Annexed for your review and comment is a copy of a letter from the
City's water engineer in connection with the City's desire to
install sanitary sewer service to serve the water treatment plant
and maintenance facilities located' behind the Castle Ridge com-
plex.
Please note the second paragraph of the letter which indicates
that the sewer service will eliminate the leeching field presently
situated above Building H. We, therefore, assume that neither
Castle Ridge, Ltd. nor Mr. Londoff have any objection to the
installation of the sewer service as proposed.
Please call as soon as you have received this correspondence, so
that we can disucss the appropriate documentation.

Dear Mr. Edwards:
Transmitted herewith for your use is a sketch indicating the route of
the proposed sanitary sewer service to serve the water treatment plant
and maintenance facilities.
The sewer service will eliminate the leaching field presently situated
above Building H and upgrade the sewer system for the treatment
facilities.
The route is from the Castle Ridge Ltd. , south property line, northward
and west of Building H. The service line will enter a new manhole near
the northwest corner of Building H and connect to the extension of an
existing 6" sewer service presently serving Building H.
According to maps provided by the Aspen Consolidated Sanitation
District, we propose tunneling if possible, under the sidewalk to make
the connection to the existing service.
Please contact the necessary person(s) with Castle Ridge, Ltd. for their
comments and approval to make the connection, as it is my understanding
that the City of Aspen reserved utility easement rights in the sale of
Castle Ridge.
We would appreciate any expediency you can offer in this matter as we
wish to complete construction before winter sets in.
If further information is required, please advise.

MEMORANDUM
TO: Colette Penne, Planning Office

RE: City Water Plant S.P.A. Amendment
Having reviewed the above application to amend the S.P.A. plan
for lot 4 of the City Thomas Property Subdivision, I would
offer the following comments : -
1. There seems to be some confusion as to what form of the
precise plan for lot 4 was recorded subsequent to the rezoning
to public via ordinance 18 of 1983. It would appear only a
reduced version of the plan was recorded as an exhibit to the
ordinance. Approval of this amendment should be conditioned
on recordation of the full sized plan accompanying the
letter of application. The plan should be amended to include
a certificate of acceptance for the Pitkin County Clerk and
Recorder for this purpose.
2 . There are a series of parcels in the area of the water plant
and caretaker' s house indicated by dotted lines with bearings
and distances. As I understand it, these lines indicate parcels
as they were deeded to the City by seperate deeds . Since the
parcels and surrounding area are all owned by the City and do
not appear to be subject to any special use restrictions,
these lines should be removed from the plan as the entire area
now comprises lot 4 of the City Thomas Property subdivision.
3 . Further amendments. to the plan prior to recordation should
include:
a. Indicate the specific areas reserved for parking.
b. The SPA data section would appear to reflect an
improper F.A.R. The F.A.R. figure should indicate
only actual structure area relative to the area of
the total parcel. F.A.-R. , in this case, is miniscule
and not a major concern.
c. The SPA plan should indicate if the proposed storage
building will be incorporated into the fenced area.
Presumably, secure storage of treatment chemicals
would warrant including the new building in the
fenced area.

to have adequate time to prepare for the presentation of this case to

Dear Alan:
This is a letter of application pursuant to Section
24. 7. 2 (d) of the Aspen Municipal Code for the purpose
of requesting to amend the specially planned area plan for
the City of Aspen Water Treatment Plant which was adopted
by Ordinance No. 18 (Series of 1983) . The adopted
specially planned area plan contains an error/omission
which was recently discovered.
The plan shows three storage sheds, but they must be
relocated or demolished in order to construct the new
treatment plant. The floor area of these storage buildings
totals 425 square feet.
The Water Department wants to install a single 20x50 foot
storage facility (1, 000 square feet) i lieu► of relocating
or reinstalling the existing three structures. A single
building would be more efficient than three small ones,
and the increased storage space is needed for treatment
chemicals which are now stored out-of-doors.
I quote a memorandum from Jim Markalunas to myself of
February 3 of this year:
"It is a mandatory that we have facilities for
"outside" storage in order to store certain
hazardous substances such as chlorine, activated
carbon, paints, etc. , which by law are not
allowed inside.a water treatment plant. "
A copy of the section of Exhibit "A" of the aforesaid ordinance
is attached as well as a copy of the section of the amended
Exhibit "A" , the proposed amended specially planned area plan.
