MINUTES OF MARCH 4, 2009
Chairperson,Terry Butler called the meeting to order at 8:30 a.m.
Commissioners in attendance: Bill Dinsmoor, Don Sheeley, Andrew Kole,
Fred Ayarza, John Starr and Roger Haneman.
Staff: Kathy Strickland, Chief Deputy City Clerk
Jim True, special counsel reviewed the mall leases and it was determined to
keep everything status quo. The mall leases will be reviewed by the CCLC
and then have final approval before the liquor board. In the past final
approval was through a resolution approved by city council.
Bill asked what would be the reason the liquor board would say no. Jim said
if there were problems in the preceding years. Bill said it seems like an
unnecessary step.
Jim said he isn't sure of the formality in front of the liquor board. For the
expansions onto public property I doubt if there will be any issues. We are
trying to let the CCLC do the mall leases.
Bill said it is inconsistent having two review processes. I don't think
engineering can do the enforcement.

Debbie said the ACRA will be coordinate with the non-profits.
Business proposal -Debbie said they received 615 thousand dollars from
city council. That money will not be materializing. We are hoping we get
$525, 000. We are working with Don Taylor, finance director.
The business proposal idea would be a group sales component with Stay
Aspen Snowmass and 15 lodges. A pillow fee on the lodges could be
voluntarily.
Council is interested in the funding model and different ways to stabilize the
funding. Possibly a BID. We are trying to find an option to bring more
money into the operation fund. The resort fee for marketing could be
voluntary. Another option would be a local marketing district.
Perhaps a lodging tax could go forward to the voters. It would go from 1%
to 2%.

John said he is interested in the bigger BID happening for our town.
Debbie said the lodges are pursuing the local marketing tax.
Don suggested doing the local marketing district to get started and then later
on piggy back and do a city wide BID.
Roger pointed out that BID's have sunsets.
Debbie said she will keep the CCLC informed as things move forward.
