Parcel ID No.: 273512307801 APPLICANT: Sprint 188 Inverness Drive South Englewood, CO 80112 REPRESENTATIVE: Jeff Keith SUBJECT & SITE OF 401 Castle Creek Road, Aspen, CO REVIEW: (Aspen Valley Hospital) SUMMARY: Sprint requests approval to temporarily relocate and then finalize a permanent location of the existing wireless equipment. Currently the hospital is proposing a renovation and expansion. Due to the construction, sprint needs to temporarily relocate its equipment onto the obstetrics wing. Final location of the antennas will be on the new second story of the hospital expansion. Due to the construction, the temporary antennas will need to be higher than typically permitted, being located on top of a screen wall as shown in sheet A-2 of the application to prevent disruption during construction. The final location and height of the antennas is noted on sheet A-4. The new antennas will be mounted onto a screen wall and be 5-6" above the roofs parapet, slightly over the 5 foot allowance in the code; however this increase can be permitted by the Community Development Director. STAFF EVALUATION: Staff determined, pursuant to Land Use Code Section 26.575.130.F.2 that painting the antenna panels to match the building suitably camouflages them. Staff finds that the review criteria, attached as Exhibit C, are met and recommends approval of the temporary location and final location of the proposed antennas and equipment. DECISION: The Community Development Director finds the Administrative Application for Wireless Telecommunication Equipment to be consistent with the review criteria (Exhibit A) and thereby, APPROVES the request with the following conditions: 1. The application complies with the regulations of the Federal Communications Commission with regard to maximum radio frequency and electromagnetic frequency transmissions. 2. The antennas will be painted to match the existing building; final height of the antennas shall not exceed 5 feet six inches above the second story roof parapet, flush with the screen wall. Any lighting or signagt wired by the FAA, FCC or other fede :ntity associated with the new antennas or equipment requires review and approval by the Community Development Department to confirm compliance with local regulations. 4. A structural report to determine structural capacity of the building to carry the proposed new coax and antennas is required to be submitted to the Building Department at the time of building permit application submittal. Jennifer as you know Aspen Valley Hospital is in the midst of an expansion, part of this expansion is to include the area were Sprint currently has a communication cell site facility. This application shows the existing location of the antennas and ground equipment along with a temporary location for Sprint's equipment and then the final location of Sprints equipment upon completion of the Hospital expansion project. The antennas will move on temporary poles until the final completion of the roof extension and then moved to their final position painted on the screen wall. The existing Sprint facility had been originally been approved by Pitkin County. Sprints original approval on the existing hospital and Sprints facilities on the new hospital expansion will look no different. The antennas will be flushed mounted, not to exceed higher than the wall they will be mounted to and painted to match. The ground equipment will set behind a painted screen wall on a new platform and will not be visible sitting behind the screen wall. Jennifer, for these reasons Sprint feels the design standards relevant to the development application have been met. The new Sprint platform shall be placed on the roof of the Obstetrics Addition approximately centered on column line BB in between column lines 13.1 & 15.5. The platform will have the following specifications: I. 10'x20' platform with WI 2x26 main supports beams—one each side with WI Ox15 cross beams and 1-1/4"bar grating. The platform will be supported by the W24x84 roof beams along column lines 13.1 & 15.5 with 4"tube steel posts. 2. The bottom of the beams will be 2'-6" above the roof surface to avoid any snow drifting. 3. The 6' screen wall will be framed with 2-1/2"tube steel posts with 1.5"type B decking as the screen wall material. 4. The Sprint equipment load is up to (5) cabinets with a total weight of 10,000 lbs. 5. The roof was analyzed for a 75 psf snow load and a 17 psf dead load per the original plans. A simultaneous snow load on the roof and platform was analyzed for one load case. 6. A wind load of 32 psf was used to analyze the screen wall. The existing roof beams can safely carry the new Sprint equipment and platform. The existing columns and foundations were not analyzed. Sprints existing site has been in operation for many years was originally approved through Pitkin County and has allowed continue coverage for Aspen's Sprint customers. Per section D.Application the drawings have been revised and meet all that has been requested for the application. Additionally all structural information will be completed upon zoning approval and then be produced in compliance with the City of Aspen code for the Construction Drawings which will be submitted to the City of Aspen for a Building Permit prior to the commencement of construction.With site being an existing site and only relocating up one level all existing FCC&FAA compliance is in order. Per section E.All requests in this section are being met with this application by Sprint.The addition of the second level of the hospital with the clean visual rooftop installation will allow for Sprints equipment to continue to use a public building,with no historical impact,providing opportunities for the design to make the appearance of the antennae being relatively inconspicuous.The facilities will be maintained and kept in good working order and if abandoned for 90 consecutive days will be removed. Per section F.All review standards are being met,by equipment location being screened and by the antennas to be face mounted to equipment shelter and being painted to match.During construction of the second floor addition of the hospital, Sprints equipment will be located behind an existing screen wall of the Obstetrics wing of the hospital, additionally the antennas will be located on pipe mounts attached to the screen wall of a HVAC unit during construction at which time the antennas will sit 9'and 12'above the roof parapet ONLY during construction.The reason for antennas to be mounted in this fashion during construction is to keep them out of the way of contractors working on the rooftop and to allow the site to stay on air for Aspen Sprint Customers.The final resting location of the antennas will be face mounted on the relocated HVAC unit they will not extend above the top of the screen wall. The antennas will be painted to match the screen wall as to blend in with the architectural features of the landscaping is rooftop.
