ROUTING: Attorney X Building _Engineering Other • • MEMORANDUM TO: Jolene Vrchota, Planning Department FROM: Fritz Bruggemeier, Engineering Department RE: Hanson Stream Margin Review DATE: August 14, 1980 Having reviewed the site plan for the above Stream Margin Review, and having made a site inspection, it has been estab- lished that the proposed Hanson duplex addition will not be located within a Flood Hazard Area designated by the U.S. Corps of Engineers Flood Plain Report for the Roaring Fork River. There should also be no removal of vegetation nor any slope grade changes that would produce erosion of the stream bank. The possibility of changes to the stream channel or its capacity and the possibility of activity that would increase stream sedimentation and suspension loads are nonexistent. Therefore, the Engineering Department recommends permit approval. MEMORANDUM TO: Aspen Planning and Zoning Commission FROM: Jolene Vrchota, Planning Office RE: Hanson Stream Margin Review DATE: August 14, 1980 The attached application for stream margin review was submitted by Mr. and Mrs. Howard Hanson for property which they own in Oklahoma Flats. The applicants own a duplex at 725 - 727 Bay Street. They are proposing a 4.5 -foot extension to the south side of the second level with four timber supporting columns which will be located within one hundred feet of the high water line of the Roaring Fork River. Zoning: R -30 Attorney's Comments: No comment. Engineering Comments: The Engineering Department's attached memorandum indicates that the proposed addition does not in any way intrude into the designated floodplain. Engineering recommends special review approval based on the determination that construction of the proposed addition will not require removal of vegetation or slope grade changes which could produce erosion of the stream bank. Planning Office Recommendation: The Planning Office recommends approval of stream margin special review for the proposed addition to the duplex residence located at 725 -727 Bay Street, Aspen. It is understood that there will be no removal of vegetation or slope grade changes which could produce erosion of the stream bank. JERRY G. From the existing structure, we propose a 4' -6" extension to the south side of the second level. This addition is supported on 4 timber columns which are the only members to be located within the flood land designation. Vegetation will not be disturbed beyond that area immediately surrounding each support column on the south side. Existing trees will not be dis- turbed by the addition nor construction process. This area will be reseeded and graded to avoid any possible erosion and undue settlement. As shown on the accompanying plans, the addition is significantly excluded from the high water flood line as defined by the Corp. of Engineers.
