone or credit card. The commission requested Tim Ware attend the next CCLC meeting and explain the pay-by-phone system. Leaf Collection and Rio Grande Recycling: Bill said the Rio Grande recycle was now for use by only Aspen Residents. Bill asked why the city and county collected leaves and put them at Rio Grande. Bill requested Ashley Cantrell to speak to CCLC about the recycling program. Terry noted that businesses were having rents raised by d tha lwas g erfectly legal. passing the increases onto the business owners. Don sa p Market Survey: Andrew gave the top plus reasons from the market surveys and everyone loves Kathy and that 60% were tourist based customers with the exception of the farmers. Terry said that the surveys should be made d ho atha 'wBas bei gthe purpose of the survey was to collect data and he aske collected. Terry asked whether to expand the market fora 3 week period in 1 CCLC -November 05, 2008 December like the Minturn Market. Donnie replied that would be worth a try. Andrew was skeptical. Bill asked if there was enough business for expansion. Cindy Love, ASM vendor, said that she did the Minturn Market and it was difficult because of the cold weather and having to supply heat and that market was not well attended. Market Expansion: Andrew said that he was in favor of the ASM expansion and that there were about 20 vendors per block. Bill said that he was willing to have food demos in the park. Bill said that he wanted to make connections of how close this would be to the mall. Andrew said that he wanted to create bigger openings to stores on Hyman and bring the businesses into the mall. Missen Brucker, ASM vendor, said that the addition of a children's tent would be nice for the market. The commission wanted Tim Ware to be available at the next market meeting to talk about parking revenues on Hyman from the Bank to Amen Wardy. Bill said he wasn't so sure it was a good idea to add Hyman to the Market. Cindy Love cautioned the market expansion but they did need to keep the market going. Bill said that he never received the numbers demand of people through the market. Don said that Bill asked for these figures 3 years ago. Andrew said that every kid's show at Theatre Aspen was sold out so the kid's booth might be a good re- introduction. Missen Brucker said that the season shrunk after Labor Day and there were sub- standard booths introduced for fill-ins at the market. Bill commented that those were awful vendors and should be judged better. Cindy Love said that the concept of locally hand crafted should be an important part of the criteria. Terry suggested locally grown or made signs in every booth. Bill asked about the farmers supplying appropriate products to local restaurants and chefs at wholesale prices. Andrew said that chefs were buying from the farmers. Andrew asked to explore expansion redefining the season. Don asked to explore the expansion on Hopkins. Don requested that Steve Barwick attend the next CCLC Meeting to discussion the market expansion and parking revenues. 2 CCLC -November 05, 2008 Cindy Love said that Deb Jones from the Wyly Arts would be a good contact for the Kids Program at the ASM. Cindy Love suggested more advertising for the market in the beginning. Terry said that the sandwich boards might be a good way to advertise. Andrew agreed with more advertising. Goals: Terry suggested each member provide ideas for goals and they be listed and discussed at a later date. Bill said that goals were boundaries of what they were working on.
