HomeMy WebLinkAboutcclc.min.100301 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF OCTOBER 03~ 2001 Vice-chair Bill Dinsmoor called the meeting to order at 8:30 a.m. In attendance were Eric Cohen, Andrew Kole and Terry Butler. John Start and Jon Busch were excused. FARMERS MARKET Adam Walton, represented the residents of the 600 Block and they are opposed to the expansion for safety reasons and the trash. The neighbors believe that a better place would be on a public park, specifically the Rio Grande Park. They all go to the farmers market weekly but are opposed to the expansion. Terry said living in downtown you make sacrifices. She would be happy if the farmers market expanded. She would hope that Adam would change his mind. His points are correct but she feels it will not be too detrimental to him. The farmers market is only on Saturdays. Andrew said the other thought was to possibly use the parking lot behind city hall. Terry said possibly it could be expanded west toward the fire department. Eric said the beer bottles are from late night activity not the farmes market but he is also concerned about the cigarette butts all over town. This is not directly correlated with increasing the farmers market. It is a different issue and a problem. Charles Kennedy said expansion toward commercial should be taken into consideration. Adam said L'Hosteria said the 50 gallon grease drum does not belong to them. The drum is partially in the alley. Dr. Krandall's office said a bear had pulled over the 50 gallon drum and it was all over the alley. Adam said he then called Steve Barwick's office and the spill was rectified. At the brown bag Brian Flyrm said the Environmental Health Officers said they need to look into this grease situation. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF OCTOBER 03~ 2001 Bill said he appreciated the problems and he personally would endorse the city capturing the grease problem: There is another one, one block down from the Main Street Bakery that needs addressed. Staff relayed that the dumpster/trash ordinance will be coming back to council shortly after the study is formulated. Jefflsaacson, Italian Ice said we as vendors are trying to be self monitoring as far as trash is concerned. They leave the place cleaner than when they came in. They are very respectful of that block. Jeanette Whitcomb, Envitonmental Health officer said she felt with the change in the vending agreement to allow Colorado made, produced etc. would enable the farmers market to fill the entire street. Chris Bendon, planner said he and Andrew Kole met with the farmers market and then he met with them individually Saturday. The primary concept is half agriculture and the product is primarily Colorado made or produced. The vending agreement would allow for on-site consumption. The board talked about rotating booths. Andrew said the local businesses would not be kept out and would be invited to participate on a rotation basis. Local crafts were brought up and a not-for-profit booth. Chris and Andrew mentioned tables that would be provided by the city and stored to keep a cleaner look. The tables could be stored under a tarp by city hall. Chris also discussed a management and market coordinator. Jeanette and Chris suggested a Market Coordinator to handle all the new ideas and booths. Jeff Isaacson said Boulder and Cherry Creek's coordinator get $27,000 to manage the market. There are other markets that take a percentage. Jeff Isaacson said each group could represent a person for the market board. Chris said the farmers want the control internally over the agriculture booths. 2 COMMERCIAL CORE & LODGING COMMISSION MINUTES OF OCTOBER 03, 2001 Staff relayed that the vending agreement must be approved by council and the potential changes. Andrew said he feels the concept should be put out there to see who wants to be in the farmers market. Heather lsberian said she is concerned about the level of"quality" of crafts and merchandise that is proposed to be sold at the farmers market. Andrew said as far as crafts etc. possibly Anderson Ranch or some other entity could be in charge of those decisions. Eric said expanding it and keeping the quality and level of crafts and product up is essential for the success of the market. Jeff said the farmers are also concerned about the quality of crafts etc. that will be in the farmers market and they do not want to be involved in the selection. The board discussed the drive o£the farmers market/open air market. Terry said the nebulous area will be the local businesses, do we go high end, middle end or low end on merchandise being sold. Charles Kennedy said for marketing maybe it should be called the Saturday Market. Andrew felt it should include "outdoor". The product and how you promote it is the key. Jeff said the farmer market name should not be changed at this point. Eric said he doesn't want to see restaurant competition meals including lunches and he doesn't want to see any meals cooked on site. Jeanette said food could be regulated and non-regulated as a criteria. Andrew reported on Taste of Aspen and possibly some restaurant will want to do a cooking demonstration. Bill said we should eliminate the Taste of Home in general. COMMERCIAL CORE & LODGING COMMISSION MINUTES OF OCTOBER 03~ 2001 Chris suggested that it should be mentioned in the vending agreement for a later date so that we do not have to go back to city council. Jeff said they cannot sell cooked entrees and he is opposed to allowing Taste of Home. Eric said local businesses should be licensed and operating in the City of Aspen. Andrew said the local businesses could be a grOup under a licensed entity. This enables people who do not have a business license to sell under a licensel Regarding the non-profit Charles Kennedy mentioned adopt a dog. 'They might want to be in a non-profit booth. Bill said the idea 0f using Connor Park as an expansion area for the farmers market was brought up. Eric informed the board that Bob Blake who is on P&Z feels strongly that any expansion would be a chhnge in land use and would necessitate P&Z review. Chris said P&Z would review the changes if Conner Park is chosen for the expansion. Bill asked about the music. Jeff said it enhances the farmers market. Music should happen later in the day and occur every Saturday. Amplified music to start after 11:00 a.m. under special review and based on complaints. Jeanette asked who is the board and who is the association. She feels CCLC should be the appeals board. Andrew said ifa CCLC member has to make a decision on an appeal that individual can recuse him or herself and the other CCLC members can vote. Chris said decisions and voting are going to be a concern to council. The market coordinator would be hired by the association. The association is reviewing a potential increase in dues. COMMISSIONER COMMENTS Terry mentioned enlarging the area beyond the two malls and toward City Market for doggie bags. The sacks come out by two and threes. Terry will look at different sites £or locations and then we will vote at the next meeting on the funding. MOTION: Eric moved to approve the minutes of Sept. ]0, 2001; second by Bill. All in favor.
