Spreadsheet detailing current funding by event by department? (e.g., IDCA, X- Games, Jazzfest, Renewable Energy Symposia, July 4, WinterSkol). We need a list of all special events that each department is involved with. Then, break down by: a. actual funding b. in -kind contributions 2. How are we currently allocating funds for special events? Timing of requests? Since a committee is not reviewing these funding requests, does the City need to create an evaluation committee to make recommendations to Council? 3. How should we evaluate special events funding requests? Criteria to be used? How to estimate "bang for the buck "? What desirable effects or indicators should we be looking for out of events? How should we define "success "? How should we compare events that last 3 -4 days vs. those that may last 9 weeks? 4. What should the City's role be in special events? 5. What should the City's role be in funding special events? 6. Should a finite pool of funds be set aside from which special events funding be allocated on an annual basis? With an evaluation committee? 7. What types of events are we most interested in fostering or sponsoring? Local - serving events vs. guest - generating events? 8. Who should most appropriately initiate new special events? 9. Should there be a difference for City funding purposes whether an event is hosted by a private entity (e.g., HBO or ESPN), public entity (e.g., Aspen Recreation Dept.), or non - profit (e.g., ACRA or Historical Society)? 10. Should there be a separate fund set aside particularly to help fledgling organizations or new special events? 11. Should ongoing/established events be funded differently than new events? For example, the City policy could be only to help provide seed money to get new events off the ground, OR the City could decide that it will only help fund proven successful events that are known to have major positive economic impacts in the community. 12. How can we get the established events that we're now supporting to be more self - supporting? 13. How could we possibly replace the X -Games if they were to go away? 14. Should we (and if so, how could we ?) reinvigorate events that may have lost some of their luster or drawing power (e.g., IDCA, Gay Ski Week)? 15. Similarly, what is the City's role in helping struggling non - profits? 16. What are our peer resort communities doing regarding special events staffing and funding? How are they organized? What criteria do they use to evaluate events' success? SPECIAL EVENTS IN ASPEN • Should we try and fill the calendar OR respond to special event requests as they come up? • Are there enough special events (see attchment A) OR does Council want the City to be proactively seeking and funding events? • What is government's role in special events? o Staff's current role is to ensure people /organizations have a great event while maintaining community safety and normal operations. o Staff spends time for all events preparing the streets, preparing the parks, inspecting venues for food safety, issuing liquor licenses, making sure there is adequate insurance, the surrounding properties are advised, public safety, fire inspections, business and sales tax licenses are in place, parking and transportation are workable o The city gives in -kind service to every special event in salaries to cover the above listed tasks o Can the city staff be both producer and enforcer effectively? o City does have special event promoter for recreation (Attachment B) o City does have event and special events promoter and liaison for the Wheeler • Aspen does not have a good special event venue — events displace some other occurrence (like soccer camp or t -ball) o Wagner Park had 261 events and Rio Grande had 100 scheduled events in 2003 o Requests to use parks for rehearsal dinners /weddings /family reunions are increasing • Are we using our facilities well enough? o The Wheeler has between 430 to 560 events /year including • 110 -125 live performances • 150 -210 movies (including Filmfest, Shortsfest) • Receptions, rehearsals, meetings • How can one insure special events bring in visitors from outside the valley? • Should there be no one person overseeing or promoting events. Events are put on by o ACRA o Aspen Skiing Company (Attachment C) o Wheeler Opera House o Local non - profits o Local and Outside the valley For -Profit Promoters • Who is available to aid existing events that may be encountering problems or who works with event organizers to create a better synergy? • Who can help start events or recruit events to Aspen. • Where does someone go who has an idea for an event but does not want to be an organizer? o CCLC — Aspen Goes Bazaar o ACRA — Arts Fair; Antique and Decorative Arts Fair (Both new in 2003) • Seed money for new events? Max: 34 points Total Score (maximum 100 points) Comments: Return form or email comments to Rick by January 5, 2005 Page 1 of 3 COMMISSION FOR THE ARTS AND SPECIAL EVENTS SPECIAL EVENT POLICIES Revised 2/04 CASE CALENDAR The Commission for the Arts and Special Events (CASE) must approve event dates for organizations that receive town funds or use town facilities. Event date approval by CASE does not guarantee the availability, or provide approval for the use of town facilities. New event applicants (did not use Town Park facilities in 2004), or existing events requesting a change in date for 2005 that want to use Town Park facilities must be granted venue approval by the Parks and Recreation Commission prior to applying to CASE for date approval. New event applicants that request use of town facilities may be required to provide a resume', references, proof of ability to organize the event, and make a presentation to CASE. Applications and forms are available at the Parks and Recreation Department. Applications for CASE Calendar dates in 2005 will be available by March 1, 2004 and must be received at the Parks and Recreation Department office no later than 5:00 p.m. on Friday, May 14, 2004, for consideration for the 2005 CASE Calendar. CASE will establish the calendar at their regularly scheduled meeting June 2, 2004, at 12:00 noon in Rebekah Hall.. Applications not received by the May 14th deadline will be reviewed at a subsequent CASE meeting. • Only special events may apply to be on the CASE Calendar of Events. Major Festival Events (3,000 or more total crowd size) must apply according to the prior year's CASE Calendar Date application process (see schedule above). Municipal ordinance 12.12. Minor Festival Events (less than 3,000 total crowd size) are advised to apply according to the prior year's CASE Calendar Date application process in order to complete the requirements for permission to use Town property. Regardless, minor events requesting use of Town property must apply at least four (4) months in advance. INSURANCE The Town of Telluride requires that any event occurring on town property (i.e., Town Park, town streets, or malls, and so forth), must provide proof of adequate general liability insurance coverage to the Parks & Recreation Director at least thirty days prior to the scheduled event. The policy must include: I. an endorsement of the Town of Telluride as an additional insured; 2. a minimum of $1,000,000 per occurrence primary coverage and $2,000,000 annual aggregate; 3. a minimum of 30 days notice of cancellation; 4. host and general liquor liability coverage for events serving or selling alcoholic beverages; 5. a minimum of $1,000,000 personal and advertising injury coverage; 6. a minimum of $50,000 fire damage. SPECIAL EVENT LIQUOR LICENSE PERMITS Non - profit organizations that are in good standing with State of Colorado are http: / /www.town.telluride.co.us /parks /policies.html 1 /19/2005 Page 2 of 3 • eligible to apply for Special Event Liquor License Permits. These permits are necessary if the organization wishes to sell or serve alcohol to the general public. The Special Event Permit application must be filed with the Town Clerk at least 45 days before the event is scheduled to allow adequate time for review by the Town and the State Department of Revenue. Proof of liquor liability insurance must be provided to town staff at least 2 weeks prior to the event. Town Ordinance #821 also specifies that the manager of an event, for which a special event liquor license permit is issued, must attend a liquor service workshop prior to the event. Please contact the Town Clerk at 728 -3071, or come by Town Hall, 135 W. Columbia Ave., for information and workshop dates. TOWN VENUES Reservations may be made with the Parks & Recreation Department for use of the Town Park Core Area, and Main Street Malls. Main Street Malls (Elks' Park, Oak Street Mall, North and South Spruce Street Malls) may not be reserved for private functions or for private exclusive use, such as, weddings, picnics, parties, and so forth. Application forms are available at the front desk at the Parks & Recreation office. Applications must be submitted at least thirty (30) days prior to the event. CASE approved dates will have priority over events not on the calendar. Organizations planning to erect tents must obtain a sprinkler map from the Parks & Recreation office. Street Closures Requests must be submitted at least thirty days prior to the event to give adequate review time. Street closure applications are available at the Parks & Recreation office. Organizations will be required to provide barricades, signs, and community announcements regarding street closures. New events (did not occur in the previous year) must seek permission of all business owners and residents in the affected area. Events that have occurred in the past will be allowed to continue closing the street for their events, unless Town Council modifies its policies in this regard. Payment for law enforcement services may be required. Traffic Control Requests for traffic control must be submitted a minimum of 15 days prior to the date requested. Traffic control requests are required for film crews, parades, and so forth. If it is determined that law enforcement personnel are required the applicant will be required to pay off -duty officers for their services. Approval of applications for traffic control is subject to availability of personnel, street maintenance (summer and winter), time of day, and other events scheduled. Insurance coverage is required. Permit applications are available at the Parks and Recreation office in Town Park. Rebekah Hall Usage Policy The Rebekah Hall meeting room is available for use by non - profit organizations. In the event of conflicts, Town government reservations and activities are given priority, and non - profits may be "bumped" by a special Council or Staff need. Users of Rebekah Hall are responsible for bringing their own supplies to meetings. Council desks and chairs are not to be moved to prevent damage to the wiring system in the meeting room. KOTO technical equipment and microphones are not to be moved, and are not included in Rebekah Hall usage. All users are required to clean up after meetings, and return furniture to its original place. Please call 728 -3071 for reservations. Calendar of Events, have their banners http: / /www. town. telluride .co.us /parks /policies.html 1/12/2005 COMMISSION FOR THE ARTS AND SPECIAL EVENTS • Grants to Organizations 2005 • INTRODUCTION to the Town of Telluride's Commission for the Arts and Special Events The Telluride Town Council established the Commission for the Arts and Special Events [CASE] in 1986. CASE recommends grant awards to Town Council for non - profit organizations and also establishes and maintains a yearly town calendar of events. CASE consists of volunteer board members appointed by the Town Council to serve selected terms of office. All of CASE funding comes from town sales tax revenue and other town taxes. The mission of the Commission for the Arts and Special Events is to encourage the attainment of cultural excellence by supporting and strengthening institutions, events, and festivals that most benefit the Town of Telluride educationally, culturally, economically, and recreationally. CASE encourages fund - raising efforts by grantees to obtain additional funds independently. CASE also encourages community involvement and support of cultural institutions and events, as well as more effective use of the Telluride Council for the Arts and Humanities, Telluride Mountain Village Convention and Visitors Bureau, and other town resources. It is the intention of CASE to aid in the strengthening of relationships between local art and cultural organizations and various regional, state and national art agencies. Guidelines PROGRAM OVERVIEW The Commission for the Arts and Special Events aims to promote broad participation in the arts and special events, encourage resource - sharing and collaboration, and provide equitable access within the Town of Telluride to its limited resources through grants to organizations and special events. The arts and special events community may receive grants to support activities within the Town of Telluride that address the CASE mission to ensure the development of a flourishing cultural environment and promote the general welfare, education and economic vitality of all Telluridians through the arts and special events. In brief, applicants must be prepared to specifically address: 1. Community responsiveness and support of activities; 2. Quality of event(s) and/or programming; 3. Management effectiveness, fund - raising techniques and use of local media; and, 4. Compliance with Town policies. CASE Grant Guidelines 2005 ELIGIBILITY CRITERIA CASE will consider proposals from organizations and special events that meet the following eligibility criteria: 1. Applications will be accepted from organizations and events that provide educational, artistic, entertainment, and cultural opportunities for the public to participate in within the Telluride Town limits. 2. Special event and festival applicants must have completed all CASE calendar application requirements corresponding to the year of application. 3. Applicant has not requested, nor will request, funds for 2005 from another Town of Telluride government source for the same purpose or for a cultural or special event. 4. Only one (1) application may be submitted per organization. 5. Applicants may apply as a 501 -(C) -3 organization, or under the umbrella of a 501 -(C) -3 organization with a compatible mission statement. A letter of agreement between the applicant and any umbrella organization must be included with the grant application. The letter of agreement must outline the responsibilities of the two organizations, including: • Budget and program administration; • Ownership of names, products and so forth; • Copy of the resolution by the umbrella organization accepting the applicant; and • Umbrella organization mission statement. 5. Colorado non - profit applicants with no 501 -(C) -3 certificate, or umbrella organization may apply and be granted funds with stipulations, such as, staggered payments, periodic reports, presentations to CASE, and so forth. 6. Extra information or material may not be sent to members of CASE. Please do not discuss your grant with CASE members during the grant process (October 18, 2004 to January 5, 2005). ITEMS NOT FUNDED Programming and events to which any of the following criteria or uses applies will not be considered for funding: 1. Debt and deficit reduction; 2. Out of town activities; 3. Social activities, entertainment costs, receptions, and so forth; 4. Commercial (for profit) enterprise or activities; and 5. Capital Improvements. CASE Grant Guidelines 2005 2 GRANT AMOUNTS Grant requests may begin at $1,000. CASE asks that any request for less be submitted to the Telluride Council for the Arts and Humanities [TCAH] for consideration. CASE's appropriation for 2005 from the Town of Telluride is yet to be determined and therefore our budget for the current grants- making initiative is currently unknown. Town Council funding for CASE may fluctuate from year to year. However, applicants should be aware that CASE does not usually award cash grants greater than $10,000. ACCOUNTABILITY A Follow -up report on the use of CASE funds is required with the next application or by October 31, 2005 if applicant does not apply for a 2006 grant. REVIEW PROCESS Applications will be reviewed in a process that honors the varying perspectives of Telluridians as well as the CASE commitment to local input throughout the decision- making process, and results in an array of funded projects reflecting the highest standards. Each application will be scored a maximum of 100 points. Scores, amount of awards, funding agreements, and comments to applicant organizations will be mailed out in late February or early March each year. Scores are relative to other applicants and are not indicative of actual funding. REVIEW CRITERIA Proposals will address the applicant's response to the CASE mission statement and goals. Because the review criteria are deliberately broad, applicants must define for themselves and thoroughly address each of the review criteria in their proposals. CASE will review applications according to the following criteria: 1. Community responsiveness, availability to community, community support to the institution or event, and contribution to the community's educational, cultural, and economic goals. First -time applicants will be reviewed on availability to community, and contribution to the community's educational, cultural and economic goals. 2. Quality of event and/or programming. First -time applicants will be evaluated on the quality of the proposed idea and programming. 3. Management effectiveness, organizational skills, staffing plan, financial health, creative fund- raising techniques, and use of local marketing, media and promotional services. First -time applicants will be evaluated on the management profile and resume' for similar events, and proposed staffing plan and fund - raising techniques. CASE Grant Guidelines 2005 3 4. Compliance with all applicable Town policies and/or contracts. APPLICATION DEADLINE Applications are accepted at Rebekah Hall, 113 W. Columbia Street, Town of Telluride, and no later than 5:00 p.m., on October 18, 2004. FIRST -TIME APPLICANTS If you are a first -time applicant, we encourage you to contact the Parks and Recreation Department of the Town of Telluride for guidance (970 -728- 2173). However, please do so well in advance of the application deadline. First -time applicants will be required to have a representative present at the November 3, 2004 CASE meeting at 12:00 p.m. in Rebekah Hall located at 113 W. Columbia Street. FUNDING PERIOD The funding period is January 1 through December 31, 2005. OTHER CONDITIONS Nondiscrimination, including statutes prohibiting discrimination on the basis of race, creed, disability, national origin, sex, sexual orientation, age, or marital status. Credit /Acknowledgment - grantee agrees that a notice will be included in appropriate announcements and promotional efforts stating: "This activity /event is supported by a grant from the Town of Telluride Commission for the Arts and Special Events" CASE Grant Guidelines 2005 4 Page 3 of 3 approved by CASE, and complete a Banner Agreement. Forms are available at the Parks & Recreation office. Banners must be reviewed by CASE at one of their regular meetings. Check with the Parks and Recreation Department for the specific schedule. A regional event is defined as an event taking place in the R -1 School District. Commercial advertisements, commercial logos, web addresses, radio call signs, and so forth are not allowed on banners. CASE and the Town of Telluride reserve the right to deny permission to hang banners. The Town does not allow "Welcome" banners for groups or individuals. Banners are for special events only. Priority for hanging banners will be given to the event held longest on that date. Applicants for activities held within the Telluride Town limits have priority over regional activities. Applicants that have already completed CASE review of their banner should apply at least 15 working days before the date they wish to hang a banner, and are required to contact Examiner building tenants, and the New Sheridan Hotel for permission to access the hardware. If events agree to share banner space, a maximum of two banners may be strung horizontally (end -to -end) across Colorado Avenue on the existing guy wire, and must be connected to the designated hardware. "Stacking" of banners is not permitted. Banners must be at least 18 feet above Main Street to allow for truck clearance. In the event of any disagreement over sharing banner space, CASE will determine the outcome of that dispute. Banners may be hung at noon the day before the event is scheduled to begin, and must be removed by noon on the final display date. Events or organizations failing to comply with the stated policies will be required to pay a $50 deposit to hang future banners. FLAGS may be attached to the existing hardware on Colorado Avenue streetlights. Maximum size for such flags is 24 inches by 36 inches. There will be no advertising, sponsor names, logos, or any writing allowed on flags. Only CASE approved special events are allowed to hang flags. You must request permission to hang flags and submit the flag design and size to the Parks and Recreation Department. Flags are allowed for national holidays and CASE approved special events (see policies regulating banners) only. • Vending without a permit is illegal anytime of the year. • Use of Town facilities without a permit is absolutely prohibited. Festivals & Special Events are required to adhere to applicable local laws and regulations, (see The Telluride Municipal Code, including Chapters 12.12 & 5.18 for more information). More established events or those with larger cash bud a re eli to a for in - kind s Regardless of Task Force sponsorship, events that happen in City parks or streets will be included in the Denver Outdoor Events Hotline, the Outdoor Events Calendar (which includes an Internet calendar) and the events bookmarks (fiace available) produced by the City. To be eligible for City support. the event must: • Be free, open to the public, and take place in the City and County of Denver; • Have demonstrated community participation through: * use of volunteers in relation to paid staff; * number of volunteers in context of size of event; * kinds of volunteer responsibilities; * local business participation; • Demonstrate outreach beyond core constituency; • Have a major impact in one of the following areas: * positive economic impact: evaluated through sales tax revenue, number of hotel nights generated, economic boost to depressed area; * community pride /impact: neighborhood, cultural, ethnic, arts, sports, and /or location; * image: regional, national, international attention that strengthens Denver's position as a cultural and /or tourist center. * demonstrate involvement with youth, e.g., employment or volunteer opportunities, performance, activities, etc. • Have a secular purpose, the primary effect of which may neither advance nor inhibit religion, nor should it cause excessive government entanglement with religion; • Not seek to influence the outcomes of elections, or the determination of public policy through political activity. To qualify for funding review, events must support the CSE's strategic priorities and meet the following requirements: • The event(s) must take place predominately within the Town of Vail. • Applications must be complete, providing all information and attachments requested on the application form. Incomplete applications shall not be reviewed. • Applicants must request a specific dollar amount and a brief explanation of how the requested funds will be utilized. • Funding allocations will be made directly to the entity whose name appears on the application. All Town of Vail permits and documentation required for the production of the event must be filed under the name of the event producer as it appears on the funding application. • Applicants must provide 15 copies of each application for distribution to the CSE members and staff. Please submit the application in a format which can be easily copied; i.e. not bound. The CSE will measure events using the following criteria: • Potential for positive economic impact to the retail, restaurant and lodging sectors of the community • Alignment with the target market as defined by the Vail Local Marketing District • Experience and qualifications of the event producer • Opportunity to leverage funding with sponsorships and/or media exposure so as to "stretch" the impact of the CSE's contribution • The event is proposed for a time of year that supports the CSE's goal of ensuring a calendar of events that will stimulate the local business economy throughout the year • Contribution to Sense of Community Although the CSE believes that events should become self - supporting over time, and be weaned from public funding after establishing a solid foundation of sponsorships and other revenues, it recognizes that there are some events which the community expects that are likely to require continued subsidies. Examples include the 4 of July celebrations and the Christmas tree lighting ceremonies. TOV /CSE -2 - 2005 Application for Funds The CSE's strategic priorities are: • To ensure that visitors leave Vail with the intention to "definitely return." • To attract new and to facilitate existing events that have a large number of participants who will return year after year. • To develop and maintain a calendar of events that will ensure a balance of activity and entertainment options for visitors throughout the year and that will help to stimulate the economic vitality of the community year round. • To evaluate and advocate for icon events that are attracted and funded by others. An endless array of events exists, each having different attributes and benefits. Therefore, the CSE will prioritize "Ambient" events when the maximum number of visitors is here to enjoy them. Concurrently, with the goal of stimulating the economy during the slower periods of the year, the CSE will recruit and give preference to "Participant" events in June or September. The CSE does not have funding available to support "Icon" events, but will review proposals for this type of event and forward a recommendation to council. Additional information on these categories can be found in the "Vail Commission on Special Events Strategic Plan 2002 - 2005" which can be accessed on -line at www.vailgov.com, click on "Doing Business," then "Special Events." It is the intent of the CSE to align itself with the target market identified by the Vail Local Marketing District, therefore: • Priority will be given to events that attract and entertain visitors with the following demographic profile: o 35 -64 Years of Age o High Level of Education o White Collar Manager /Owner /Professional o Household Income > $100K • Events that appeal to visitors who have an interest in cultural activities as well as participant events that occur annually are strongly encouraged. The term of three (3) new members shall be for one (1) year and the term for the other three new members shall be for two (2) years. Thereafter, the Town °Council shall annually appoint CSE members to two (2) year terms every January. Section 4. Three (.3) Four (4) or more members must vote for any action for it to pass. The CSE shall keep a record of its resolutions, transactions, findings and determinations. The CSE will provide quarterly informational reports to the Vail tTown °Council, in addition to a full annual financial report at budget time. An annual evaluation of events shall be included. Section 7. Section 3 -6 -7 of the Vail Town Code is hereby amended to read as follows: (additions are shown in bold and underline; deletions are shown in ctrikegh): 3 -6 -7: FUNCTIONS OF THE CSE: The CSE shall support the tTown °Council 's goals and objectives and align its mission with the tTown °Council 's marketing direction. The functions and /or duties of CSE shall include, but are not limited to: hiring and overseeing a director and /or staff, as well as event producers and /or promoters; creating, funding and seeking special events for the tTown of Vail; evaluating event applications and event success; submitting an annual budget for operations and events; coordinating the community calendar for special events; seeking out additional funding for special events through sponsorships and donations; evaluating and executing contracts for special events; and all other functions as directed by the tTown °Council. Qualifying °Cultural eEvents shall be exempt from the purview and funding of the CSE. However, coordination and timing of °Qualifying °Cultural eEvents shall be considered by the CSE and included in the CSE master calendar. Ordinance 30, Series of 2004 3 Section 8. An appeal to the tTown °Council may be made by an adjacent affected property owner or by the tTown °Council itself by a majority vote. B. Any appeal must be filed in writing within ten (10) days following the decision of the CSE, or must be called up by the tTown °Council within ten (10) days of the decision. C. The Town °Council shall hear the appeal within thirty (30) days of its being filed or called up with a possible thirty (30) day extension if the Town °Council finds that there is insufficient information. Section 9. If any part, section, subsection, sentence, clause or phrase of this ordinance is for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of this ordinance; and the Town Council hereby declares it would have passed this ordinance, and each part, section, subsection, sentence, clause or phrase thereof, regardless of the fact that any one or more parts, sections, subsections, sentences, clauses or phrases be declared invalid. Section 10. The Town Council hereby finds, determines, and declares that this ordinance is necessary and proper for the health, safety, and welfare of the Town of Vail and the inhabitants thereof. Section 11. The amendment of any provision of the Municipal Code of the Town of Vail as provided in this ordinance shall not affect any right which has accrued, any duty imposed, any violation that occurred prior to the effective date hereof, any prosecution commenced, nor any other action or proceedings as commenced under or by virtue of the provision amended. The amendment of any provision hereby shall not revive any provision or any ordinance previously amended or superseded unless expressly stated herein. Section 12. All bylaws, orders, resolutions, and ordinances, or parts thereof, inconsistent herewith are repealed to the extent only of such inconsistency. This repealer shall not be construed to revise any bylaw, order, resolution, or ordinance, or part thereof, theretofore repealed. Ordinance 30, Series of 2004 4 Section 13. This ordinance, as adopted by the Town Council, shall be numbered and recorded by the Town Clerk in the official records of the Town. The adoption and publication shall be authenticated by the signatures of the Mayor, or Mayor Pro Tem, and Town Clerk, and by the certificate of publication. Section 14. This ordinance shall be in full force and effect five days after publication following final passage.
