HomeMy WebLinkAboutcoa.cclc.min.122111 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF DECEMBER 21, 2011 Chairperson, Andrew Kole called the meeting to order at 8:30 a.m. Commissioners in attendance: Terry Butler, Don Sheeley, Riley Tippet, Kiki Raj and Siam Castillo. Excused were Fred Ayarza and Bill Dinsmoor. Andrew said he had a meeting with Nancy Lesley, Tammy Barr and Randy Ready about mall entertainment in the summer. It is now under the umbrella of Nancy Lesley. We discussed the idea of a street performer application. The business license should be added. Don and Terry asked why we are doing this. Andrew said there were minor problems with our performers and some people that just showed up, specifically kids tossing knives and the balloon guy who thinks he owns the place. There is no fee and it is just to keep track and the music school would also get one. Don asked if they would need a City of Aspen business license. Andrew said if they were collection money they would need one and if they are a non - profit they just show their non - profit paper work. If they aren't a non - profit they would have to get a business license. Kiki asked if anyone is vetting them for quality etc. Andrew said on minor occasions they would be sent to us if needed. It would also give the police information that they can't perform without the paper work. If the guys are tossing knives the police would have action to say you need to leave. Terry said it is one more layer of bureaucracy that we certainly do need. Don said it is a good idea but it is another form that you need to do for the government. Andrew said we as a group do not have to do the vetting. I just think we turn the idea over and let Randy decide if they want to do it or not. Kiki said she feels it is not worth our time unless we are going to go out and find more performers as well. It would be nice if we can find more people or encourage people to do stuff at the time of year when we need them more. The police need to COMMERCIAL CORE & LODGING COMMISSION MINUTES OF DECEMBER 21, 2011 have a way to say you are not on the list. It seems that our job is to bring people in to Aspen not police them. Don said he likes the idea of keeping track of who is on the mall. Andrew said it falls under us because we oversee the malls and it is a downtown event. Riley said he sees the validity of following it to make sure people have a business license. If there becomes a bunch of people flowing in because there is an application then we deal with it at that point. Andrew said Tammy Barr's individuals pay tax. Siam said it gives them some accountability. Terry said they would probably feel more professional if they sign the application. Don suggested giving Randy the form from CCLC. Motion: Don moved to approve the form; second by Kiki. All in favor, motion carried. Kiki asked if there is anything that we can do as a group to foster encouragement for people to perform. I also feel the performers make people who live here or are coming linger longer. Terry said her clients love the lighting trees and they go over and watch it daily. You can see the tree from blocks away. Don said why didn't we have a lighting ceremony. Andrew said it probably got lost in the shuffle. Kiki said it would be nice if a few more trees had the icicles. Andrew said there was also equipment that was ordered and hasn't come in yet. The trees are a huge hit. Terry said on the TV it is all about lighting this year. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF DECEMBER 21, 2011 Andrew suggested we talk to Steve Skadron and Torre and see how they feel about the lighting. Siam said the projection we got from Lacrouxstreeb had more lighting involved and what happened to it. Andrew said the city only had so much money this year and they wanted to see what it looked like and then proceed next year. Maybe we need a post January lighting meeting. Riley said we have Winterskol coming up and possibly we can get more lighting installed. Siam said if we could find a venue it would be great to have a winter market. We would need a large area where we could create something like the summer market. We would also have to deal with existing businesses. Maybe there is some building that would have space. Don said Shae Singer and Shirley Tipton have an indoor market on Main Street. Andrew said if we do a winter market at XMAS we are attacking our retailers. Terry said in the winter time people don't want to mill around outside, they like to go inside. Kiki said it is not so much competition it is something that makes people walk around and mill around. Andrew said the 12 days of Aspen was done well by the ACRA and the lighting is good. Terry said people only associate us with the market and not the lighting or 12 days of Aspen. Don suggested sending a letter to everyone in the core about what we do and get a data base and have people send their concerns to us. Andrew said he would draft a year end letter and invite people to come down to our meetings. All agreed. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF DECEMBER 21, 2011 Riley said part of the city's outreach is to engage that 20 to 40 demographic. No one knows how to get involved unless it is with city council. Don said he doesn't have a problem with the CCLC not being recognized but as long as we can get stuff done that is the most important part.
