HomeMy WebLinkAboutcoa.cclc.min.051811 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF MAY 18, 2011 Chairperson, Andrew Kole called the meeting to order at 8:30 a.m. Commissioners in attendance: Terry Butler and Jim Pomeroy. Bill Dinsmoor, Fred Ayarza, Siam Castillo and Don Sheeley were excused. Staff: Kathy Strickland, Chief Deputy Clerk Mall lease — Escobar 426 E. Hyman - Ryan Chadwick — Ryan said they are requesting patio service in the mall. They will have light back ground music. Ryan said they will stay under the 60 decibel level. Ryan said the intent is to have sectional furniture. It will be covered with tarps at night that match. The menu will have six to eight items. There will be a wait station. Hours will be lunch and afternoon service. Andrew and Fred suggested that they pay attention to the dinner hour also. Fred said the CCLC wants you to be successful. Terry said she lived here for 42 years. You need some kind of salad for lunch. At night you can capture the 5:00 business. Ryan said Escobar could serve a breakfast with coffee if needed. Fred and Jim also said offering salads would be a good idea. Jim asked about control. Ryan said stantions will go down through the middle. Jim said merchants are in favor but one concern is noise and the provision that no walkway can be obstructed. Andrew said both sides will be open up to the cut through. Andrew suggested CCLC approve both sides of the middle of the mall. Motion: Andrew moved to approve the existing half mall lease with the provisions music will be under the decibel and acceptable to the businesses. All cuts across the mall are open. Additional, we will approve a full middle reduced down in size. Motion second by Terry. All in favor motion carried. 1 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF MAY 18, 2011 Lighting Streeb- Lacrous Company — Justin Streeb and Kale Lacrous Buck Erickson, Aspen Ski Co. Julie Hardman, ACRA — Claude Saulter and Amy Guthrie, Community Devleopment Andrew gave an overview. The idea is to have XMAS in Aspen something spectacular. Siam and Bill contacted different groups. This is the top end of lighting. The question is code, dark sky and if it is doable. We want to create more fun and generate more tourists. Terry said we got a lot of ideas from Europe and Xmas lighting festivals. We want one of the most unusual ski towns. Nobody in this country is doing this. Andrew said one segment of the lighting program would be to have a contest for store fronts etc. Another piece would be lighting major buildings. Andrew said we need to talk to a lot of individuals and have a fine balance and know the benefits of the event. Claude, Community Development said ambient lighting on the mountain is controlled by the County Code and if anything is done at the round -a -about it is CDOT. Jim suggested we do phase lighting. Andrew said he would rather start at the entire scope and then move back. Here is what it could be and here is what we are proposing. Amy said she would prefer no lights screwed to the historic buildings. Terry said just put the panorama out there and find out what is the easiest to start with. Andrew said we need to take a look at the costs. Tricia talked about existing infill structure and with the Sardy lighting there were complications in the right -of -way and we need to address those first. 2 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF MAY 18, 2011 Kale said part of the process goes one step at a time and we need mock up factors. If the community is behind this we encourage some leeway behind this. We need to do things tactfully together. Kale said you need the colors and background matching. Terry said we needed codes in the beginning to help us manage well with new technology to get the people to come and see us again. Times have changed. We want to change into the future. We want the community to like it and get everyone involved. Kale said the draw is to get the people here. The projection is important. They look at the structures to see what can happen. Bring the building to life. The projection can be from above or below. Once the infill structure in place you can do anything you want. The depth and imagery draws you in. Obscura started the movement and now other companies are doing it. You can also associate this with sound. Andrew said we need to address what is acceptable and what is financially doable. Amy suggested Aspen arts and Aspen films work in collaboration with the CCLC. Andrew said the video is inexpensive. Fred said the presentation is great and Aspen needs to do something. The codes need updated. The downside are the road blocks. Buck said the gondola plaza is a natural event spot. Julie Hardman said the money is the first hurdle and I'm not sure you can pull this off this XMAS. Kale said you need to do it when the people are here the most. Create the buzz. Amy said possible collaborate with Winterskol, Forsman Little and Gay Ski week. Once the infill structure is in place you could work with different events and incorporate your lighting. Jim said we need to get people excited about it.
