Housing Information Management System Update INFORMATION UPDATE ARC Downstairs Remodel Housing Information Management System Update MEMORANDUM TO: Mayor and City Council FROM: Cory Vander Veen, Recreation Director CC: Jeff Woods, Parks and Recreation Manager DATE: February 25th, 2019 RE: Informational update regarding the Aspen Recreation Center’s Downstairs Remodel Project The City of Aspen’s Recreation Department is underway on its plan to repurpose underutilized space at the Aspen Recreation Center. The Recreation Department is repurposing storage space and an underutilized changing room to create a high-quality fitness space. The goal of the new space is to have an open floor plan with multipurpose fitness areas for all users. The repurposed space will more than double in size allowing more customers to be in this space at any given time. The utilization of this project is the Department’s response to community requests for expanded amenities at the Aspen Recreation Center (or ARC). These community requests originated from multiple surveys, focus group discussions, the Recreation Department business plan details, recommendations from the Aspen Recreation Center Advisory Committee, and general input from all user groups. The users have provided positive feed back on the redeveloped space and are looking forward to continued improvements. This downstairs remodel project serves as a temporary solution until a better, more well-defined future ARC expansion plan for this facility is finalized. Staff feels that it is important to update the Mayor and City Council members on this highly anticipated project as members of the public may want to discuss the details of this remodel with the Mayor and/or City Council members as it progresses. To date, the Aspen Recreation Department has received $50,000 from the City Manager’s office fund in 2018 to help with seed money to get this important project started. In 2019, City Council approved $450,000 as part of the Department’s 2019 Capital Asset Management plan in order to move forward with this three-phase project. The purpose of this project is to improve customer service, safety, security, and to expand the amenities of the facility. The three phases of the ARC Downstairs Remodel Project includes: · Phase 1 – creating a plan to repurpose the space with input from architects, building engineers, community members, and user focus groups. Phase 1 demolition including tearing out walls, hallways, locker rooms and public spaces which began in November 2018 and has been completed. This phase accomplished the goal of creating a more open concept. · Phase 2 – the creation of a new customer service desk as well as establishing new entry check points, purchasing new fitness equipment, setting up a new bicycle spin fleet, installation of state-of-the-art security cameras, and enhancement of the community lobby spaces. These improvements addressed the community requests of increased safety, updated fitness equipment, and better customer service. This phase is in motion now as of January 2019 and should be completed by Fall of 2019. · Phase 3 – the demolition and remodel of the training facility space, the remodel of multipurpose rooms 5 and 6, the installation of new lighting throughout the space, the installation of a new sound system, and the replacement of exterior windows in the ice rink space. The existing windows are currently frosted which blocks the user’s view of the mountains. The new windows will allow the majestic mountains views to shine through and become a part of the facility users overall experience. Even though this is a large-scale project, staff is dedicated to limiting the impact of the construction to the customer as much as possible including consistent communication regarding closures or changes. BACKGROUND: BACKGROUND: BACKGROUND: BACKGROUND: For FYs 2018 and 2019, the City and County elected officials approved APCHA’s request to spend up to $1.405 million of its existing unreserved fund balance to plan, develop, and implement an enterprise management system and database to improve management and oversight of the affordable workforce housing program. PROJECT UPDATEPROJECT UPDATEPROJECT UPDATEPROJECT UPDATE:::: APCHA has worked with Antero CRM to develop a Request for Proposal (RFP) for the HIMS. In the fall of 2018, APCHA released the HIMS RFP but only received one bid which was $1 million over budget. APCHA is about to re-release a revised and streamlined RFP by March 1, 2019. APCHA is also working on building an interim database (IDB) to collect historical and ongoing data for review, testing, training and validation. Information from the IDB will be migrated over to the HIMS. APCHA plans to complete Phase 1 by May 13, 2019. Design and implementation (Phase 2) are scheduled to begin June 3 and completed within nine months. Finally, the Housing Census (Phase 3) is scheduled for 2020.
