RE: Stream Margin Review for Gibson /Mill Street Interconnect

The attached memorandum from Engineering requests Stream Margin
Review approval to make a water main crossing on the Roaring Fork River.
The purpose for the water main crossing is to serve the new Visual
Arts Center scheduled for completion June 1, 1979 and the proposal is
also a part of the Water Utility Master Plan. The proposed line will
be buried seven feet below the river flow line.
Both the Engineering Department and the Planning Office feel
that this application meets the criteria set forth in Section 24- 6.3(c)
for stream margin review, therefore, we recommend your approval.

RE: Stream Margin Review for Gibson /Mill Street
Interconnect
The engineering department is requesting a stream margin review
approval to make a 12 "0 water main crossing on the Roaring Fork
River, 20 feet upstream from the Mill Street Bridge. Reasons for
extending the 12 "0 water main and making a river crossing are as
follows:
A. The new Visual Arts Center scheduled for completion
by the 1st of June, 1979, requires 1) a new 8 "0 water
service for a new fire hydrant, and 2) a new 1z"
building service for the new building.
B. The water utility master plan calls for extension of
the existing 12 "O water main located at Mill and
Puppy Smith Street to replace the existing 6 "0
water main serving the Red Mountain area and the old
hospital. This existing 6 1) water main is under -sized
for existing conditions and is in poor shape struc-
turally.
C. There are no existing water utilities in the immediate
area that we can tie -into.
Reasons for locating the new 12 "Q water main 20 feet upstream from
the Mill Street Bridge are:
A. Minimum cost for future relocation of the Mill Street
Bridge.
B. Danger of disturbing the existing 6 "0 water main if
the new 12 "0 water main were laid parallel to it.
C. Minimal removal and disturbance of existing vegetation
along river bank.
D. Location of existing utilities located on Mill Street,
Gibson Street and Spring Street.
E. A buried river crossing would delete the visual stream
pollution of an aerial crossing.

Attached is a copy of the new proposed routing of the 12 "0 water
main with all information as requested in Section 24- 6.30) of
the Municipal Code. Construction procedure for the new 12 "P water
main will be to bury the new water main approximately 7'0" below
the river flow line.
The engineering department feels the river crossing meets the
criteria as required in Section 24- 6.3(c) as follows:
1. We have no buildings located within the flood hazard
area.
2. No trails designated by an approved trail plan are
located in the area.
3. We will not be affected by the Roaring Fork Greenway
Plan.
4. There will be a minimum of vegetation removed along the
river bank and the disturbed area will be reseeded and
replanted.
5. There will be no permanent change to the river channel
and capacity.
6. There will be no long term stream pollution or inter-
ference with the natural changes of the stream.
The engineering department requests approval of the stream margin
review for the Gibson /Mill Street interconnect, not only for the
required water service to the new Visual Arts Center, but also, to
improve and up -date the existing water distribution system for the
Red Mountain area.
