PJT /mc City of Aspen Planning and Zoning Commission Aspen, Colorado Request for Stream Margin Review for Lot 15, Black Birch Fstates, Aspen, Colorado as a result of planned renovation of and addition to the existing residence and garage on Lot 15. Dear Commission Members: Following is the response to the Review Criteria as set forth in Section 24 -6.3 (c) Stream Margin Peview of the City of Aspen Municipal Code. The Proposed renovation and addtion to the existing residence and garage on Lot 15 will 1.) A portion of the existing structure is located within the 100 year flood zone as determinde by the T7.S. Corps of Engineers Flood Plain Report for the Roaring Fork River, however, the proposed renovation and second floor addition will add no structure in the flood plain at or below the 100 year flood elevation. (2) There is no Trail P].an within Lot 15, Black Birch Estates. (3) The proposed renovation and addition to the existing structure will not alter or effect the requirements of the Roaring Fork Greenway Plan. (4) The proposed renovation and addition will not significantly alter the existing vegitation or grading and no alteration or erosion of the stream bank is foreseen. (5) The proposed renovation and addition will in no way alter the stream channel or its capacity. No activity is anticipated which would increase stream sedimentation and suspension loads. (6) During the construction of the addition and renovation there will he no pollution of the steam and there will he no interference with the natural changes of the stream which may occur. The existing structure on Lot 15, Black Birch Estates is a single family dwelling and the structure shall remain a single family dwelling subsequent to the proposed renovation and addition. Smith, Owner Box 7968 Aspen, Colo. 81612 C 19, 1984 1 MEMORANDUM TO: Aspen Planning and Zoning Commission FROM: Richard Grice, Planning Office RE: Smith - Black Birch Estates - Stream Margin Review DATE: November 20, 1984 This application proposes the construction of second story addition to a structure which lies partially within the 100 year floodplain. The house is located at 1150 River Drive (Lot 15, Black Birch Estates). The drawing submitted by the applicant, which will be available at your meeting, shows that the addition will be supported by four columns and connect an existing garage and house. The columns will be the only part of the addition which might potentially impact the floodway. The Planning Office and Engineering Department have concluded that even though the addition is technically in the floodplain the impact on the floodplain resulting from the columns would be insignificant. The proposal also meets the other criteria for Stream Margin Review [Section 24--6.3(c)]. There is not a trail designated by the Trails Master Plan through this pt ..r , _rty. All construction activity will occur on the opposite side of the existing house from the stream approximately 50 feet away from the stream bank. We do not ai tscipate any impact on the riparian vegetation or the stream channel itself. The Planning Office recommends approval of the plan as presented. MEMORANDUM To: Richard Grice From: Elyse Elliott Date: November 12, 19 4 Re: Smith - Black Birch Estates Stream Margin Review The above application was reviewed and a site inspection was made. The Engineering Department has the following comments under section 24 -6.3 for stream margin criteria: 1. The submitted plan is complete in supplying information on bounderies, contours, improvements, construction procedures and existing trees and shrubs. 2. The proposed second -story addition, with the exception of 7 piles, is removed from the floodplain. It will not effect the Roaring Fork Greenway Plan or change or add sedimentation to the stream. 3. The proposed renovation and addition will not significantly alter the existing vegetation or grading that would produce erosion of the stream bank. In view of the above, and in view of what we consider to be minimal impacts of the proposed construction in the flood zone, the Engineering Department has no problem with the request.
