I have reviewed all of the previous approvals and permits for various items associated with the commercial FAR for the project. It appears that there are no provisions that would hinder any leftover space being utilized at the clubhouse. In summary, this is what we have; Total Approved 1,200 sf Comfort station- used (312 sI) Starter shack- used (100 sf) Remaining 788 sf Please review with the Community Development Director and let me know if this is feasible and whether it can be done as an administrative action as a minor amendment to a development permit. I I MEMORANDUM TO: Suzanne Konchan, County Planning Director FROM: Mary Lackner, Planner RE: Maroon Creek Club Golf Course Halfway House Amendment DATE: February 28, 1994 REQUEST: The applicant, the Maroon Creek Club, is proposing to reallocate the 1,200 sq.ft. of space dedicated to the golf course halfway house/snack bar into three structures that will not exceed 1,200 sq.ft. DISCUSSION: The applicant has learned from the golf course consultants that more than one "rest" facility is needed for an 18-hole golf course. Therefore, the applicant is requesting to amend Resolution 93-104 condition 4(d) which granted 1,200 sq.ft. for a halfway house/snack bar. The detailed submission maps identify this structure to be located near the 11th tee box on J any Chair Road. T " ,. ,, ; ,1; 1 • tip and Halfway House 700 sq.ft. Food stand, Beverage, Restrooms Comfort Station 300 sq.ft. Restrooms Ball Shack 200 sq.ft. Control for Diving Range There is no relocation of the Halfway House, it will remain in the same location as approved in Detailed Submission. The Comfort Station wil be located just before the 14th tee box. The Ball Shack is proposed to be located at the tee box area of the driving range. The new location of these structures will not impact 1041 or Scenic Overlay areas. The berming required along Highway 82, in conjunction with existing site landforms, will screen these structures from public view. Extensive landscaping of the golf course will also contribute to screening these structures from Highway 82. RECOMMENDATION: Staff recommends that the County Planning Director approve the applicant's request. APPROVED: J ,-- Suzan Q Konchah, Count 'lanning Director Design Workshop,Inc. BOCC Resolution No. 93-104 (Book 721, Page 246) , condition no. 4.(d), granted an allocation of no more than 1200 square feet for a halfway house/snack bar based on a general location near the existing hay storage/pole structure on Lazy Chair Denver Road. The Applicant is requesting an administrative approval by the Planning Director Phoenix for the following re-allocation of this square footage; Item Size Remarks Halfway House 700 Square feet Food stand, beverage, restrooms Comfort Station 300 Square feet Restrooms Ball Shack 200 Square feet Control for Driving Range Total 1200 square feet The distribution of these structures is indicated on the attached plan graphic. You will note that none of the locations falls within either 1041 Hazard or Scenic Overlay areas as defined by Pitkin County. In conjuntion with BOCC Resolution No. 91-111, condition no. IV.6, the berming required along Hwy 82 will effectively, in conjunction with existing landforms on the site, screen these locations from view. Their functions, being that they are accessible only be golf carts and limited service vehicles, do not require additional parking or employee generation beyond those previously represented in the original and modified land use applications. Please review with the Planning Director, and feel free to call me if their is additional information needed in order to provide this administrative approval. Otherwise, we look forward to receiving your approval. Respectfully Bruce Hazzard, Associate Planning Coordinator cc. Jim Pearce Andy Hecht DESIGNWORKSHOP MEMORANDUM TO: Stan Clauson, Community Dev o ment Director FROM: Christopher Bend opWenner RE: Majthnti ekk Club Golf Course Insubstantial PUD Amendment DATE: July 9, 1: : : A998 O se ‘S t DEVEOF PS it PEHcARECiOR SUMMARY: Cl Maroon Creek Club, LLC, represented by Design Workshop, has applied for an insubstantial amendment to an approved PUD for the Golf Course parcel of the Maroon Creek Club Subdivision. This request is to relocate the "half-way house" from its approved location near the Maroon Creek Townhomes to a location adjacent to an existing structure near Tiehack Road, as shown in the application drawings. The "half-way house" is a 700 square foot structure with bathrooms and a snack bar. The structure was originally approved near the 9th hole on the eastern boundary of the Maroon Creek Property. The applicant proposed, and was approved for, a new location near the Townhomes. The applicant has obtained a series of insubstantial amendments since approval and has apparently proposed alternative street names without recording these changes on a revised plat. For emergency response and utility agencies it is important to document the changes by amending the final plat. Staff suggests the Community Development Director require, as a condition of approving this "half-way house,"the developer to amend the plat to reflect approved changes including street names. This should be done at the conclusion of any other alterations to the approval but within a reasonable time period. Staff has reviewed this proposed amendment and recommends administrative approval by the Director, with conditions. APPLICANT: Maroon Creek Club, LLC. Represented by Design Workshop, Inc. LOCATION: Maroon Creek Club Golf Course. Tiehack Road. ZONING: Park- Planned Unit Development (P-PUD). Approved in Pitkin County, BOCC Reso. 93-104. REVIEW PROCEDURE: 1 Insubstantial amendments to an approved PUD may be approved by the Community Development Director, pursuant to Section 26.84.080. STAFF COMMENTS: Review criteria and Staff Findings have been included as Exhibit"A." The application has been included as Exhibit`B." RECOMMENDATION: Staff recommends the Community Development Director approve this Insubstantial PUD Amendment for the "half-way house" with one condition as proposed below. APPROVAL: I hereby approve this Insubstantial Amendment for the relocation of the "half-way house" as proposed with one condition. 1. Within six (6) months of the date of this approval, the applicant shall amend the final plat to reflect amendment which have been approved since the original PUD approval. This shall include any changes tooaapproved street names. date 1 S St uson, Community Development Di ctor ACCEPTANCE: I, as a person being or representing the applicant, do hereby agree to the condition of this approval and certify the information provided in this application is correct to the best of my knowledge. /6/7 77 1/I/4/I date 7 ( Don Ensign, Design e kshop, Inc. A change in the use or character of the development. Staff Finding: With this proposed amendment, the use and intensity remains the same as approved by the County. Staff does not believe the amended building envelope changes the character of the development in a way which necessitates review by the Commission and Council. 2. An increase by greater than three (3)percent in the overall coverage of structures on the land. Staff Finding; There will be no change in land coverage with this amendment. 3. Any amendment that substantially increases trip generation rates of the proposed development, or the demand for public facilities. Staff Finding: Trip generation and demand for public infrastructure are not affected by this change. 4. A reduction by greater than three (3) percent of the approved open space. Staff Finding: The amount of open space will not be affected with this amendment. 5. A reduction by greater than one (1) percent of the off-street parking and loading space. Staff Finding: The applicant is not requesting an amendment to the existing or required number of parking spaces. 6. A reduction in required pavement widths or rights-of-way for streets and easements. Staff Finding: The applicant is not proposing changes to right-of-way widths. 7. An increase of greater than two (2)percent in the approved gross leasable floor area of commercial buildings. Staff Finding: The square footage of the structure will remain the same with this amendment. 8. An increase by greater than one (1) percent in the approved residential density of the development. Staff Finding; The applicant is not proposing a change in the residential density. 9. Any change which is inconsistent with a condition or representation of the project's original approval or which requires granting a further variation from the project's approved use or dimensional requirements. Staff Finding: The proposed amendment does require an alteration to the dimensional requirements as established in the PUD. Date: June 4, 1998 Re: Maroon Creek Club Insubstantial Amendment to PUD Pursuant to our meeting and the attached Pre-Application Conference „ L-... I L Summary (dated June 1, 1998) the following is submitted for staff review and Planning Director approval: Request: The applicant (Maroon Creek Club LLC, represented by Design 1 Workshop, Inc.) is requesting administrative approval for an insubstantial amendment to the Maroen Creek Club PUD for the following item; Item No. 1 - Location change of the"half-way house". Square footage of this facility would remain at 700 s.f. Pursuant to meeting the minimum conditions for Insubstantial Amendments as identified in the City of Aspen Municipal Code (Section 26.84.080), the Applicant and their representatives certify that the proposed modifications do not constitute; 1. A change in approved use or character of the development as anticipated in the original subdivision or further modified by previous municipal and County approvals. 2. An increase by greater than 3 percent in the overall coverage of the structure. Because the square footage remains the same, no increase is anticipated. 3. An increase in trip generation rates of the proposed use. 4. A reduction by greater than 3 percent of the approved open space.
