The group will present a video introducing Roaring Fork Valley residents who have benefited from some of the services provided by the POD network agencies. Following this, four agency representatives will discuss the emerging issues, challenges, and continuing impacts of the recession that their agencies are experiencing. These stories paint a picture of ongoing need in the valley, and also offer testimony to the essential work the agencies are doing to support citizens as they struggle to survive and meet basic needs. BACKGROUND: Each year the POD meets with City of Aspen and Pitkin County elected officials during budget season to present information about the common issues they experience in the provision of their services. The POD chooses to present to elected officials as a collective instead of with individual requests because of their shared belief that the strength of their services to Pitkin County residents and employees comes from their unity. This philosophy is unique in that during most grant processes around the nation non - profits assume a more competitive stance. Pitkin County is fortunate to experience a more cooperative model that better serves individuals and families in the community with more comprehensive and responsive services. LINK TO STRATEGIC PLAN: The presentation illustrates activity in 6 goals of the Safe and Healthy Community Strategic Plan, which are as follows: 1. Goal 1: Pitkin County residents, employees and visitors will live in a safe, secure and healthy environment; 2. Goal 2: People have access to services they value to lead a safe and healthy life. 3. Goal 3: Poverty and other barriers to individual and community life satisfaction will be diminished. 4. Goal 4: People have access to information to lead rich and productive lives. 5. Goal 5: Pitkin County health and safety staff will successfully partner with other public, private and non -profit entities (locally, regionally and nationally) to meet community needs and expectations. 6. Goal 7: Pitkin County residents will have access to quality health services. 1 KEY DISCUSSION ITEMS: The POD has identified that conditions have remained much the same as last year, when agency representatives presented the evidence on the increase in economic, social, and environmental stress that exists due to the weak economy. The standard has evolved for agencies to accomplish `more with less', as service demand continues to increase, grants and donor gifts remain flat or are reduced, and revenues are reduced from fees for service. Agencies are making adjustments in light of these changes and today they will be presenting some of the adjustments they are making. Attached are the 2009 "report cards" from the agencies providing services to our youth, families and seniors. These 2009 year summaries highlight many of the specific achievements of the non - profit agencies who provide key services to members of our Pitkin County community. In addition, please find a spreadsheet outlining the City and County 2011 Grant Requests and 2010 Grant Funding. The Citizen Grant Review Committee will present funding recommendations to the Board of County Commissioners on November 9 2010. BUDGETARY IMPACT: Health and Human Services (HHS) agencies receive funding from the Pitkin County Healthy Community Fund. For 2011, $1,437,857.00 is available for non - profit funding, plus fund balance. Requests for County funding for 2011 are up by 16.9% over grant funded amounts from last year; requests for City funding are up by 5.1% over 2010 funding. Combined City and County HHS grant requests for 2011 2 PITKIN COUNTY H NDMMUNITY 2009 Year -End Report Cards Family and Youth Well -Being Purpose: Promote the social, emotional & economic well -being of families and youth. Healthy Community Fund Support: $288,296 —21% of HCF PROGR:AN1 .AGENCIES: A\ hat they provide: • Aspen Valley Ski/Snowboard Club Youth development through outdoor winter sports • Aspen Youth Center Affordable programs and activities for youth grades 4 -12 • Aspen Youth Experience Latino Camp for at -risk teenagers, intensive monthly follow -up workshops and activities • Buddy Program Youth mentoring programs, support services • Catholic Charities Emergency assistance program • Children's Health Foundation Intercultural/Anti-Bias and nutrition/obesity prevention programs in the schools • Family Visitor Programs Support and education for pregnant women and new parents • Mt. Valley Developmental Services Vocational & residential programs for the developmentally disabled • Roaring Fork Family Resource Centers School -based services to connect with families and improve student health and academic achievement • Youth7one Youth counseling, court services, coaching, case management, life skills groups, restorative justice programs, drug and alcohol prevention, parent support services "Bang for the Buck ": Examples that show A alue to the Community • 1,910 youth participated in Aspen Valley Ski/Snowboard Club's programs, representing 21% of all Valley school children and including 791 children and teens from Pitkin County. Latino participants increased from 16% in 2008 to 18% in 2009. 100% of those who applied for a scholarship were enrolled. 96% of parents reported their children learned core values of commitment, teamwork and integrity. Program expense per participant day: $65.29, representing 76% of total expense. • 797 unduplicated youth are members of the Aspen Youth Center. 98% report that they feel the Center is safe and 90% report that they have learned better teamwork while there. Since 2005 have more than doubled female visits to 45% of population. Provided more than 50 full scholarships to youth in need. Cost to provide service per member for 12 mos.: $385 • 34 youth from the RFV participated in Aspen Youth Experience's youth camp, 100 unduplicated youth in the follow -up sessions and 11 in the Winter and Summer programs, including 20 Pitkin county families. Cost per participant in Latino Youth Camp: $1,012. Cost per participant in 12 follow -up sessions: $534. AYE in 2009 switched their focus to underprivileged youth in the RFV, and conducted the inaugural D.R.E.A.M. Day Camp. AYE due to financial reasons has partnered and folded their programs into The Buddy Program agency. • 272 "Buddy Pairs" from Aspen to Basalt were served by The Buddy Program's youth mentoring programs. 99% of Big Buddy/Little Buddy pairs stayed together for at least one year in the community program. In post- PITKIN COUNTY H EALTHY F UND COMMUNITY 2009 Year -End Report Cards surveys, 67% of parents /guardians reported their child gets along with adults "all of the time ", compared to pre - surveys: a 13.3% improvement. 100% of little buddies reported they want to learn all the time, a 25% improvement from pre - surveys. Cost per client: $912. Improving recruitment efforts by broadening the Buddy Program Community Partnership program; 14 partners, 9 volunteers. • 827 households received emergency assistance such as rental assistance, prescription assistance, dental care, transportation and food vouchers through Catholic Charities Glenwood office, including 30 households in Pitkin County and 140 with a family member working in Pitkin County. 75% of case management clients achieve 50% of their goals. Cost per emergency assistance client: $385. • 6,000 valley students are served by programs of the Children's Health Foundation. Cost per staff member: $636. 7 middle and high schools participated in the Intercultural/Anti -bias training. Cost per student: $58. Recommendations and changes were made in Roaring Fork RE -1 and RE -2, and Aspen School district to improve the healthiness of their lunch programs due to the Healthy Eating to Prevent Childhood Obesity program. Pre -post tests were done regarding the Safe School Ambassadors Program, and they found an overall 9% reduction in physical bullying, and a 5% reduction in verbal bullying across the state. • 433 clients were served by Family Visitor Programs, including 190 clients who live or work in Pitkin County. Of those enrolled in the program for at least six months, 106% of parents demonstrated improvement in their knowledge of child development, 154% in knowledge of community resources, and 61.5% showed gains in parental resiliency and a 40.8% increase in optimism as measured by pre- and post -test scores. Cost per home visit: $182. • 227 children and 133 adults with developmental disabilities were served by Mountain Family Developmental Services in FY 2009. 100% of children receiving early intervention or family support services were able to continue to reside in their family home. Cost per day of comprehensive Medicaid services for adults: $186. • 1,075 clients received direct services from Roaring Fork Family Resource Centers, including 391 clients living in, or with family members working in, Pitkin County. 87% showed improvement in problems affecting school adjustment and learning, 83% showed improved academic achievement, 76% of families showed increased school involvement and 81% of families showed increased self - sufficiency. Cost per client receiving direct service (cash + in- kind): $734.88. • 287 Pitkin County residents were served by YouthZone in the Aspen/Basalt offices. 54% of Pitkin youth who completed their program showed an improvement in resiliency, and 69% saw decreased delinquency. Cost per youth served: $1,069. Cost per client served: $2,000. Success evident in 3 peer - reviewed publications. • 1,880 unduplicated clients received direct services at Community Health Services, including prenatal care, family planning services, and adult and child immunizations. 397 children were immunized. Cost per child served: $102. • Approximately 266 Pitkin County residents and an estimated 709 Pitkin county workers received reproductive care at Planned Parenthood in Glenwood Springs, offered on a sliding fee scale for those who are uninsured and underinsured. • 74 at -risk youth received equine - assisted therapy at Sopris Therapy services and 90% showed improved academic performance. 95% of clients showed improved physical performance. Cost per therapy session: $75. • 33 sexual assault victims, (plus 16 non -acute exams on children at River Bridge Center) received care and evidence collection through the services of the Sexual Assault Nurse Examiner (SANE) Program at Valley View Hospital. 100% of clients reached with follow -up phone calls gave positive feedback regarding their experience. Cost of program based on clients served: $2,761.11. • Mountain Family Health Center in Glenwood Springs served 788 Pitkin County residents. 5112 patients are at or below the poverty threshold. 1608 Medicaid patients, and 332 children on CHP +. 93 -96% of people surveyed reported that providers listened to them, took enough time for them, and gave good advice and treatment. • 91 clients and their families received equine - assisted therapy at Windwalkers Therapy Center. 28 riders (including the parents) live or work in Pitkin County. In addition, ACC provided 278 emergency service contacts. 52% of admissions in Aspen Counseling Center's Intensive Outpatient Substance Abuse Program graduated from the program. Cost per client for all of ACC's programs: $339. Increase in client numbers, possibly due to down economy. • 1050 students (100% of Aspen Middle and Aspen High School students) participated in Valley Partnership for Drug Prevention's drug, alcohol and tobacco prevention curriculum. Cost per student: $90 -266. 90% of students felt that VPDP programming makes a sincere effort to address and reduce alcohol and drug use problems. 30% of residents reported increased knowledge through this program. • 1,080 clients were served by The Right Door's alternative detox program. 24% of clients accepted case management at intake, and of those, 21% completed their plan and 14% partially completed their plan. Cost per client served: $612. • 212 cancer patients, family members and caregivers received services from the Pathfinders (PF) program in Pitkin County and the City of Aspen. 100% of patients, families or caregivers reported that PF Angel services helped them. 2,212 unduplicated patients, county residents, children and workers received educational cancer resources and healthy lifestyle information. Trainings and clinics significantly increased to a total of 36 trainings and clinics provided to the Aspen community. These included elder law clinics at the Senior Center and trainings for local victim advocates and law enforcement, Do it Yourself Divorce Class, and Parenting Thru Divorce Class. • 360 victims of domestic violence and sexual assault were assisted by Response: Help for Battered Women. 47 court- ordered safety plans were facilitated by their legal advocate increased, with 98% of clients with safety plans reporting an increased knowledge of their legal rights and options. Cost per safety plan: $311.38. • 88 court- referred youth participated in YouthZone's Juvenile Diversion Program (alternative sentencing), and 85% of juveniles referred by the County Court did not reoffend. "Bang for the Buck ": Examples that show v alue to the Community • 65 Pitkin County seniors and disabled adults received assessment of living situations, private duty home care services, social interaction, and referral to community resources through the services provided by Columbine Home Health. Satisfaction surveys showed a 90% satisfaction level from patients, and 95% from physicians. 90% of patients were able to stay in their home and out of a nursing home or assisted living for 1 year or longer. • 6,648 congregate meals were provided to seniors through Pitkin County Senior Services and 2,087 additional meals were home delivered, providing regular nutrition and socialization/check -in for homebound seniors. On average, 73 seniors were present for meals. 81% of seniors surveyed rated taste and nutritional value of meals as good or better. Cost per meal: $13.72. • Pitkin County's Senior Transportation program provided 4,031 senior van rides and 442 supplemental transportation rides (taxis and volunteer drivers). The transportation program served 118 unduplicated clients. • The Pitkin County Senior Services care management program assisted 53 adults, ages 60 and older, in meeting their needs and goals for a safe, healthy living environment that supported a comfortable level of independence. 75% of clients were successfully connected with community resources to make their life more manageable, and 75% reported that they felt safer and healthier. 81% reported that they were better able to maintain their independence.
