Anderson, Jr., City Manager From: Roxanne Eflin, Planning Office Re: Consent Agenda / Goldsbury PUD Amendment Date: April 24, 1989 SUMMARY: The proposal involves the remodeling and subsequent enlargement of the duplex residence at 700 Sneaky Lane. Section 7-903(B) of Land Use Code requires development review of all construction except that associated with the construction of one (1) single family residence. The structure is a duplex, therefore, requiring review and approval by both P&Z and Council. APPLICANT: Linda Goldsbury, dba Pace Foods, Inc., represented by Sunny Vann, Vann Associates LOCATION: 700 Sneaky Lane, Lot A, Ben Deane Lot Split, City of Aspen ZONING: R-30 PUD APPLICANT'S REQUEST: PUD/Subdivision Amendment approval for the remodel and expansion of the existing duplex (single-family residence with attached caretaker unit) on Lot A from 4,580 FAR to 9,090, an increase of 4,510 sq. ft. The maximum allowable FAR on this site is 9,170 sq. ft. PREVIOUS COMMISSION ACTION: On April 4, 1989, the Planning and Zoning Commission approved the PUD amendment subject to the following conditions which the applicant has agreed to: 1) A final plat be submitted to and approved by the Engineering Department prior to the issuance of a building permit. 2) The shed be relocated off the District's sewer easement prior to the issuance of a certificate of occupancy. 3) All fees associated with connecting the project to the Aspen Consolidated Sanitation District collection system are due prior to connection. REFERRAL COMMENTS: Engineering: In a memo dated March 6, 1989 from Elyse Elliott of the Engineering Department, the following comments were made with regard to this application: 1. A final plat must be submitted that meets the Engineering Department's criteria 2. The second parking spaces indicated are adequate for the project 3. No expansion of utilities is necessary to serve the project 4. The roads have been found to be sufficient for the project. Sneaky Lane is a private road. 5. Stream Margin Review is not required because the project is outside the 100' boundary. Staff notes that nine (9) parking spaces are provided on site, two of which exist inside the garage. Aspen Water Department: In a memo dated February 22, 1989 from Jim Markalunas, the subject property is on private well, therefore, no recommendations are made. Aspen Consolidated Sanitation District: In a memo dated March 6, 1989 from District Manager Bruce Matherly, the following comments were made: 1. The District has sufficient line and treatment capacity to service this project at this time. 2. Any regrading or cuts necessary to service this project would have to be done according to District regulations. Bruce encourages the applicant's engineer to speak directly with Tom Bracewell, collection system superintendent, with questions. 3. The topo map indicates a shed has been placed over the District's sewer easement; its relocation is required. 4. Fees associated with connecting the project to the District's collection system are due prior to connection. No other referral comments have been received by the Planning Office. STAFF COMMENTS: The criteria for Development approval are found in Section 7-903(B). The Planning Office finds that the proposal meets all the criteria, and rather than repeat each issue as stated in the applicant's proposal, a copy of the application is attached for your review. Please note the that the original 2 . application received by the Planning Office indicated that a lot split was necessary due to FAR calculations. This, however, has been amended following the restudy and calculation by the project architect, who determined a lot split was unnecessary due to the proposed expansion falling below to maximum allowable FAR. Minimal regrading is proposed to accommodate the enlargement. --- The existing ponds will be slightly modified and additional landscaping will be incorporated in those disturbed areas. RECOMMENDATION: The Planning Office recommends that Council consent to the Planning and Zoning Commission recommendation for approval. memo.cc.goldsbury 3 CASE DISPOSITION To: File From: Roxanne Eflin - - _ Re: _ 700 Sneaky Lane, "Goldsbury PUD Amendment" Date: May 4, 1989 On April 4, 1989, the P&Z granted approval for the PUD amendment, subject to the conditions as recommended by staff as follows: 1.
