Health Housing Open Space Other: FILE STATUS AND LOCATION: MEMORANDUM TO: Stan Clauson, Director Community Development FROM: Leslie Lamont, Deputy Director RE: Golf Course Insubstantial PUD Amendment for the Expansion of the Golf Cart Barn DATE: March 20, 1995 SUMMARY: The applicants, Aspen Sports, seek to amend the Golf Course Final PUD Plan to add approximately 864 square feet to the existing golf cart barn at the golf course. ZONING: Park with PUD overlay STAFF COMMENTS: Aspen Sports is the summer lease holder of the Pro Shop and in charge of renting golf carts. For the past five years 17 carts, a range ball washer and four recycle bins have been stored outside. The carts are being switched to electric and need to be charged under a roof. The new structure will enable everything to be stored inside, the carts to be charged inside and to reduce vandalism. Pursuant to Section 24 -7 -907 an insubstantial amendment of an approved PUD plan may be authorized by the Planning Director provided that the amendment does not: a. change the use or character of the development; RESPONSE: The expansion will enhance the use of the golf course and will be an extension of en existing building. b. increase by greater than 3% the overall coverage of structures on the land; RESPONSE: Given the entire golf course area this small structure which is 37'X25' this should not exceed the overall coverage of structures on the by 3 %. c. substantially increase trip generation rates of the proposed development, or the demand for public facilities; RESPONSE: This area will house activity and equipment that is currently used on the golf course. d. reduce by greater than 3% the approved open space; RESPONSE: This expanded structure, while reducing some open space will not reduce the golf course open space by more than 3 %. e. reduce by greater than 1% the off - street parking and loading space; RESPONSE: The area that will be used for the extension is a grass lawn area that is adjacent to the parking lot and access drive to Truscott Place. f. reduce in required pavement widths or rights -of -way for streets and easements; RESPONSE: N /A. g. increase greater than 2% the approved gross leasable floor area of commercial buildings; RESPONSE: The enclosure does not represent gross leasable floor area. i. create a change which is inconsistent with a condition or representation of the project's original approval or which requires granting of a further variation from the project's approved use or dimensional requirements; RESPONSE: The approved use and allowable floor area will not be varied. RECOMMENDATION: Staff recommends approval of the PUD plan amendment for the approximately 864 square foot expansion of the existing golf cart barn at the Aspen golf course with the following conditions: 1. The expansion shall total no more than 864 square feet. 2. All representations made in this application shall be adhered to. 3. The exterior of the structure shall be landscaped to buffer the parking area and pro shop. The current facility is inadequate to house the cart fleet inside and it creates problems not only in operations but in appearance of the facility. The need to house everything, carts, recycling bins and the ball washing machine is paramount for the smoothness of the operation. Charging of the carts has to be done inside and with the rise in vandalism and midnight golf cart joy rides the need to secure everything is important. We agree with the continuation of the roof line that the design calls for. It will have little, if any, effect on the appearance of the building and no impact on the number of people employed or using the facility. The golf carts are currently housed some inside and some outside. The ones outside can't be charged unless they are under the charger. We also have experienced a fair amount of vandalism and nightime joy rides with the golf carts that are outside. The recycling bins and the range ball washer are fairly unsightly and need to inside. Attachment 3, 1. Our date of completion for the addition would be May 15- 30, 1995. There would be no additional employees generated due to this addition as well as no additional customer traffic. This structure will not add to the number of people at the sight at all. The golf course is at capacity and putting the golf carts inside for the previously stated reasons won't add to the number of people on the sight. 2. Drawings enclosed. 3. MEMORANDUM TO: Mayor and Council THRU: Bill Efting, Ac ing City Manager THRU: Stan Clauson, unity Development Director FROM: Leslie Lamont, Deputy Planning Director DATE: March 13, 1995 RE: Consent Agenda - Permission for Aspen Sports to Submit an Application for an Amendment to the Golf Course Planned Unit Development Approval to Expand the Golf Cart Barn SUMMARY: Aspen Sports is preparing to submit a development application to insubstantially amend the PUD approval for the Golf Course to expand the golf cart barn by approximately 864 square feet. Aspen Sports is the summer lease holder of the Pro Shop and in charge of renting golf carts. Before Aspen Sports can submit the land use application requesting the amendment, Council must first grant permission to file an application for City owned property. Aspen Sports proposes to expand the existing golf cart barn to store the entire fleet inside in order to recharge the carts. The applicants also propose to move the ball washing machine and recycling bins inside the building. The expansion will occur on the south side of the barn. Consent to submit an application does not imply an approval for the project. RECOMMENDED MOTION: "I move to direct the City Manager to grant permission for Aspen Sports to submit an application to amend the Golf Course PUD to expand the existing golf cart barn."
